First of all, we must distinguish the source of noise.
1. The noise source belongs to the community public facilities.
The ownership of public facilities belongs to residents, that is to say, the property rights of facilities that produce noise belong to the owners, which is more difficult. There are several ways to recommend it to you:
A. notify the industry committee and solve the problem through the coordination of the industry committee.
B. Like street complaints, let the street come forward and rectify the management of facilities that are now producing noise.
C. If there is no maintenance or the facility management ignores the residents' complaints, it is better to complain directly to the petition office, preferably to the district petition office, the municipal petition office, the mayor's mailbox or the mayor's office at the same time, which is faster to solve, after all, it is more urgent to get down from above.
2. The noise in residential areas is caused by enterprises (including private enterprises or state units, etc.). )-property rights belong to legal persons, which is the best. Complaining directly to your district petition office, district environmental protection bureau and environmental monitoring brigade belongs to the management category of environmental protection department.
If the noise in residential areas is caused by flowing sound sources such as dancing and singing, it will be easy to deal with. Notify the neighborhood Committee or the property to coordinate directly, but only coordinate.
If there is noise generated by fixed equipment, you can complain to the environmental protection department. The environmental protection department will monitor the noise caused by the noise of fixed equipment. If the noise exceeds the standard, the unit will be required to carry out rectification. If it is still not up to standard, administrative measures such as fines can be taken until the noise reaches the standard.
At the same time, even if the noise of the unit reaches the standard after monitoring, it does not mean that it will not have an impact if it reaches the standard. You can still collect evidence and file a civil compensation with the unit. If negotiation fails, you can bring a lawsuit to the court.
In addition, complaints cannot be limited to noise pollution. You can complain to the industrial and commercial department whether the department has obtained relevant business qualifications, and complain to the environmental protection department whether its construction project has passed the EIA approval or acceptance, and solve it from the aspect of whether it can operate. If there are illegal acts in this respect, the functional departments can take punishment measures such as stopping production and business to fundamentally solve the problem.
