At present, the whole region has invested 360 million yuan to build more than 300 sets of low-rent housing, and all levels have made use of apartment positions to actively carry out family planning policies, regulations and technical skills training for migrants; The whole region has established a coordination mechanism involving family planning, health, labor and justice departments to solve the problem of floating population as a whole, incorporated laws and regulations concerning the protection of family planning rights and interests of floating population into labor employment contracts, supervised employers to sign labor employment contracts when recruiting floating population, and handled "five insurances" such as pension, medical care and maternity, thus eliminating the worries of floating population. At present, the signing rate of labor contracts in the whole region has reached 96%; Chengyang District has set up special funds, and the district, street and community levels have invested more than 600,000 yuan each year to provide free publicity and consultation, technical services, reproductive health examination, contraceptive distribution and certificate handling services for the floating population, so that the floating population can enjoy the same treatment as the registered population. Since 2006, low-income immigrant families who meet the requirements have been given subsidies no less than those in 500 yuan. In 2008, Chengyang District was rated as "National Advanced Family Planning Unit for Floating Population", and the management rate of family planning services for floating population reached over 95%.
