Planning and steps of the outline of the national fitness plan
The basic idea of the implementation outline is to adopt the way of overall planning and gradual implementation, and divide 1995-20 10 into two stages. Phase I Project 1995-2000, equivalent to the Ninth Five-Year Plan period. The second phase of the project is from 200 1 to 20 10, that is, during the tenth and eleventh five-year plans.

The first phase of the project lasts for six years and is divided into the following three stages: the first stage 1995- 1996, with the basic goal of "launching a pilot project of publicity and reform to initially set off an upsurge of national fitness activities"; The second stage 1997- 1998, the basic goal is "to form a social environment and social atmosphere for advocating and participating in fitness through key implementation"; 1999-2000 is the third stage, and the basic goal is to "start all the work of the national fitness program in an all-round way and achieve general results, and establish the basic framework of the national fitness system with China characteristics".

The three stages of the first phase of the project constitute an interrelated whole, and through step-by-step implementation, the development and reform goals set in the Outline will be gradually realized by the end of this century. On the basis of the first-phase project, the second-phase project will, after 10 years' efforts, "raise the national fitness work to a new level and basically build a national fitness system with China characteristics" and achieve the 20 10 year goal set in the Outline. The second phase of the project is divided into two phases: the first phase is 200 1-2005 and the second phase is 2006-20 10.
