Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, inherit and carry forward Chinese traditional virtues, advocate and standardize civilized behavior, and improve the level of social civilization, these Regulations are formulated in accordance with relevant laws and regulations and in combination with the actual situation of Dazhou City. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of Dazhou City.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies the core values of socialism, maintains public order and good customs, leads social customs, and promotes the progress of social civilization. Article 3 The promotion of civilized behavior should combine the rule of law with the rule of virtue, adhere to the principles of people-oriented, * * construction * * enjoyment, systematic promotion and both rewards and punishments, and establish and improve a long-term mechanism for civilized construction under the leadership of party committees, government implementation, public participation and multi-party cooperation. Fourth spiritual civilization construction institutions are responsible for the planning and implementation, guidance and coordination, supervision and inspection, evaluation and notification of civilized behavior promotion. Fifth city and county people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, and the required funds shall be included in the fiscal budget at the same level. Article 6 The working departments of the municipal and county people's governments shall do a good job in promoting civilized behavior according to their respective responsibilities.

Township people's governments and sub-district offices shall, in accordance with the requirements of the people's governments at higher levels and institutions for the construction of spiritual civilization, do a good job in publicizing civilized behavior within their respective jurisdictions.

Village (neighborhood) committees, trade associations, owners' committees, etc. We should strengthen the propaganda and guidance of civilized behavior and help advocate civilized behavior. Chapter II Advocating and Standardizing Article 7 Citizens should practice socialist core values, abide by laws and regulations, public order and good customs and other civilized behavior norms, actively participate in the construction of social morality, professional ethics, family virtues and personal morality, and consciously resist uncivilized behavior. Eighth advocate the following civilized behavior:

Article 9 Citizens shall consciously abide by the following public order norms:

(1) Dress neatly, behave appropriately, have a civilized language, consciously wait in line and keep a proper distance.

(two) care for and rational use of public facilities, do not occupy, block or close evacuation routes, safety exits and fire engines.

(three) civilized square dance, chess and other entertainment and fitness activities, the use of audio equipment in squares, office areas, schools, residential areas, commercial blocks and other places shall not produce excessive volume to interfere with others; To carry out chess and card entertainment activities shall not occupy urban roads.

(four) to watch large-scale cultural and sports activities, observe the order at the scene, pay attention to watching etiquette.

(five) civilized online, rational expression, do not fabricate, publish and spread false, horrible, violent, vulgar, obscene or damage the legitimate rights and interests of the state, the collective and others, and do not participate in online games involving pornography, gambling and violence.

(six) civilized tourism, subject to the guidance and management of scenic spots, protect the ecological environment, respect local religious beliefs, customs and cultural traditions, and do not damage cultural relics, scenic spots, tourist facilities and other tourism resources.

(seven) civilized medical care, respect for medical personnel, abide by the medical order, rationally express their demands, and handle medical disputes according to law.

(eight) in the event of an emergency, obey the on-site command, cooperate with the emergency response, and truthfully report the situation.

(9) Other provisions of laws and regulations. Tenth citizens should consciously abide by the following public health and safety norms:

(a) do not spit, urinate, throw garbage, pour sewage, reduce the generation of garbage, and implement classified delivery.

(two) do not climb trees, bamboo and flowers, do not trample or damage the garden green space.

(three) shall not be piled up and hung on the buildings (structures) that endanger safety and affect the city appearance, and shall not throw articles outdoors.

(4) Do not depict, scribble, post or hang publicity materials on buildings (structures), urban roads, trees and guardrails, road name plates, telephone poles, lamp posts and other facilities outside the public information column.

(5) Cover your mouth and nose when coughing or sneezing in public places; When suffering from infectious diseases, provide relevant information truthfully, take protective measures, cooperate with relevant inspection and isolation treatment.

(six) do not illegally buy, sell or eat wild animals and their products.

(seven) take the pet out of the house, take the initiative to clean up the pet feces, and use the leash to pull the dog.

(eight) do not smoke in public places or public transport vehicles with no smoking signs, and avoid others reasonably when smoking in no smoking places.

(nine) do not smoke cured meat, sausages and other pickled products in non-designated areas of the city.

(ten) civilized sacrifice, not throwing, burning Mingbi, paper and other sacrificial supplies in non-designated places in the city.

(eleven) do not burn straw, garbage, etc. Fireworks and firecrackers shall not be set off illegally in open places or garbage collection containers.

(twelve) abide by the provisions of forest fire prevention, and do not engage in activities that are easy to cause forest fires in forest areas.
