Can the foreign pension model solve the puzzle of China's pension?
"No matter how young you are today, everyone will be old tomorrow." This is an indisputable reality. According to authoritative data, at present, the population over 60 in China has reached 654.38+34 billion, accounting for more than 654.38+00% of the total population, and the proportion of the elderly population will increase at an average annual rate of 3.2% for a long time to come. "This forces China to solve the more serious problem of social aging than some developed countries when its economy is not developed enough." Recently, the National People's Congress Standing Committee (NPCSC) first reviewed the revised draft of the Law on the Protection of the Rights and Interests of the Elderly. The draft repositions the old-age care, changing the existing law that "the old-age care mainly depends on the family" to "the old-age care is based on the family". The proposal of "home-based care for the elderly" is actually to realize the transformation from traditional family care to modern community care, and the living unit of the elderly will change from family to community. The essence of home care for the aged is community care for the aged. The United States has accumulated rich experience in the construction of home care service system. In the United States, the community has a powerful function of helping the elderly, making the elderly in the United States feel at ease inside and safe outside. Most elderly people in the United States choose the community pension model. There are several ways to provide for the aged at home in American communities: First, a "nursing home" with complete facilities and thoughtful service. Facilities include infirmary, library, computer room, gym, laundry room, emergency call system, etc. Services include dining, cleaning rooms, organizing activities and arranging trips. The second is the "care center" of the day care system, which is active in the center during the day and goes home to rest at night. The center is fully equipped and provides star-rated services. The living room has one bed for one person and one room for one person. There are also reading rooms, health care rooms and activity rooms. In addition to worrying about three meals a day, the elderly can also read, communicate and do handicrafts to spend their old age safely. The third is to organize "mutual support for the elderly". Let the elderly recognize each other and help each other to support the elderly. The fourth is to provide on-site service. The aging, empty nest and disability of the elderly population are universal trends. In China, there are more than 20 million elderly people over 80 years old, and about 33 million disabled and semi-disabled elderly people. The rapid increase of the elderly population poses a severe challenge to China's social insurance, medical security and social morality. Relying on the community to develop home-based care services is of great significance, and it is the correct choice to actively deal with the aging of young children, the empty nest of the elderly and the disability of empty nests. Contradictions and problems faced by population aging in China 1. The aging population reduces the proportion of working-age population, increases the proportion of supporting the elderly population, and increases the support pressure. 2. The aging population has increased the cost of providing for the aged in the whole society. At present, there are three main ways to provide for the aged in China: one is the basic social pension with the government and enterprises as the main body. The second is the traditional family pension. Third, self-supporting based on personal savings. Third, the contradiction between the rapid growth of aging population and the shortage of socialized pension institutions will increase day by day. Under the special national condition of "getting old before getting rich", the overall level of China's old-age service lags behind, and the existing old-age facilities are far from meeting the actual demand in quantity and quality, and the service management ability and level are far from meeting the demand. The "concentration camps" and "shelters" for the elderly cannot meet the needs of the elderly at different levels in different situations. 4. The rapid growth of aging population will also put forward newer and higher requirements for medical care, community nursing and traditional concept of providing for the aged, especially the humanistic and legal environment for providing for the aged. Therefore, the problem of providing for the aged is not only the satisfaction of material life, but more importantly, how to meet the spiritual needs of the elderly. To fundamentally solve the problem of providing for the aged in China in the 2nd/Kloc-0th century, we should handle the contradiction between the moderate adjustment of birth policy and the moderate control of the total population from the perspective of demography, and promote the "aging" of the population structure. From the aspect of socialization of old-age care, it is necessary to provide necessary material conditions and a good social atmosphere for home-based and institutional old-age care, so as to meet the material and spiritual needs of the elderly in the whole society to the maximum extent. In the final analysis, the economy should develop, the people should be rich and the society should be civilized. It is the general trend to move from welfare mode to multi-pillar social old-age security.
