Article 2 This group is a professional national non-profit social group voluntarily composed of organizations and individuals engaged in fitness activities. He is a group member of the All-China Sports Federation and the only legal organization recognized by the Chinese Olympic Committee to represent China in international bodybuilding organizations.
Article 3 On the basis of observing the Constitution, laws, regulations and national policies, the purpose of this group is to organize and unite national bodybuilding workers and enthusiasts in accordance with the sports law, mobilize all positive factors, serve the implementation of the national fitness plan, popularize bodybuilding in China, improve sports skills, promote the construction of socialist material civilization and spiritual civilization, expand international sports exchanges, and enhance friendship among the people of the world.
Article 4 The organization accepts the business guidance, supervision and management of the competent business units, the State Sports General Administration and the registration administration of the Ministry of Civil Affairs.
Article 5 domicile of this group: Beijing.
Chapter II Scope of Business
Article 6 The business scope of the Group is:
(a) to assist the state sports administrative department to be fully responsible for the business management of this project, and to study and formulate the development plan, plan and relevant principles and policies of fitness.
(two) to publicize and popularize the knowledge of fitness and bodybuilding, vigorously develop the cause of fitness and bodybuilding, organize the masses to actively participate in fitness and bodybuilding, enhance physical fitness and improve the technical level of sports.
(3) Formulating and amending the rules and judging laws of fitness and bodybuilding competitions, studying and formulating national competition plans and rules, and implementing them after being approved by the State Sports General Administration.
(four) regulate the fitness activities of member units and individual members, and promote the popularization and improvement of fitness and bodybuilding.

(twelve) to assist the relevant departments in the technical guidance and approval of fitness equipment, clothing, supplies and fitness nutrition, and to evaluate, approve and give professional guidance to fitness organizations in conjunction with the relevant departments.
(thirteen) to publicize and introduce all kinds of information, trends and experiences about fitness to the society and commend advanced members.
(fourteen) extensive contact and unity of people from all walks of life, give full play to the role of the association as a bridge.
Chapter III Members
Article 7 The members of this group include: unit members and individual members.
(1) Unit members are divided into two categories: regional unit members and professional unit members.
1. Members of regional units refer to:
(1) Fitness and Bodybuilding Associations of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning;
(2) Fitness organizations of sports associations in various industries;
(3) Fitness organizations of China People's Liberation Army and Public Security Armed Police Force.
2. Members of professional units refer to units or organizations with special functions in fitness training, technical skills and theoretical training, industrial development of fitness-related equipment and clothing, and other units or organizations that enthusiastically support and sponsor fitness, mainly including:
(1) fitness clubs in factories, mines, enterprises and institutions;
(2) Fitness departments of institutions of higher learning and secondary specialized schools;
(3) Fitness clubs and training centers with certain teaching and training conditions;
(4) Fitness-related equipment, equipment and clothing manufacturers with standardized production conditions and a certain production scale;
(five) other units or organizations that enthusiastically support and subsidize the cause of fitness and bodybuilding.
(2) Any People's Republic of China (PRC) citizen who recognizes the articles of association of China Bodybuilding Association, has a decent ideological style and cares about bodybuilding can apply to join China Bodybuilding Association and become an individual member.
Article 8 To apply for joining the China Bodybuilding Association, the following conditions must be met:
(1) Members of regional units applying for membership must meet the following conditions:
1. Approve the articles of association of China Bodybuilding Association;
2. Willing to join China Bodybuilding Association;
3. Have a certain influence on the association's business (industry and discipline);
4 provinces (autonomous regions and municipalities) fitness associations and organizations must be approved by the local community registration department; All kinds of industry associations and fitness associations and organizations of China People's Liberation Army and Public Security Armed Police Force shall be approved by industry sports associations and sports authorities;
5. Having perfect organizational structure and legal person qualification;
6. Being able to exercise membership rights and fulfill membership obligations;
7. Have the ability to bear civil liability independently.
(2) A member professional unit applying for membership shall meet the following conditions:
1. Approve the articles of association of China Bodybuilding Association;
2. Willing to join China Bodybuilding Association;
3. Have a certain influence on the association's business (industry and discipline);
4. There are relatively standardized and perfect articles of association and organizational management institutions;
5. Have a relatively fixed activity place;
6. There are legal assets that meet the relevant regulations and the size of the unit;
7. The person-in-charge who has the legal person qualification or is recognized by the competent department and can independently bear civil liability.
