Article 6 The sports administrative department of the autonomous region is the competent department of comprehensive health qigong social organizations.
The establishment of a comprehensive health qigong social group must first apply to the sports administrative department of the autonomous region. After examination and approval, the promoters shall apply to the registration authority of the autonomous region for registration, and the registration authority shall approve the registration according to the procedures before carrying out activities. Article 7 The sports administrative department of the autonomous region shall, in accordance with the law, stipulate the conditions, scope and activities of the comprehensive health qigong social groups.
The civil affairs department shall examine and approve the registration of comprehensive health qigong social groups in strict accordance with the provisions of laws and regulations.
The public security department shall supervise and inspect the activities of comprehensive health qigong groups within the scope of their duties. Eighth qigong martial arts categories shall not establish or establish subordinate organizations in disguise, and shall not implement vertical or disguised vertical leadership. Ninth health qigong activities must adhere to the principle of small-scale, decentralized, on-site, nearby and voluntary. Article 10 The publication and operation of Qigong books and periodicals, audio-visual products and other promotional materials must comply with the relevant provisions of the state. No organization or individual may publish, manage or distribute qigong books, audio-visual products and other promotional materials that propagate ignorance and superstition to qigong creators, and may not produce, manage or distribute articles marked with qigong efficacy and qigong information. Eleventh any organization or individual shall not carry out health qigong activities in primary and secondary schools, and shall not organize primary and secondary school students to carry out health qigong activities. Article 12 It is forbidden to hang and post banners, images, emblems and their logos with ignorance and superstition that propagate and deify the founders of Wushu in public places. Thirteenth Qigong social groups, organizations and individuals who violate laws and regulations, if the circumstances are minor, shall be given administrative punishment by the sports and civil affairs departments according to law; The public security department shall deal with organizing and participating in illegal assemblies, processions and demonstrations and other acts that disrupt social, political, economic and cultural order according to law; Those who cause personal or property damage to citizens, legal persons and other organizations shall bear civil and economic responsibilities according to law. If a crime is constituted, criminal responsibility shall be investigated according to law. Article 14 The sports administrative department of the autonomous region shall formulate specific management measures in accordance with these Provisions. Fifteenth specific issues in the application of these Provisions shall be interpreted by the Autonomous Region Sports Commission, the Civil Affairs Department and the Public Security Department.
