Chapter I General Provisions Article 1 In order to protect the physical and mental health of minors, safeguard their legitimate rights and interests, and promote their all-round moral, intellectual and physical development, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Minors and other relevant laws and regulations, combined with the actual situation of the autonomous region. Article 2 Protecting minors is the common responsibility of state organs, armed forces, political parties, social organizations, enterprises and institutions, urban and rural grassroots mass autonomous organizations, guardians of minors and other adult citizens.

To carry out the protection of minors, we should adhere to the principles of respecting the personal dignity of minors, combining education with protection, and adapting to the laws and characteristics of the physical and mental development of minors.

Any organization or individual has the right to stop acts that infringe upon the legitimate rights and interests of minors, or to report or accuse the relevant departments. Article 3 The people's governments at or above the county level shall establish and improve the working mechanism for the protection of minors, set up institutions for the protection of minors according to law, and be responsible for coordinating, guiding and supervising the relevant departments to do a good job in the protection of minors.

The specific institutions for the protection of minors shall be formulated by the people's government of the autonomous region.

Township (town) people's governments and sub-district offices shall have full-time (part-time) staff responsible for the protection of minors. Article 4 The Communist Youth League, women's federations, trade unions and other relevant organizations shall, according to their respective functions and duties, assist the people's governments at all levels and relevant state organs in the protection of minors and safeguard their legitimate rights and interests. Fifth people's governments at or above the county level shall incorporate the protection of minors into the overall plan and annual plan of national economic and social development, and include the funds needed for the protection of minors into the fiscal budget at the corresponding level.

Encourage social organizations and individuals to provide donations and funding for the protection of minors. Article 6 People's governments at all levels and relevant departments shall commend and reward organizations and individuals that have made remarkable achievements in the protection of minors. Chapter II Family Protection Article 7 Parents or other guardians shall create a good and harmonious family environment, protect minors' physical and mental health and personal safety, respect and protect minors' rights to survival, development, education and protection, and perform their guardianship duties and support obligations for minors according to law.

Parents or other guardians shall ensure the necessary material and medical care conditions for minors and ensure the rest and entertainment time for minors. Article 8 Parents or other guardians shall educate and influence minors with healthy thoughts, good behaviors and appropriate methods.

Parents or other guardians should care about the study, life and communication of minors, pay attention to the physiological and psychological changes and ideological and moral conditions of minors at different ages, impart knowledge and skills in family life and social life, educate minors to develop good behavior habits and moral quality, and guide minors to participate in activities beneficial to physical and mental health such as family work and social welfare activities. Ninth parents or other guardians shall prevent and stop the following acts of minors:

(a) theft or destruction of public or private property;

(2) Gambling or taking drugs;

(three) carrying dangerous goods, fighting, insulting others;

(four) smoking, drinking, playing truant, staying overnight, running away from home, addicted to the Internet;

(5) Watching, reading, listening, collecting or disseminating film and television programs, audio-visual products, books, newspapers, electronic publications and network information that endanger national security, obscenity, pornography, violence, cults and superstitions;

(6) Entering places unsuitable for minors' activities;

(seven) other bad behavior. Tenth parents or other guardians shall not have the following acts:

(a) laissez-faire and forced minors who receive compulsory education to drop out of school;

(2) Entering into a marriage contract for minors, allowing or forcing minors to get married;

(three) forcing minors to participate in activities harmful to their physical and mental health;

(four) domestic violence against minors, discrimination, abuse, injury, abandonment of minors;

(5) instigating, deceiving, coercing, conniving at or sheltering minors from committing crimes;

(six) other acts that do not perform the duties of guardianship and upbringing of minors, infringe upon the legitimate rights and interests of minors or affect their healthy growth. Article 11 If parents are unable to perform guardianship duties for minors due to going out to work or other reasons, they shall entrust other adults with guardianship to take care of them. The entrusted guardian shall perform his guardianship duties and protect the person, property and other legitimate rights and interests of the ward.

If guardianship is entrusted, the client shall inform the school, residents' committee or villagers' committee where the minor is located of the entrusted guardianship. Chapter III Protection of Schools Article 12 Schools and teachers should fully implement the national education policy, strictly implement the educational syllabus and courses formulated by the national education administrative department, care about the physical and mental health of underage students, reduce their academic burden, and promote their all-round development in morality, intelligence and physical fitness. Thirteenth schools should pay attention to cultivating the independent thinking ability, innovation ability and practical ability of underage students in education and teaching activities and organizing students to participate in collective activities such as culture, art, entertainment, sports, science and technology, social practice and so on.