(3) An individual member who applies for membership shall meet the following conditions:
1. Approve the articles of association of China Bodybuilding Association;
2. Willing to join China Bodybuilding Association;
3. Have a certain influence on the association's business (industry and discipline);
4. Be able to exercise membership rights and fulfill membership obligations.
Article 9 The membership procedure is:
(1) Submit an application for membership to the secretariat of China Bodybuilding Association;
(2) It was discussed and adopted by the Committee;
(3) The Committee authorized the Secretariat to issue membership cards to the China Bodybuilding Association.
(four) the provinces (autonomous regions and municipalities) and cities under separate state planning fitness associations (or management agencies) may directly submit a written application to the secretariat of China Fitness Association. Other bodybuilding groups, organizations and enterprises related to bodybuilding apply for membership, which must be approved by the sports administrative departments of provinces (autonomous regions and municipalities) and cities under separate state planning, and reported to the secretariat of China Bodybuilding Association.
(5) Individuals who have made special contributions to China's bodybuilding cause or China Bodybuilding Association may become "honorary members for life" or "honorary members" of China Bodybuilding Association upon discussion and approval by the Secretariat.
Article 10 A unit member shall enjoy the following rights:
(1) Rights of members of regional units:
1. Enjoy the right to vote, stand for election and vote of China Bodybuilding Association;
2. Enjoy the right to participate in fitness competitions, trainings, performances, meetings and trainings organized by the Association;
3. Have the right to get the services of this Association first;
4. Enjoy the right to criticize, suggest and supervise the work of the Association;
5. Freedom of voluntary participation and withdrawal;
6. Enjoy the right to participate in the formulation and revision of the articles of association and review the work agenda of the association;
7. Have the right to manage the fitness work in the local area or within the system;
8. Have the right to apply for organizing (or undertaking) relevant competitions, trainings, performances, conferences, trainings and other association work;
(2) Rights of members of professional units
1. Enjoy the right to vote, to be elected and to vote in the association;
2 enjoy the right to participate in fitness competitions, training, performances, meetings, training and other work organized by the association;
3. Have the right to get the services of this Association first;
4. Enjoy the right to criticize, suggest and supervise the work of the Association;
5. Freedom of voluntary participation and withdrawal;
6. Have the right to apply for hosting all kinds of national fitness competitions, trainings, performances, meetings and trainings organized by the Association;
7. The legitimate rights and interests of engaging in fitness activities shall be maintained and assisted by the Association.
Article 11 Individual members shall enjoy the following rights:
(a) enjoy the right to participate in fitness activities organized by associations and members of associations;
(two) the right to have priority in obtaining the services of this association;
(three) enjoy the right to criticize and suggest the work of the association and the right to supervise;
(four) have the right to enjoy preferential treatment among the members of the association;
(5) Freedom to join and quit voluntarily.
Article 12 Members shall perform the following obligations
(1) Members of regional units shall perform the following obligations:
1. Implement the resolution of China Bodybuilding Association;
2. Safeguard the legitimate rights and interests of China Bodybuilding Association;
3. Complete the work assigned by China Bodybuilding Association;
4. Pay the annual membership fee according to regulations before 65438+1October 3 1 every year;
5. Report the situation to China Bodybuilding Association and provide relevant information;
6. Submit the completion of annual work and key competitions to China Bodybuilding Association on time;
7. Actively publicize, organize and promote fitness activities within the jurisdiction or within the system;
8. Actively support and participate in various competitions and activities organized by the Association;
9. Actively develop unit members and individual members in the region or within the system, and do a good job in various services;
10. Strive to improve the fitness level of the region or the system, and strengthen exchange activities with members of other units in the association.
(2) Members of professional units shall perform the following obligations:
1. Implement the resolution of China Bodybuilding Association;
2. Safeguard the legitimate rights and interests of the Association;
3. Complete the work assigned by China Bodybuilding Association;
4. Pay the annual membership fee according to regulations before 65438+1October 3 1 every year;
5. Report the situation to China Bodybuilding Association and provide relevant information;
6 in the local area or the unit actively promote and carry out fitness and bodybuilding;
7. Actively develop individual members and provide good services;
8. Respect morality and discipline, and earnestly safeguard the unity of associations at all levels;
9. Promise that individual members of the Association will enjoy priority and preferential rights in all their activities.
