According to legend, there were no families here in the early Ming Dynasty. There are thatches, foxes and rabbits everywhere. Hunters from other places often set up shotguns here and light bonfires for the night. Later, people gradually settled here, cultivated land, opened up new wasteland, got fertile soil, and harvested crops every year. It turned out to be a (warehouse). On the other hand, this place was named Licang, which was the place where rations were collected in ancient battlefields. In the early years of the Republic of China, Cangxiang was established here. After liberation, Cangqu was established in. 195 1 year, which governs Licang, Shunhe, Daxing, Luoji, Luwafang and other towns. In 1990s, Mengcheng County was transferred from Fuyang area to Bozhou area, and the division was adjusted accordingly. The original warehouse is divided into Luoji Township on the south bank of the river, Daxing Township and Licang Town on the north bank.

In 2002, Mengcheng County implemented the division adjustment again, and the original Luoji Township was merged into Licang Town, forming the status quo of Dalicang Town.
