The term "home-based care for the aged" as mentioned in these Regulations refers to the way of home-based care for the aged, which is based on the family, supported by the community (village), and composed of basic services of the government, professional services of enterprises, institutions and social organizations, grassroots mass autonomous organizations and volunteers' public welfare mutual assistance services.
Home care services mainly include the following contents:
(a) day care, short-term care, diet, bathing, cleaning, tourism, first aid, agency and other life services;
(2) Medical and nursing services such as physical examination, medical treatment, nursing, rehabilitation, medication guidance, family sickbed, emergency rescue and hospice care;
(three) spiritual comfort services such as caring visits, life companionship, psychological counseling and emotional counseling;
(four) cultural entertainment, physical fitness and other services that are beneficial to the physical and mental health of the elderly;
(five) legal advice, fraud prevention education and other services;
(six) other home care services needed by the elderly. Article 3 Home-based aged care services shall follow the principles of government leading, family responsibility, social participation, market operation and basic moderate universal benefits. Fourth, advocate family members to live with the elderly or live nearby.
Children of the elderly and other persons who have the obligation to support and support according to law shall perform obligations such as economic support, life care, medical care and spiritual comfort, and respect and care for the elderly.
If the elderly need paid services provided by the society, the elderly who receive the services or their supporters shall bear the corresponding expenses. Article 5 The people's governments of cities and counties (cities, districts) shall perform the following duties:
(1) Incorporate home-based care services into the local national economic and social development plan and the government's annual work plan, and incorporate rural home-based care services into the rural revitalization strategic plan;
(two) to establish a funding guarantee mechanism that is compatible with the needs of social pension services and the level of economic and social development;
(three) in accordance with the relevant provisions of the overall planning and configuration of home care service facilities;
(four) clear responsibilities of relevant departments, the establishment of home care service coordination, supervision and assessment system;
(five) to cultivate home care service industry, support and guide social forces to participate in home care services;
(six) to promote the digitalization and intelligence of home care services;
(seven) do other work related to home care services.
The management institution of Taizhou Bay New District shall, in accordance with the responsibilities entrusted by the Municipal People's Government, do a good job in the related work of home-based care services within its jurisdiction. Article 6 The civil affairs department is the competent department of home-based care services within its administrative area, and is responsible for the overall promotion, business guidance, supervision and management of home-based care services.
Health and medical security departments are responsible for the health and medical security of the elderly living at home within their respective administrative areas, and promote the combination of medical care and nursing.
Departments and institutions such as development and reform, education, public security, judicial administration, finance, human resources and social security, natural resources and planning, ecological environment, housing and urban and rural construction, agriculture and rural areas, culture, radio and television, tourism and sports, emergency management, state-owned assets management, market supervision and management, urban management, public data, fire rescue, etc. shall, according to their respective functions and duties, do a good job in home care services.
Trade unions, * * Communist Youth League, women's federations, disabled persons' federations, federations of industry and commerce and other people's organizations shall, according to their respective functions and duties, assist in the related work of home care services. Seventh township (town) people's governments and sub-district offices shall perform the following duties:
(1) Organizing the implementation of home-based aged care services within their respective jurisdictions;
(two) the management of home care service facilities;
(three) to guide the village (neighborhood) committees to carry out home care services;
(four) to assist the relevant departments to do a good job in the supervision and management of home care services;
(five) to guide and support enterprises, institutions, social organizations and individuals to participate in home care services;
(six) other duties as prescribed by the people's government of the city or county (city or district). Eighth village (neighborhood) committees shall do the following work:
(a) to register the basic information and service needs of the elderly, and to collect opinions and suggestions on home care services;
(two) to provide home care service information to the village (neighborhood) people;
(three) regularly visit the homes of the elderly who are lonely, living alone, and have special difficulties to help solve the difficulties and make a record of the visits;
(four) to organize and carry out activities such as mutual assistance, cultural and sports activities and voluntary service for the elderly at home;
(five) to guide and educate the village (neighborhood) people to fulfill their obligations of maintenance and support according to law, and to assist in the mediation of pension disputes;
(six) other home care services related work. Article 9 The whole society should carry forward the traditional Chinese virtues of respecting, supporting and helping the elderly, and establish a social fashion of respecting, loving and helping the elderly.
Service units and service windows that are closely related to the daily life of the elderly should retain services such as manual consultation, cash payment or assistance in accordance with regulations to provide priority and convenient services for the elderly.
Encourage all kinds of organizations and individuals to participate in or support the work related to home care services in various ways, and commend or reward organizations and individuals who have made outstanding contributions in accordance with relevant regulations.
Radio, television, newspapers, internet and other media should widely carry out publicity and education activities to respect, support and help the elderly.
