The investment in geological work has reached a record high, and the exploration results in key mining areas have been remarkable. Major breakthroughs have been made in attracting investment from mines, a new pattern of mining development has taken shape, the industrial economy has begun to take shape, the system reform has been steadily advanced, and the overall ranks have remained stable, showing a good pattern of "building up the image of the main business of geology and minerals, strengthening the total amount of engineering construction, creating brands for diversified businesses, and increasing the stamina for mining development". In practice, a new road of reform and development with Jiangxi geological and mineral characteristics has been explored.
First, the main practices
The six years since localization have been full of challenges and tests, and cadres and workers have overcome difficulties and forged ahead in unity. Focusing on the goal of "developing the economy, making more contributions, stabilizing the ranks, enriching the people and strengthening the bureau", we insist on taking development as the top priority, which has promoted the rapid and healthy development of the geological and mineral economy. 1. Mainly geological prospecting.
Always adhere to geological prospecting as the main business, follow the working idea of "opening wider to the outside world, increasing effective investment in geological work, innovating geological and mineral working mechanism, and promoting the healthy development of mining economy", pay attention to the study of metallogenic prospect areas, pay attention to the secondary development of geological data, highlight the exploration of key minerals, and constantly tap the prospecting potential. By optimizing projects, establishing projects through multiple channels and actively introducing social funds, the total scale of geological work has increased from about 10 million yuan per year in territorial management to nearly 80 million yuan at present, and it can exceed 10 billion yuan by the end of 2005, achieving a historic breakthrough and a new leap, and a gratifying situation has emerged in which the investment in commercial geological work is greater than the national financial investment. After years of efforts, a number of large-scale and super-large-scale deposits have been discovered and proved, such as Zhang Shiba Ag-Pb-Zn mine in De 'an, Jinjiawu gold mine in Poyang, Taoxiba tin mine in Xikengjing mining area of Huichang, Qiaozikeng Pb-Zn-Ag mine in Duyu Yinkeng, Shangyou, Chongyi, Dayu large-scale and super-large-scale tungsten-tin mines, etc. Newly discovered mineral deposits in Tibet 13 (including iron ore, copper ore, antimony manganese ore, copper-gold ore, polymetallic ore, etc. ), including two super-large magnetite deposits (respectively controlling nearly 100 million tons of 334 1 iron ore resources), 1 medium copper mine and antimony manganese mine.
2. Make the mineral development industry bigger and stronger.
Mineral development has increasingly become an important industry that can rely on and give play to its advantages. In recent years, our bureau has explored a new way of mining economic development by revitalizing mining rights, increasing the development of mineral resources, cultivating advantageous mining enterprises, attracting investment from mines and transferring mining rights. Since 200 1, our bureau has successively completed 65 cooperation projects on mining right transfer with a total transfer price of 380 million yuan. Projects exceeding 100 million yuan include: cooperating with Shenzhen Kevin·Z Group Company to develop three mining areas and deep processing of mineral products (550 million yuan), cooperating with Australia Yashenghe International Trade Company to develop Dafu Salt Mine (268 million yuan), and cooperating with Shenzhen Hanerfei Company to develop guixi city Lengshuikeng Yin Bao lead-zinc mine (654.38 million yuan+008 million yuan). In the first half of this year, the Jinjiawu Gold Mine in Poyang was jointly developed. The price of mining rights reached 654.38 billion yuan, and the investment scale reached 654.38 billion yuan. At present, the mineral development and geological exploration of our bureau are forming a closely linked industrial chain, which will play a positive role in promoting the reform and development of the geological and mineral industry.
