Three small places refer to small stalls, small workshops and small entertainment places.

Small stalls: sales service shops, commercial restaurants, auto and motorcycle repair shops, laundries, electrical repair shops, beauty salons (hospitals) and other places with a building area of less than 300m m.

Small workshop: the building height shall not exceed 24m, and the floor area of each floor shall be less than 250m. It is a place with the nature of processing, production and manufacturing, and the fire risk is Class C, D and E (including supporting warehouses, offices, on-duty accommodation and other places).

Small entertainment places: bars, teahouses, foot baths, chess rooms (including mahjong rooms), billiards rooms and other places with leisure and entertainment functions with a building area of less than 200 square meters.
