Article 1 The name of the Association is "China Archery Association" and the English name is China Archery Association (CAA for short).
Article 2 China Archery Association is a national mass sports social organization with independent legal personality, a group member of the All-China Sports Federation, a national sports association recognized by the Chinese Olympic Committee, and the only legal organization representing China in the corresponding international archery organizations.
The Association, in conjunction with the units and individuals that carry out archery in the whole country, voluntarily forms a professional archery social organization, which is a non-profit social organization that develops sports undertakings and carries out national fitness and competitive sports.
Article 3 The purpose of this Association is to unite archers, enthusiasts and athletes all over the country, popularize archery throughout the country, give full play to the role of archery in national fitness, actively climb the world peak and win glory for the country. Develop friendship with archery associations and athletes in various countries and regions to promote the development of international archery.
Abide by the Constitution, laws, regulations and national policies, and abide by the Sports Law of the People's Republic of China and social morality.
We will respect the constitution of the International Archery Federation and abide by the rules of international archery competition and archery competition.
Article 4 The competent business unit of this Association is the State Sports General Administration, which accepts the business guidance, supervision and management of the competent unit and the registration administration organ, the Ministry of Civil Affairs.
Article 5 The meeting place of this Association is No.3 Futian Temple A, Shijingshan District, Beijing.
Chapter II Scope of Business
Article 6 The business scope of this Association
(a) Encourage and develop archery throughout the country.
(2) To study and formulate national archery development planning and management regulations.
(3) Organizing regional, national and international archery competitions.
(4) Formulating the rules and laws of the national archery competition, formulating the grading standards of referees, and recommending international referees to the International Archery Federation.
(five) responsible for the selection and organization of the national team, improve the level of archery, participate in international archery competitions, climb the world peak.
(six) training archery coaches, athletes and referees, and handling the registration procedures. Recommend coaches to give lectures at home and abroad, and recommend referees to participate in domestic and international competitions.
(seven) to formulate technical grade standards for athletes, examine and approve national records, and go through the declaration procedures.
(eight) organize scientific research on archery, compile and examine archery teaching materials and related materials, and identify and recommend special equipment.
(nine) the organization of archery news propaganda, promote the extensive development of archery.
(ten) to maintain contact and cooperation with international organizations such as the International Arrow Federation and the Asian Arrow Federation, and to enhance the friendly relations of international archery.
Chapter III Members
Article 7 The members of the Association are archery associations in various provinces and cities, sports organizations in various industries and other amateur archery organizations. Individuals who apply for approval from the above-mentioned associations and sports organizations are members of the organization.
Article 8 Group members and individual members applying to join this Association must meet the following conditions:
(a) love archery, I have the desire to join.
(two) actively participate in the teaching, judging and competition of archery in China, and make contributions to the development and improvement of archery in China.
(3) Support and abide by the Articles of Association.
(four) in the development of archery in China, it has a certain influence in scientific research, international exchange, management and other fields.
Article 9 The procedures for joining the club are as follows:
(1) submitting an application for membership;
(2) Approved by China Archery Association;
(3) Membership card issued by China Archery Association.
Article 10 Members shall enjoy the following rights:
The right to vote, to be elected and to vote;
(two) to participate in competitions and activities of the Association, and to participate in related competitions and archery activities on behalf of the Association;
(three) the priority of obtaining the service of this association;
(four) have the right to criticize, suggest and supervise the work of this association;
(5) Freedom to join and quit voluntarily.
Article 11 Members shall perform the following obligations:
(a) to implement the resolutions of this Council;
(two) to safeguard the legitimate rights and interests of this association;
(three) to complete the work assigned by the association;
(four) to pay membership fees in accordance with the provisions;
(five) to reflect the situation to the association and provide information.
Article 12 A member who withdraws from the meeting shall notify the Association in writing and return his membership card.
If a member fails to pay the membership fee or participate in the activities of the Association within 1 year, it will be deemed as automatic withdrawal.
Article 13 A member who seriously violates the Articles of Association shall be removed by voting of the Committee or the Standing Committee.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 14 The highest authority of this Association is the members' congress, and its functions and powers are:
(a) to formulate and amend the articles of association:
(2) Election and recall of members:
(three) to consider the work report and financial report of the Committee:
(4) Deciding to terminate.
(5) Deciding on other major matters.
Fifteenth members' congress can only be held when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives are present to vote.
Article 16 If the general meeting of members has been held for four years and needs to be changed or postponed in advance due to special circumstances, it must be voted by the Committee, reported to the competent business unit for examination and approval, and approved by the registration authority of the association. However, the longest extension shall not exceed 1 year.
Article 17 The Committee is the executive body of the members' congress, leading the association to carry out its daily work during the intersessional period and being responsible to the members' congress.