(3) Individual members shall perform the following obligations:
1. Implement the resolution of China Bodybuilding Association;
2. Safeguard the legitimate rights and interests of China Bodybuilding Association;
3. Complete the work assigned by China Bodybuilding Association;
4. Pay membership dues according to regulations;
5. Report the situation to the Association and provide relevant information;
6. Care and support the development of fitness and bodybuilding, and actively organize, participate in and promote local fitness and bodybuilding activities;
7. Actively maintain the unity and reputation of fitness and bodybuilding organized by associations at all levels and bodybuilding associations;
8. Actively support and fund the development of fitness and bodybuilding in China.
Article 13 Withdraw from the meeting
Members should notify China Bodybuilding Association in writing and return their membership cards.
Members who have not paid their membership dues or fulfilled their obligations for a total of 2 years shall be deemed to have withdrawn automatically.
Article 14 If a member violates the Articles of Association, the Association Committee shall vote to remove him.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 15 The highest authority of China Fitness Association is the National Congress of its members.
Will be composed of representatives elected by member units. The functions and powers of the National Congress of Members are:
(a) to formulate and amend the articles of association;
(2) Electing or dismissing members;
(three) to listen to and consider the work report and financial report of the Standing Committee;
(four) to discuss and decide on relevant proposals and resolutions;
(5) Deciding to terminate.
(six) to decide on other major issues.
Sixteenth members' congress should be attended by more than two-thirds of the members' representatives.
At the time of convening, the resolution must be passed by more than half of the members present before it can take effect.
Seventeenth members' congress is held every four years, and if it is necessary to change the term in advance or postponed due to special circumstances, it must be reported to the State Sports General Administration for examination and approval by the Ministry of Civil Affairs. However, the change of the longest term in advance or delay shall not exceed 1 year.
Article 18 The Association shall establish a committee. The Committee is composed of the Chairman, the Vice-Chairman and the Secretary-General for a term of four years. Members of the Committee are elected by member representatives, and can only be elected with the consent of more than 1/2 member representatives. The Committee is the executive body of the member congress, leading the association to carry out its daily work during the intersessional period and being responsible to the member congress. The daily office of the Committee is the secretariat of China Bodybuilding Association.
Article 19 The functions and powers of the Committee are:
(a) to implement the resolutions of the members' congress;
(two) to elect and recall the chairman, vice chairman and secretary general;
(three) to prepare for the convening of the members' congress;
(four) to report the work and financial situation to the members' congress;
(five) to decide to absorb or recall members;
(6) Deciding to establish offices, branches, representative offices and entities;
(seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;
(eight) to lead the institutions of the Association to carry out their work;
(nine) to formulate internal management system;
(10) To decide on other major matters.
Article 20 A committee shall be convened only when more than two thirds of its members are present.
The resolution shall take effect only if it is passed by more than two-thirds of the members present.
Article 21 The Committee shall meet at least once a year. Under special circumstances, it can also be convened by communication.
Twenty-second China bodybuilding association chairman, vice chairman and secretary general must meet the following conditions:
(a) adhere to the party's line, principles and policies, good political quality;
(2) It has great influence in the business field of the Association;
(3) The chairman, vice-chairman and secretary-general shall not be over 70 years old.
The secretary-general is full-time.
(4) Being in good health and able to stick to normal work;
(5) Having not been subjected to criminal punishment of deprivation of political rights;
(6) Having full capacity for civil conduct;
Article 23 If the chairman, vice-chairman and secretary-general of the Association really need to take up their posts over the maximum working age, they must obtain the consent of the Committee, report to the State Sports General Administration for examination and approval before taking up their posts.
Article 24 The term of office of the chairman, vice-chairman and secretary-general of the Association shall be four years. Maximum term of office
The term of office shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress, reported to the State Sports General Administration for examination, and approved by the Ministry of Civil Affairs before taking office.
Article 25 The Secretary-General of China Fitness Association is the legal representative of the association. Our association
The legal representative does not concurrently serve as the legal representative of other organizations.