3. Further optimize the industrial structure of diversified enterprises.
Since localization, our bureau has invested more than 80 million yuan to support the construction of various key enterprises. Mainly through revitalizing real estate and implementing brand strategies such as "Shanshui" brand, "Anyuan" brand and "Mingzhu" brand, the long-term diversified management pattern of "Little Kai Guanchang" has been ended, and a new development path with high efficiency and good structure has been embarked on, and the visibility and competitiveness of enterprises have been continuously improved. Service enterprises such as Gannan Shanshui Hotel, Northeast Jiangxi Shanshui Hotel, Pingxiang Anyuan Building Materials Market, Yichun Shanshui Hot Spring Sanatorium and Xinyu Mingzhu Hotel have certain competitive strength. The light steel structure building materials factory founded by Huang Fu Company, a joint venture, has filled the gap in the province. 9 15 team established Jin Kang Biotechnology Co., Ltd., a drug capital, using the brand of Zhangshu Drug Capital. The first batch of Shen Lu health wine has been put into production and sold out, and the prospect is very promising.
4. Continuously improve the engineering construction technology
Generally speaking, all construction units actively adjust their strength and optimize the construction team. On the basis of striving for corresponding qualifications, they have continuously expanded their service fields, vigorously promoted the application of new technologies, new methods and new processes, further strengthened their business management, trained a large number of professionals with strong market competition awareness and excellent technical and business capabilities, and created a high social reputation. At present, our bureau has all kinds of high-level qualifications, such as national highway engineering general contracting second-level qualification, housing construction second-level qualification, foundation and foundation engineering first-level construction qualification, engineering survey first-level, geological disaster management and survey design first-level, surveying and mapping first-level. , and has strong construction ability and management ability. For example, a large number of influential, large-scale and difficult projects such as Wenzhou World Trade Center, Shenzhen Jinzhonghuan International Business Building, Hangzhou Bay Cross-sea Bridge, cutoff wall of Yangtze River Dam and slope treatment of Jinggangshan Cadre Training Center of the Central Organization Department have been completed with high quality and efficiency.
5. Continuously improve the adjustment of industry and team structure.
Through the adjustment of industrial structure, the adjustment of team structure has been promoted. According to the general principle of "clearing the train of thought, strengthening the industry, reforming and innovating, and stabilizing the team", our bureau has implemented the "trinity" strategic reorganization of the 908 team, 909 team and Gannan team of Gannan geological prospecting units in the same area; Professional integration of Di Jiang head office, construction team and material company with similar market specialties; Gannan Geological Survey Brigade and Jiangxi Geological Engineering Corporation were reorganized. Practice has proved that the adjustment of team structure has played a positive role in economic development and the transformation of institutional mechanisms. The new Gannan team, Di Jiang Company and various professional colleges have straightened out their internal relations, improved their organizational structure, and all the work has shown a good development momentum, laying a foundation for improving market competitiveness.

The six years since localization is an important period for us to carry forward the past and forge ahead into the future, and it is also one of the best periods for our bureau to develop. Some successful ideas and practices will accumulate valuable experience for our future development. Looking back on my work in the past six years, I have the following main experiences.
1. Establishing Scientific Outlook on Development with economic construction as the center is the premise of accelerating the development of geology and mineral resources.
We always adhere to the idea that development is the last word and the first priority, and firmly grasp the center of economic construction. Taking economic construction as the center and seizing the opportunity to speed up development are the basis of building "three civilizations", the key to winning the initiative in all work, and the premise of properly solving all problems in progress. In recent years, we have been constantly innovating our development ideas, insisting on setting aside some funds from geological prospecting fees to meet the development needs, focusing on supporting pillar industrial projects of grass-roots units, striving to cultivate the comprehensive strength of self-survival and self-development of geological prospecting units, and pushing the geological prospecting economy into a benign development track.
2. Insisting on geological prospecting as the main business and actively integrating into the local economy is the internal driving force to accelerate the development of geological and mineral work.
