Class actions can be taken. If a crime is suspected, the victim can report it to the public security organ for handling. Article 99 of the Criminal Procedure Law of People's Republic of China (PRC), if the victim suffers material losses due to the criminal acts of the defendant, he has the right to bring an incidental civil action in the course of criminal proceedings.
