Construction management of approved and approved port construction projects.

The construction and management of other port construction projects shall be the responsibility of the port administrative department where the port is located.

The transportation departments in charge of port construction management at all levels above and the port administrative departments where the port is located are collectively referred to as the port administrative departments.

Article 4 Port construction shall conform to the port layout planning and overall port planning, and implement relevant laws, regulations, rules and technical standards for construction.

Article 5 Port construction projects shall implement the project legal person responsibility system, bidding system, project supervision system and contract management system in accordance with relevant state regulations.

Chapter II Management of Port Construction Procedures

Article 6 Port construction shall be carried out in accordance with the construction procedures and relevant regulations stipulated by the state. Unless otherwise stipulated by the state, the construction procedures shall not be simplified without authorization.

Article 7 The project proposal and feasibility study report of government-invested port construction projects shall be subject to the examination and approval system, and the project application report and filing documents of enterprises investing in port construction projects shall be subject to the examination and approval system and filing system respectively.

Article 8 Port construction projects invested by the government shall be implemented in accordance with the following construction procedures:

(a) to carry out the pre-feasibility study of the project and prepare the project proposal;

(two) according to the approved project proposal, carry out the feasibility study of the project and prepare the feasibility study report;

(three) according to the approved feasibility study report, prepare the preliminary design documents;

(four) according to the approved preliminary design, the preparation of construction drawing design documents;

(five) according to the approved construction drawing design, organize project supervision and construction bidding;

(six) according to the relevant provisions of the state, make good preparations before the start of construction, and go through the formalities for filing the start of construction with the port administrative department;

(seven) to organize the implementation of the project after the record;

(eight) after the completion of the project, prepare the completion data and make preparations for the completion and acceptance of the project;

(nine) the port administrative department shall, in accordance with the authority, organize the completion acceptance.

Article 9 Port construction projects invested by enterprises shall be implemented in accordance with the following construction procedures:

(a) to carry out the project feasibility study and prepare the project feasibility study report;

(two) according to the project feasibility study report, prepare the project application report or filing documents, and perform the approval or filing procedures;

(three) according to the approved or filed project application report or filing documents, the preparation of preliminary design documents;

(four) according to the approved preliminary design, the preparation of construction drawing design documents;

(five) according to the approved construction drawing design, organize project supervision and construction bidding;

(six) according to the relevant provisions of the state, make good preparations before the start of construction, and go through the formalities for filing the start of construction with the port administrative department;

(seven) to organize the implementation of the project after the record;

(eight) after the completion of the project, the preparation of the completion acceptance data, do a good job in the preparation of the project completion acceptance;

(nine) the port administrative department shall, in accordance with the authority, organize the completion acceptance.

Article 10 The project proposal of a port construction project subject to the examination and approval system shall meet the following basic requirements:

(a) to carry out the pre-feasibility study of port construction projects;