Geological prospecting is the foundation of establishing a bureau and an effective form of integrating into local economy. We always extend the service field of geological work to all aspects of local economic development and serve the whole process of economic construction. For example, we have carefully compiled the Mineral Resources Situation and Suggestions for Development and Utilization for 1 1 districts and cities in our province; Successfully held the "Jiangxi Geological Prospecting Strategy Seminar", and hired six academicians from China geological circles as geological prospecting consultants in our province; Agricultural geological survey was carried out, which provided a lot of basic data. More than 800 square kilometers of selenium-enriched soil area was newly discovered, which provided strong technical support for the adjustment of agricultural industrial structure in the province. Participate in the prevention and control of geological disasters, find and control more than 100 hidden dangers of geological disasters, and do their best to reduce the loss of people's lives and property; By finding water and drilling wells in water-deficient areas, the problem of drinking water for the masses has been solved, and good economic and social benefits have been achieved. Through the above work, the social influence of our bureau has been continuously strengthened and its social status has been continuously improved, which has been highly praised and fully affirmed by provincial leaders. In the first half of this year, the provincial party committee and government held a commendation meeting for geological work, commending our local geological survey institute and Tibet regional survey team. Provincial Party Secretary Meng Jianzhu, Governor Huang Zhiquan, Director of China Geological Survey Meng Xianlai and other leaders attended the commendation meeting and presented awards. Wei Chaoan, the deputy governor in charge, repeatedly affirmed the work of our bureau, and often went deep into the grassroots units of our bureau to visit employees and conduct work research; Wu, deputy secretary of the provincial party committee and executive vice governor, specially listened to the work report of our bureau, spoke highly of the overall work, and instructed him to take charge of the overall situation and make more contributions to promoting the faster and better development of geology and mineral resources. The four suggestions put forward by our bureau to strengthen the geological work in the whole province have been fully affirmed by the provincial party Committee and government, and we have appointed our bureau to plan and hold a strategic seminar on the sustainable development of mineral resources and economy in Jiangxi together with the provincial development and reform commission and other relevant departments. We believe that only by meeting the urgent needs of the government and helping the needs of the government can we have a position and develop the market.
3. It is an objective requirement to speed up the development of geological and mineral work to practice internal strength and improve self-development ability in an all-round way.
The development direction of public institutions and enterprises urges us to strive to improve the service level while seeking development in service. The first is to formulate a development strategic plan. The Bureau entrusted Peking University Zongheng Management Consulting Co., Ltd. to carry out strategic research on the overall development, and put forward scientific guiding and operational development plans and implementation plans for the economic development of the Bureau at different stages. The second is to promote the reform of the property rights system. Our bureau persisted in emancipating the mind, intensified the restructuring according to the requirements of enterprises, organically combined the separation of enterprises, main enterprises and auxiliary enterprises with the reform of property rights system, and intensified the shareholding system reform of secondary economic entities, especially in geological exploration, mine development and equipment leasing, which achieved remarkable results and improved the market competitiveness of units. For example, in order to improve the capital operation ability and revitalize the existing resources, our bureau established Jiangxi Geology and Mineral Baoyuan Investment Co., Ltd., with a total registered capital of over 654.38 billion yuan. In order to further enlarge and strengthen the mining economy, various prospecting units have set up joint-stock mining companies. The third is to increase management innovation. In order to adapt to the development of the new situation, our bureau, proceeding from reality, revised the management regulations such as the Measures for the Budget Management of Geological Exploration Fees, the Measures for the Management of Support Funds for Changing Production, the Measures for the Implementation of the Responsibility System for Asset Management, and the Measures for the Management of Mining Rights, which promoted the innovation of management, enhanced the enthusiasm of grassroots development and undertakings, and greatly promoted the development of productive forces. The fourth is to establish the concept that "human resources are the first resource". Implement the "Hundred Talents Plan" and set up a "Special Fund for Talents", and strive to gather all kinds of urgently needed talents into various undertakings of our bureau to provide strong talent guarantee and intellectual support for realizing the goal of enriching the people and strengthening the bureau. Through a series of effective reform and development measures, the self-development ability has been comprehensively improved and the development of geology and mineral economy has been accelerated.
4. People-oriented, building harmonious and safe geological and mineral resources for the purpose of accelerating development.
