Phoenix Que, built in the Western Han Dynasty, is 20 feet high (17 feet 5), which is the tallest building in Chang 'an City in the Western Han Dynasty. There is a five-foot-tall bronze phoenix on the sparrow tower, which is the earliest instrument for measuring wind direction and speed in China.
