I. Different sources of personnel:

Direct recruitment of non-military officers (hereinafter referred to as direct recruitment of non-military officers) refers to the direct recruitment of graduates from ordinary colleges and universities to the army for voluntary military service in accordance with the military service law, conscription regulations and relevant regulations.

Non-commissioned officers who change jobs after serving for two years shall be selected from the soldiers who have served in active service.

Second, the employment conditions are different:

1, conditions for directly recruiting non-commissioned officers:

(1) The majors that recruits learn or engage in should meet the needs of the army. Among them, the graduates of ordinary colleges and universities who have been recruited, whose majors have been determined in colleges and universities, shall obtain the vocational qualification certificate issued by the state at or above the intermediate level; To recruit graduates from senior technical schools and technician colleges, they shall obtain the vocational qualification certificate of senior or above issued by the state;

(2) Other citizens with professional skills should be professionals engaged in the production and maintenance of weapons and equipment, have received professional training in technical schools or professional technical schools for two years, have been engaged in professional work for one year, and have obtained vocational qualification certificates at or above the intermediate level issued by the state.

(3) The political and physical conditions of new recruits shall be implemented in accordance with the relevant provisions of compulsory soldiers. Graduates from ordinary institutions of higher learning, senior technical schools and technician colleges should be unmarried, with males not exceeding 24 years old and females not exceeding 23 years old; Other citizens with professional skills, no more than 28 years of age; If it is necessary to relax the age due to special circumstances, it shall be determined separately when the annual plan for recruiting non-commissioned officers is issued.

2. Conditions for selecting conscripts as noncommissioned officers:

Article 7 of Chapter 2 of the Regulations of China People's Liberation Army on the Service of Soldiers in Active Service stipulates that non-commissioned officers should be selected from conscripts who have completed active service. When a conscript is selected as a noncommissioned officer, he must meet the following basic conditions:

(a) voluntary dedication to the cause of national defense; ?

(2) Being competent for the work; ?

(3) Graduated from junior high school or above;

(4) being in good health. According to the needs of the army, non-commissioned officers can also be recruited directly from citizens with professional skills in non-military departments.

Third, the application procedures are different:

1, recruitment procedure for directly recruiting non-commissioned officers:

The recruitment of non-commissioned officers shall be handled in accordance with the procedures of registration, physical examination, political examination, professional examination or assessment, approval of enlistment, signing of agreements, and handover of transportation.

The recruitment object is applied by myself and registered in the recruitment office of the county (city, district) where the household registration is located; Graduates from ordinary colleges and universities, senior technical schools and technician colleges can also register in the recruitment office of the county (city, district) where their graduation school is located.

2, conscripts selected as non-commissioned officers:

(1) I apply. Before the selection began, I submitted a written application to the Party branch of my unit.

(2) grassroots recommendation. A military meeting will be organized by the Military Commission, and the applicants will be appraised by the masses by secret ballot. According to the evaluation results of the masses, combined with the selection indicators and conditions of the unit and the annual evaluation results of the applicants during their active service, the grass-roots party branch conducts collective research and adopts oral, show of hands or secret ballot to determine the recommended objects. When multiple objects are selected for the same job application, they can be recommended in different orders.

(3) organ evaluation. The command organ of the unit with the right to select and approve shall, jointly with the relevant departments, select and evaluate the recommended objects in accordance with the provisions of Article 51 of these Provisions, and put forward the list of pre-selected objects on the basis of merit. Before the selection of senior noncommissioned officers, the examination and approval unit shall organize experts to conduct professional evaluation on the pre-selected objects.

(4) pre-election publicity. By the competent department of the unit with the authority of examination and approval, the results of mass appraisal, evaluation results, working hours in this major, professional positions to be selected and the preparation level of the pre-selected objects will be publicized. The scope of publicity is: junior noncommissioned officers are in the battalion company, intermediate noncommissioned officers are in the regiment (brigade) and senior noncommissioned officers are in the division (brigade). The publicity time shall not be less than 5 days.

(5) Organize examination and approval. The scheme for selecting non-commissioned officers is proposed by the command organs of units at or above the regimental level, submitted for review in accordance with the relevant provisions on the registration of non-commissioned officers, and submitted to the Party Committee for collective discussion and decision. Non-commissioned officers approved for selection at the corresponding level shall issue selection orders in the name of military and political officials; Non-commissioned officers selected by superiors shall be reported to the Party Committee with the power of selection and approval for approval, and the selection order shall be issued.