While developing the economy, our bureau attaches great importance to the construction of a "harmonious and safe geological mine", and always takes the realization, maintenance and development of the fundamental interests of the broad masses of employees as the starting point and the end result of our work, so as to create a good entrepreneurial environment and a peaceful living environment for all employees. The income of employees has increased year by year, reaching an annual per capita income of 6.5438+0.2 million yuan. The living allowance of 100 yuan per person per month issued by the provincial government shall be paid in full by our bureau; The bureau and the team invest nearly 2 million yuan in small loans every year for send warm, poverty alleviation and re-employment; Every year, the world invests nearly 2 million yuan to handle group medical insurance for more than 20,000 employees around the world, which reduces the economic burden of the employees, further relieves the worries of employees that it is difficult to see a doctor and their serious illness is even more difficult, and has done a real good thing for employees around the world. The work of letters and visits has been further strengthened, and the hot and difficult issues concerned by the workers and the masses have been gradually solved. The creation of spiritual civilization has achieved remarkable results. The overall situation has been an advanced unit of comprehensive management and ideological and political work in the province for seven consecutive years; Five units won the provincial civilized unit, and 1 unit won the national civilized unit. Third, the present situation and thinking of the development of geological prospecting work.
At present, China is in the stage of high-speed industrialization, the consumption rate of resource reserves is higher than the growth rate of reserves, and the contradiction between the shortage of mineral resources base and the shortage of resource supply is increasingly prominent. At the same time, the global price of mineral products has risen sharply, and mining investment has become the focus of social attention and a large amount of capital injection. The basic position of mining industry in the national economy is highlighted again, and the importance of geological exploration in the coordinated and sustainable development of the national economy is becoming more and more obvious. Relieving the bottleneck of resources has become the primary task of geological work. Therefore, the geological work has attracted great attention of the CPC Central Committee, the State Council and local governments. The State Council will soon issue a decision on strengthening geological work, and the Ministry of Land and Resources will strengthen the industry management of geological prospecting units. All these have created a good external environment for the reform and development of the geological prospecting team. Accordingly, with the deepening of reform, profound changes have taken place within the geological prospecting team. Great changes have taken place in the concept of geological prospecting workers, and their ability to cope with reform is also increasing. Localization has created conditions for integrating into local economic construction and seeking a broader market field. The professional advantages and resource information advantages of geological prospecting units have strong competitive advantages in the short term, which shows that geological work is facing new development opportunities.
But we also face many challenges and difficulties: insufficient capital, heavy debt and few operating assets; The investment in geological work can't keep up with the development of geological work, the prospecting equipment is relatively backward and the scientific and technological content is low; The industry has not yet formed a scale, the quality of economic operation is low, there is no flexible mechanism, and the ability to survive independently is poor; The team structure is unreasonable, and the current situation of the shortage of professional technology and management talents has not changed much; The social burden is heavy, there are many laid-off workers, employment is difficult, there are many retirees, the aging is serious, and the reform of insurance systems such as pension, unemployment and medical care is lagging behind. These problems have brought inherent difficulties to the survival and market entry of geological prospecting teams, and seriously restricted the reform and development of geological prospecting units.
On the basis of correct analysis of the situation, combined with the development stage and actual situation of our bureau, and summing up the development experience over the years, we take "highlighting one center, clarifying two major goals, adhering to three principles, grasping four key points and strengthening five constructions" as our working idea for the next period. That is to say, we should focus on economic construction, make clear the two major goals of "enriching the people and strengthening the bureau, and providing geological work guarantee for the rise of Jiangxi in the central region", adhere to the three principles of "taking geological prospecting as the main business, persisting in opening up to promote reform, and persisting in people-oriented", grasp the four key points of "separating government from enterprises, property right reform, structural adjustment, and innovative management", and strengthen "party building and team building, talent team building, style building, and style building.
Ideas determine the way out. Under the guidance of this new concept, our bureau firmly established Scientific Outlook on Development, vigorously carried forward the wind of seeking truth and being pragmatic, put all work on the practical work, made a fuss about the main business of geological prospecting, made great efforts to grasp mining rights, and made new measures in mining rights management, further consolidating and expanding our leading position in the field of geological exploration in the province; Focus on the establishment of Jiangxi Geology and Mineral Baoyuan Investment Co., Ltd. to provide a carrier for strengthening tourism, hotels, real estate and mining in our region, ensuring the preservation and appreciation of state-owned assets, concentrating idle funds, revitalizing existing assets and improving capital operation ability; Go all out to increase investment attraction, do a good job in qualification declaration and registration, expand the service field of geological work, do a good job in the construction of key mines, build harmonious and safe geology and mineral resources, pay close attention to implementation, seize opportunities, suppress ourselves, and solidly promote the reform and development of geology and mineral economy.
