Those who are above 14 and below 16 shall not be placed in administrative detention. Those who are more than 16 and less than 18 will not be detained administratively, but will be fined administratively. People over 70 will not be detained.
Those who do not meet the above requirements shall be detained and fined. The principle is 10 days, 15 days, and a fine of 5,000 yuan can be imposed. Prostitution is illegal, but it is generally not a crime. In our country, the general whoring behavior is considered to be a violation of administrative management and the Law on Public Security Administration Punishment, which is illegal, but it has not yet constituted a crime.

Whoever solicits prostitutes in public places shall be detained for not more than five days or fined not more than 500 yuan. Article 68 Whoever makes, transports, copies, sells or rents obscene books, periodicals, pictures, films, audio-visual products and other obscene articles, or uses computer information networks, telephones and other communication tools to disseminate obscene information, shall be detained for more than 10 and less than 15, and may also be fined less than 3,000 yuan; If the circumstances are minor, they shall be detained for less than 5 days or fined for less than 500 yuan. Article 69 Anyone who commits one of the following acts shall be detained for more than 10 and less than 15, and fined for more than 500 yuan 1000 yuan:
(1) Organizing the broadcasting of obscene audio and video;
(2) Organizing or performing obscene performances;
(three) to participate in the activities of gathering people for fornication.
Whoever knowingly provides conditions for others to engage in the activities mentioned in the preceding paragraph shall be punished in accordance with the provisions of the preceding paragraph.