Article 26 The chairman of the Association shall exercise the following functions and powers:
(1) Convening and presiding over meetings of the Standing Committee;
(two) to check the implementation of the resolutions of the members' congress and the Standing Committee;
(3) To supervise and inspect the work of the Secretariat and listen to reports;
Article 27 The Secretary General of the Association shall exercise the following functions and powers:
(a) to preside over the daily work of the office and organize the implementation of the annual work plan;
(2) Coordinating the work of branches, representative offices and entities;
(3) Nominating the Deputy Secretary-General and his offices, branches and representative offices,
The main person in charge of the unit shall submit it to the Standing Committee for decision;
(4) To decide on specialized offices, branches, representative offices and entities.
Employment of staff;
(5) Signing relevant important documents on behalf of the Association;
(6) Handle other daily affairs.
Article 28 According to the functions entrusted by the State Sports General Administration, the Social Sports Guidance Center of the State Sports General Administration is the permanent office of the China Bodybuilding Association, and () undertakes the duties of the secretariat of the association.
Twenty-ninth people who have made great contributions to the development of bodybuilding in China may hold certain honors or honorary positions in the association upon nomination by the secretariat and consent by the Committee. Those who hold honorary positions or honorary positions may participate in the discussion of bodybuilding-related issues, but have no right to vote.
Article 30 The Association shall set up several special committees to specifically manage the related affairs of the Association.
Article 31 The specialized committees of China Bodybuilding Association are branches of the Association, and the secretariat is responsible for coordinating the daily work. The special committees are composed of a chairman, vice-chairmen and members. The director and deputy director of the special committee are all members of the Association.
Chapter V Principles of Asset Management and Use
Thirty-second China Bodybuilding Association funding sources:
(1) membership fees;
(2) donation;
(3) government funding;
(4) Income from activities or services provided within the approved business scope;
(5) interest;
(6) Other lawful income.
Article 33 The Association shall collect membership fees in accordance with the relevant provisions of the State and the resolutions of the members' congresses of the Association.
Article 34 The funds of the Association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.
Article 35 The financial affairs of the Association shall be managed by the Social Sports Guidance Center of the State Sports General Administration to ensure that the accounting materials are legal, true, accurate and complete.
Article 36 The asset management of the association shall implement the financial management system stipulated by the state, accept the supervision of the general meeting of members and the financial department, accept the supervision of the auditing organ, and publish relevant information to the society in an appropriate way.
Thirty-seventh associations must accept the financial audit organized by the Ministry of Civil Affairs and the State Sports General Administration before changing their legal representatives.
Article 38 No unit or individual may occupy, privately divide or misappropriate the assets of the Association.
Article 39 The wages, insurance and welfare benefits of the full-time staff of the Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VI Procedures for Amending the Articles of Association
Article 40 Amendments to the Articles of Association must be approved by the Committee before being submitted to the members' congress for deliberation.
Article 41 The revised articles of association shall come into effect within 15 days after being adopted by the members' congress, reviewed by the State Sports General Administration and approved by the Ministry of Civil Affairs.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 42 If the Association completes its purpose or is dissolved or needs to be revoked due to division or merger, the Committee shall propose a termination motion.
Article 43 The motion to terminate the association must be voted by the members' congress and submitted to the State Sports General Administration for approval.
Forty-fourth before the termination of the association, a liquidation organization shall be established under the guidance of the State Sports General Administration and the relevant competent departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 45 The Association shall be terminated after the cancellation of registration by the Ministry of Civil Affairs.
Article 46 The remaining property after the termination of the association shall be used for the development of undertakings related to the purpose of the group under the supervision of the State Sports General Administration and the Ministry of Civil Affairs in accordance with relevant state regulations.
Chapter VIII Supplementary Provisions
Article 47 The national flag and emblem of the Association shall be examined and approved by the members' congress and issued. Without permission, no unit or individual may copy or use it for commercial activities.
Article 48 Matters not covered in the articles of association and detailed rules of this Association shall be supplemented separately.
Article 49 The Articles of Association was adopted by the members' congress on.
Article 50 The right to interpret these Articles of Association belongs to the Committee of China Bodybuilding Association.
Article 51 The Articles of Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
