Institutional functions:
(a) responsible for the preparation of the city's education and sports development planning, guidance and coordination of education and sports planning and implementation of the plan; Responsible for the statistics, analysis and release of basic information of education and sports. (two) responsible for the guidance and coordination of the city's basic education, vocational education, adult education, online education and private education. To guide the management of teachers' qualifications, examinations and certificates in the city, and formulate policies and systems related to personnel management in the education and sports system in conjunction with relevant departments.
(six) to guide the city's education and scientific research, educational technology and equipment and modern information technology education.
(seven) to implement the principles and policies of the national language and writing work, to guide the promotion of Putonghua, and to undertake the specific work of the Municipal Language and Writing Committee.
(eight) to guide the ideological and political, moral education, sports, health, art, national defense and other education and security and stability work of all kinds of schools in the city within their functions and powers. Responsible for party building, ideology, anti-corruption, United front and administration according to law in this system and department.
(nine) responsible for the implementation of the national fitness plan, supervise the implementation of national physical exercise standards, organize the implementation of the city's national physical fitness monitoring and social sports guidance. Responsible for the guidance, supervision and management of public sports facilities.

Responsible for the city's school sports and amateur training.
(eleven) to formulate policies for the development of sports industry in the city, standardize the management of sports services, and be responsible for assisting in the supervision and management of the promotion and sales of sports lottery tickets in the city.
(twelve) to investigate and deal with illegal acts in sports business activities and sports competitions according to law.
(thirteen) to guide the work of education and sports associations, associations, research associations, foundations and sports associations.
(fourteen) to guide the foreign exchange and cooperation of education and sports system, and to be responsible for the implementation of the development strategy of education and sports in the same city.