Article 18 The functions and powers of the Committee are:
(a) to implement the resolutions of the members' congress;
(two) to elect and recall the chairman, vice chairman and secretary general of the association;
(three) to prepare for the convening of the members' congress;
(four) to report the work and financial situation to the members' congress;
(5) Deciding to recruit or nominate members;
(6) Deciding to establish offices, branches, representative offices and entities;
(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;
(eight) to lead the institutions of the Association to carry out their work;
(nine) to formulate internal management system;
(10) To decide on other major matters.
Article 19 The Committee shall be attended by more than two thirds of the members, and its resolution shall be valid only if more than two thirds of the members present vote.
Article 20 The Committee shall meet at least once a year; Under special circumstances, an exchange meeting can also be held.
Article 21 The Association shall establish a standing committee. The Standing Committee is elected by the Committee, and when the Committee is not in session, it exercises the functions and powers of Items 1, 3, 5, 6, 7, 8 and 9 of Article 18 and is responsible to the Committee. (The number of members of the Standing Committee shall not exceed 65438+ 0/3 of the number of members).
Twenty-second meetings of the Standing Committee shall be held only when more than two thirds of the members of the Standing Committee are present, and its resolutions shall take effect only when more than two thirds of the members of the Standing Committee are present.
Article 23 The Standing Committee shall meet at least once every six months; Special circumstances can also be held by means of communication.
Article 24 The chairman, vice-chairman and secretary-general of this Association must meet the following conditions:
(a) adhere to the party's line, principles and policies and good political quality;
(2) It has great influence in the business field of the Association;
(3) The chairman, vice-chairman and secretary-general of the Association shall be no more than 70 years old, and the secretary-general shall be full-time;
(4) Being in good health and able to stick to normal work;
(5) Having not been subjected to criminal punishment of deprivation of political rights;
(6) Having full capacity for civil conduct;
Twenty-fifth the chairman, vice chairman and secretary general of the association are over the maximum working age, and they can only take up their posts with the consent of the Committee, the examination of the competent business unit and the approval of the association registration authority.
Article 26 The term of office of the President, Vice-President and Secretary-General of this Association is four years. The maximum term of office shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress, reported to the competent business unit for review, and approved by the registration authority of the association before taking office. Under special circumstances, a consultant shall be appointed with the same qualification and term of office.
Article 27 The president of this Association is the legal representative of this Association. Due to special circumstances, the vice-president or the secretary-general shall be the legal representative, and shall be reported to the competent business unit for examination and approval before taking office.
The legal representative of this Association shall not concurrently serve as the legal representative of other organizations.
Article 28 The President of this Association shall exercise the following functions and powers:
(1) Convening and presiding over meetings of the Standing Committee;
(two) to check the implementation of the resolutions of the members' congresses and committees;
(3) Signing relevant important documents on behalf of the Association;
Article 29 The Secretary-General of this Association shall exercise the following functions and powers:
(a) to preside over the daily work of the office and organize the implementation of the annual work plan;
(2) Coordinating the work of branches, representative offices and entities;
(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Committee or the Standing Committee for decision;
(four) to decide on the employment of full-time staff of offices, representative offices and entities;
(5) Handle other daily affairs.
Chapter V Principles of Asset Management and Use
Thirtieth sources of funds of this Association:
(1) membership fees;
(2) donation;
(3) government funding;
(4) Income from activities or services provided within the approved business scope;
(5) interest;
(6) Other lawful income.
Article 31 the association collects membership fees in accordance with relevant state regulations.
Article 32 the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.
Article 33 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting data.
Article 34 The Association shall be staffed with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 35 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.
Thirty-sixth before the association changes or changes its legal representative, it must accept the financial audit organized by the registration authority and the competent business unit of the association.
Article 37 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Article 38 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VI Procedures for Amending the Articles of Association
Article 39 The amendments to the articles of association of this Association shall be submitted to the members' congress for deliberation after being voted by the committee.
Article 40 The revised articles of association of this Association shall come into effect within 15 days after being approved by the members' congress, examined and approved by the competent business unit and reported to the association registration authority.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 41 If an association has completed its purpose or dissolved itself or needs to be revoked due to division or merger, the Committee or the Standing Committee shall propose a termination motion.
Article 42 The motion to terminate this association must be voted by the members' congress and submitted to the competent business unit for examination and approval.
Forty-third before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 44 this association shall be terminated after the cancellation of registration by the association registration authority.
Article 45 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purposes of this Association under the supervision of the competent business unit and the registration authority of this Association in accordance with the provisions of relevant state departments.
Chapter VIII Supplementary Provisions
Article 46 The Articles of Association was adopted by the general meeting on June 6, 1998 at/kloc-0.
Article 47 The right to interpret the Articles of Association belongs to the National Committee of the Association.
Article 48 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
