Second, the safety quality and skills of on-site employees need to be improved, and there are problems such as not mastering on-site standards, not knowing how to operate and not knowing how to manage, which are mainly manifested in the following aspects: the tanker entering the site was not grounded and was not told to rectify; Insulating gloves were not used in the operation of the distribution box (not equipped at the inspection site); During hoisting operation, employees stand under the boom. Third, the superior security department of the project unit is not careful or careless about the inspection of regional construction projects, which leads to many problems. Therefore, the superior security department of the project unit should be required to strengthen supervision and make concerted efforts with us. Fourth, the quality of new employees in the operation team is uneven, and the awareness of well control is weak, which has potential safety hazards. Strengthen the on-site inspection and assessment at the brigade level, rectify problems in time, punish violators and give warnings on the spot. If the above repeated problems are found again, double the assessment.
Second, the safety management:
Through meetings, telephone communication, on-site visits, etc. The present situation of regional security management in Qinghai Province has been systematically investigated, and the main problems are as follows:
(A) Qinghai regional market is widely distributed, and it is difficult to fully control the on-site safety production. Dunhuang, Sebei operation area and Huatugou are far apart, all of which are more than 6 hours. In the past, market development was the main focus, and the supervision and inspection of on-site construction safety of project units was somewhat "a mere formality". After the hidden dangers are discovered and rectified, the daily safety construction cannot be "controlled in real time". At the same time, there is still the problem of unclear responsibility. It is not clear whether the supervision function of Liaohe project unit in Qinghai area is performed by the functional department of project management department or by Qinghai project department. At present, due to the pressure of market development, shortage of personnel and insufficient safety supervision ability, Qinghai Project Department suggests that government functional departments regularly organize comprehensive supervision and inspection of Qinghai Liaohe Construction Team, and Qinghai Project Department should do a good job of communication and coordination.
(2) The safety management of the project unit is not in place. At present, the management of contractors mainly includes HSE access system, signing HSE contracts with the same effect as various commercial contracts and on-site supervision. These management measures have played a very important role in restraining project units, controlling many risks and preventing many accidents. However, there are still many problems in management. The arbitrariness of employing people in the project unit weakens the effect of HSE access management. At the same time, in order to reduce the cost, the project unit is arbitrary and can't spend a lot of energy and financial resources to train it, which makes the safety awareness of the construction personnel very poor. Strengthen the on-site management of project units, and take various forms such as key special inspections, daily regular inspections and surprise inspections to implement them; To improve the inspection and assessment measures, it is necessary to give full play to the disciplinary role of the project unit.
(3) The special vehicles rented by the science and technology industry of Qinghai Operation Brigade are in poor condition, and the service time of the vehicles is not guaranteed, so it is very difficult to maintain production and there are potential safety hazards. In addition, Qinghai No.1 Oil Production Plant requires the brigade to handle the oily plastic film by itself, but the operation brigade has no handling capacity.

The safety management in Qinghai is divided into three parts: self-operated project units, contractors and secondary units in Liaohe.
(1) Self-operated project unit
Minor repairs are self-operated projects of the Project Management Department. For the management of the operation team, the recent work: first, actively prepare the three teams to put into production and connect with Party A, and need software materials and on-site standardized construction requirements when preparing to start work; Second, check the site well control equipment, organize new employees to practice well control, and new workers should use the same downtime to carry out induction training, including wearing positive pressure respirator, wearing safety belt, tool identification and emergency drills, etc., to improve well control awareness and prevent blowout accidents; Thirdly, after the well control device is in place, it should be sent to the well control center of the downhole operation company for testing. Fourth, the well number should be built with the process room of the first oil production plant in Qinghai Oilfield for on-site investigation; The fifth is to investigate the sewage discharge location of the first oil production plant and find out the approval procedures; The sixth is to investigate the discharge location and approval procedures of ground pollution treatment and sludge treatment in Yuejin No.2 area of No.1 Oil Production Plant.
