Chapter I General Principles

Article 1 The name of this Association is China Farmers' Sports Association.

Article 2 This Association is a non-profit trade association that organizes and guides farmers' sports nationwide, and is a group member of the All-China Sports Federation. Work under the leadership and guidance of the Ministry of Agriculture and the State Sports General Administration. Farmers' sports associations in all provinces are group members of China Farmers' Sports Association.

Article 3 The purposes of this Association are: to abide by the Constitution, laws, regulations and national policies of People's Republic of China (PRC), and to abide by social morality; Implement the Sports Law of the People's Republic of China, the Outline of the National Fitness Program and the principles and policies of the Party and the government on sports work; Broadly unite farmers' sports activists and rural sports workers to promote the development of farmers' sports and improve farmers' physical quality and health level; Promote the construction of socialist material civilization and spiritual civilization in rural areas of China.

Article 4 This Association accepts the business guidance, supervision and management of the competent department of agriculture and the Ministry of Civil Affairs, the organization registration authority.

Article 5 The office and domicile of this Association are in Beijing.

Chapter II Scope of Business

Article 6 The business scope of this Association is:

(a) to implement the principles and policies of the central and relevant leading departments on agriculture, rural work and mass sports, especially farmers' sports, organize, mobilize and guide farmers to carry out mass sports activities, enhance their physical fitness, and serve to improve the quality of the whole nation.

(2) Organize and hold nationwide farmers' sports competitions, and constantly improve the technical level of sports. According to the conditions, organize farmers' teams to participate in national competitions.

(three) the organization of farmers' sports experience exchange and recognition of advanced activities.

(4) Cultivate the backbone of farmers' sports and train and transport outstanding farmers' sports talents for the country.

(5) Mobilize and rely on social forces to promote the organization and facilities construction of rural sports and promote the socialization of sports.

(six) in conjunction with the relevant departments to explore, organize, study and gradually promote sports suitable for rural development, and put forward suggestions that can be listed as official national competitions.

(seven) to organize foreign farmers' sports exchanges and hold international farmers' sports competitions.

Chapter III Members

Article 7 Farmers' sports associations in all provinces, autonomous regions and municipalities directly under the Central Government shall be accepted as group members.

Article 8 A member applying to join this Association must meet the following requirements:

(a) support the articles of association;

(2) Having the will to join this Association;

(3) It has a certain influence in farmers' sports-related activities.

Article 9 The procedures for joining the club are as follows:

(1) submitting an application for membership;

(2) It was discussed and approved by the Standing Committee of this Association.

Article 10 Members shall enjoy the following rights:

The right to vote, to be elected and to vote;

(two) to participate in various activities organized by the association;

(three) to criticize and make suggestions on the work of this association.

Article 11 Members shall perform the following obligations:

(1) Abide by the articles of association of this Association and implement the resolutions of this Association;

(two) actively organize and promote local farmers' sports activities;

(three) to safeguard the legitimate rights and interests of this association;

(four) to undertake the work assigned by the association;

(5) Actively report the situation to this Council and provide relevant information.

Article 12 local organizations of this association.

All provinces, autonomous regions, municipalities directly under the Central Government, prefectures (cities) and counties (banners) may establish local farmers' sports associations, and formulate the bylaws according to the spirit of the bylaws and local actual conditions.

Thirteenth grass-roots organizations of this Association.

(A) the focus of farmers' sports is in villages and towns. Villages and towns, administrative villages and township enterprises may establish farmers' sports associations as grass-roots organizations of this association.

(2) Grass-roots farmers' sports association is a mass amateur sports group voluntarily established by local administrative regions and farmers. It accepts the dual leadership of township governments and higher-level farmers' sports associations.

(three) the grass-roots farmers' sports association shall be elected by the general assembly or the general assembly, and shall be responsible for the daily work of the association. The Committee is generally composed of 5 to 9 members, and 1 chairman and 1 to 2 vice-chairmen are elected. The term of office is 2 years.

The Committee shall hold at least 1 meeting every quarter to study the layout work. Report the work to the General Assembly 1 2 times a year.

(four) the task of the grassroots farmers' sports association is:

1, carry out the policies and tasks of higher-level organizations on developing farmers' sports activities;

2, publicize, organize and guide farmers to participate in physical exercise and scientific fitness activities;

3. Organize local sports competitions;

4. Cultivate sports backbones and organize teams to participate in sports competitions organized by superiors;

5. Recommend sports talents to superiors;

6. Carry out sports ethics education for members and promote the construction of spiritual civilization in rural areas.

Chapter IV Creation and Dismissal of Organizational Structure and Person in Charge

Article 14 The highest authority of the Association is the member congress, which is composed of relevant ministries and commissions of the State Council, relevant mass organizations, representatives of farmers' sports associations of all provinces, autonomous regions and municipalities directly under the Central Government, and celebrities in related fields. The functions and powers of the Congress are:

(a) to formulate and amend the articles of association;

(two) to listen to and consider the work report of this association;

(three) to determine the work tasks of the association and review the expenses. ;

(4) National Committee of Election Association;

(5) Deciding to terminate.