Four, some suggestions on accelerating the development of geological prospecting work.
At present, the reform and development of geological prospecting work is at a critical turning point. Good external environment and preferential policy support are important conditions and prerequisites for the survival and development of geological prospecting units. Therefore, the following suggestions are put forward.
1. The Decision on Strengthening Geological Work, drafted on behalf of the State Council, suggests that the Ministry of Land and Resources comprehensively strengthen geological work, aiming at alleviating the bottleneck of national resources and improving the level of resource guarantee.
The decision should emphasize increasing exploration investment, improving the geological equipment of existing state-owned geological prospecting units, encouraging the innovation and application of new exploration theories and methods, and cultivating geological talents. The promulgation of the "Decision" should fully mobilize the enthusiasm of the national geological exploration team, give full play to the wisdom of the prospecting right holders, and make the state investment a resource guarantee for sustainable development. Because geological prospecting units still undertake the national basic and strategic prospecting tasks, geological prospecting units should be characterized as public welfare institutions.
2. It is suggested that the competent department of land and resources continue to give support to geological prospecting units in obtaining exploration and mining rights.
Mining right is a legal right given to the mining right holder by the state when exploring and developing mineral resources. That is to say, only with the mining right can we legally carry out geological exploration, turn to the development and transfer of mining rights, and finally produce economic benefits. Practice has proved that geological prospecting units have obtained development funds through the transfer of mining rights, which has created conditions for increasing exploration investment and developing other industries in the future. In order to support the reform and development of geological prospecting units, we should pay attention to solving the current tendency of restricting the registration of exploration rights of state-owned geological prospecting units and deal with the tilt of geological prospecting units in the registration of "two rights" (especially exploration rights). Especially for mining rights that have been "lost" for various reasons, geological prospecting units that have worked in mining rights areas should enjoy the right to participate in the disposal of exploration results and the priority of re-registration.
3. Earnestly implement the provisions of the State Council Document No.37 and Document No.76..
Since localization, the state has attached great importance to geological prospecting work, issued some preferential policies that are beneficial to the development of geological prospecting units, helped solve many practical problems, made the geological prospecting economy develop to a certain extent, deepened the reform work, maintained the relative stability of personnel, and made certain progress in all work. However, at present, geological prospecting units still have many difficulties in terms of funds and talents, and they are in a state of "can't live without geological prospecting fees, and they can't live well only by geological prospecting fees". The State Council No.37 and No.76 documents provide many preferential policies for the reform and development of geological prospecting units, but they often encounter many problems in their implementation. Because the preferential policies of the state, especially those concerning the vital interests of geologists, cannot be fulfilled and implemented, the enthusiasm of geologists has been dampened. Therefore, we urge the Ministry of Land and Resources to assist in the implementation of the State Council Document No.37 and No.76. At present, geological prospecting units should be allowed to divest social functions such as schools and hospitals, and geological prospecting teams should be allowed to enter local pension planning, medical insurance and unemployment insurance.
4. Establish geological prospecting fund and comprehensively strengthen geological work.
At present, the country is implementing geological survey and national strategic resource guarantee project. Nanling area in Jiangxi, Wuyishan metallogenic belt and the middle and lower reaches of the Yangtze River have been listed as the key areas of national geological work, and the prospecting for replacement resources in resource crisis mines has also started. Therefore, local governments should actively respond to and cooperate with the development of national geological work, learn from the good practice of setting up special funds for geological exploration in some provinces, and form a source of funds from the provincial financial budget, the compensation fee for mineral resources retained by the province, the registration fee and use fee of exploration and mining rights, and the transfer price of mining rights, focusing on the preliminary work of national project approval and the exploration of mineral resources urgently needed by local governments.