The next step will be to improve the safety production rules and regulations, so that cadres and workers can "have laws to follow" and strengthen the safety skills training for new employees, so that every employee can "pass the sieve" and unqualified employees cannot take up their posts; Improve the emergency management system, establish the emergency response plan and emergency management system of the operation brigade, and improve the relevant provisions of emergency training and drills; Strengthen on-site management and inspection, supervise and inspect the site according to the rules and regulations of the operation area, so as to "abide by discipline and law", conduct strict assessment and notification on the problems found, and warn employees to reduce mistakes and achieve "strict violation of the law".
(2) Contractor management
1. System management, process management, and establishment of effective rules and regulations. Taking the Measures for the Safety Supervision and Management of Contractors in Liaohe Oilfield Company as the hard standard for compiling the management system, combined with the Measures for the Management of Contractors in Qinghai Oilfield, the contents of contractor access, contractor training, contractor evaluation, assessment, rewards and punishments are refined, and the management system is improved. Such as contractor's unit qualification, project personnel's safety certificate, safety management system, basic information of construction equipment, etc., are collected and put on record.
2. On-site investigation shows that there are six main contractors in Qinghai, namely Science and Technology Industry, Tianhua Industry, Telida, Yulong, Chenyu and Drilling and Mining Institute. According to the list of hazard factors provided by the contractor, according to the site construction conditions of profile control, water plugging and acidizing projects, make the site safety inspection patrol map and improve the site safety checklist; The contractor's construction site shall be inspected once every 1 month, so as to be systematic and scientific and not to miss any factors that may lead to accidents. At the same time, improve the reward and punishment assessment system, form a final version after discussion with the undertaker, and resolutely implement it according to the system. In the face of violations of the system, we will never tolerate them.
3. Establish the WeChat group of Qinghai HSE Sub-committee, and issue notices, publicize safety documents and arrange safety work through WeChat. Adhere to the biweekly regular meeting activities, and understand the implementation of the contractor's daily safety production work and the matters that need to be coordinated in the work through the meeting. Conduct irregular training and assessment for contractors, mainly training three types of personnel: project leader, project safety leader and site safety leader, and keep training records, materials and assessment results.
4. Prepare the contractor evaluation form, and make quantitative assessment through the contractor qualification, daily safety inspection of the contractor and post-project safety performance inspection. And cooperate with the marketing department to complete the annual assessment of contractors as an important basis for selecting contractors in the next year.
(3) Secondary units in Liaohe, Qinghai Province
1. At present, Liaohe has four secondary units in Qinghai, namely Oil Construction, Road Construction, Research Institute and Design Institute. For the management of non-contractual units, the relevant units conduct a comprehensive inspection every six months. For the problems detected, they issue a notice of rectification of hidden dangers to the construction unit, order it to rectify within a time limit, and request that the rectified notice and photos be returned to form a closed loop.
Second, adopt an effective safety experience sharing model, so that all personnel can participate in safety training and education. Safety experience sharing is a summary of typical experiences, accidents and unsafe behaviors that I personally experienced or saw and heard. Through introduction, communication and explanation, we can inspire everyone to learn from each other, stimulate everyone's enthusiasm to participate in safety production, learn from accidents, nip hidden dangers in the bud and build a solid and reliable security line.
Third, pay more attention to employees' mental state and physical condition, and ensure that employees devote themselves to safe production. People's mental state determines whether people's attention can be concentrated, whether their operating skills can be used normally, and whether their awareness of self-protection and safety precautions is always on their minds. We should pay close attention to employees' mental state in time to ensure that employees are not allowed to go to work with bad work emotions and family life concerns. At the same time, Qinghai is also a plateau area. If employees are found to have chest tightness, fatigue and other physical discomfort, they should stop working first and observe at the scene. If the situation is serious, it should be sent to the hospital for observation and treatment in time. While ensuring the living standard of employees, it is particularly important to communicate with employees more, understand their voices and solve problems for employees.