(six) to decide on other major issues.

Fifteenth members' congress can only be held when more than two thirds of the members (or members' representatives) are present, and its resolutions can only take effect when more than half of the members (or members' representatives) present at the meeting vote.

Article 16. The term of office of the general assembly is 4 years (no longer than 5 years). Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the whole Committee, reported to the competent business unit for examination and approval, and approved by the registration authority of the association. However, the longest extension shall not exceed 1 year.

Article 17 The National Committee is the executive body of the general meeting of members, leading the association to carry out its daily work during the intersessional period and being responsible for the general meeting of members.

Article 18 The functions and powers of the National Committee are:

(a) to implement the resolutions of the members' congress;

(two) to hire respected leaders and celebrities as honorary chairmen and consultants of national associations;

(3) Electing and dismissing the chairman and vice chairman;

(four) to prepare and convene the members' congress, and report the work and financial situation to the members' congress;

(5) To lead the work of the offices of the Association;

(six) to formulate internal management system;

(seven) to decide on other major issues.

Article 19 The National Committee shall be attended by more than two thirds of its members, and its resolution shall be valid only if it is voted by more than two thirds of the members present.

Article 20 The meeting of the National Committee shall be convened according to the needs of the work, and may be convened in the form of communication when necessary.

Article 21 The Standing Committee of the Association consists of the chairman, deputy secretary-general and standing committee members. When the Congress is not in session, it shall exercise the functions and powers of the National Committee and preside over the daily work of the Association. The Standing Committee may set up necessary offices.

Article 22 The Standing Committee shall be convened only when more than two-thirds of its members are present, and its resolutions shall take effect only when more than two-thirds of the members present vote.

Twenty-third meetings of the Standing Committee are generally held 1 times a year, and can also be held in the form of communication when necessary.

Article 24 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the business field of the Association;

(3) Being in good health and able to stick to normal work;

(4) Having not been subjected to criminal punishment of deprivation of political rights;

(5) Having full capacity for civil conduct;

(6) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70.

Article 25 If the chairman, vice-chairman and secretary-general of this Association are over the maximum working age, they shall be approved by the National Committee, reported to the competent business unit for examination, and approved by the registration administration organ of this Association before taking up their posts.

Article 26 The term of office of the chairman and vice-chairman of the Association shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members (or member representatives) at the member congress, reported to the competent business unit for review, and approved by the registration authority of the association before taking office.

Article 27 The Secretary-General of this Association presides over the daily work and is the legal representative of this Association. Its appointment shall be reported to the competent business unit for examination and approved by the registration authority of the association.

The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.

Article 28 The chairman of this Association shall exercise the following functions and powers:

(1) Convening and presiding over meetings of the National Committee (or meetings of the Standing Committee);

(two) to check the implementation of the resolutions of the members' congress and the National Committee (or the Standing Committee);

(3) Signing relevant important documents on behalf of this Council.

Article 29 The Secretary-General of this Association shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan and work summary;

(2) Handle other daily affairs.

Chapter V Principles of Asset Management and Use

Article 30 The sources of funds of this Association are:

National budget allocation;

(2) Subsidies from relevant departments;

(3) Social assistance and donations;

(4) Other lawful income.

Article 31 The funds of this Association shall be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 32 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.

Article 33 An association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 34 The asset management of this Association shall implement the financial management system stipulated by the state, and accept the supervision of the members' congresses, financial departments and audit institutions.

Article 35 Before an association changes its legal representative, it shall accept the financial audit organized by the association registration authority and the competent business unit.

Article 36 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Article 37 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented in accordance with the provisions of relevant state institutions.

Chapter VI Procedures for Amending the Articles of Association

Article 38 Any amendment to the Articles of Association must be approved by the National Committee and submitted to the members' congress for deliberation.

Article 39 The revised articles of association of the Association shall come into effect within 15 days after being approved by the members' congress, examined and approved by the competent business unit and reported to the registration administration organ of the Association.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 40 If an association completes its purpose or disbands itself or needs to be cancelled due to division or merger, the National Committee or the Standing Committee shall propose a motion to terminate it.

Article 41 The motion to terminate this Association must be voted by the general meeting of members and submitted to the competent business unit for approval.

Forty-second before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Article 43 this association shall be terminated after the cancellation of registration by the association registration authority.

Article 44 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purposes of this Association under the supervision of the competent business unit and the registration administration organ of this Association in accordance with the relevant provisions of the state.

Chapter VIII Supplementary Provisions

Article 45 The Articles of Association was adopted at the menstrual general meeting on June 65438+1October 65438+1October 065438+ 10, 2002.

Article 46 The right to interpret the Articles of Association belongs to the National Committee of the Association.

Article 47 The Articles of Association shall come into force as of the date of approval by the association registration authority.
