Article 1 China Bridge Association is referred to as China Bridge Association for short. Its English name is China Bridge Association, and its English abbreviation is CCBA.
Article 2 China Bridge Association is a national mass sports association with independent legal personality. It is a non-profit professional social organization voluntarily composed of units and individuals who love bridge. He is a group member of the All-China Sports Federation, a national sports association recognized by the Chinese Olympic Committee, and the only legal organization representing China in the World Bridge Federation, Taiya Bridge Federation and the corresponding international bridge sports.
Article 3 The purpose of China Bridge Association: to abide by the Constitution, laws, regulations and national policies, and to abide by social morality; Unite bridge workers, enthusiasts and people at home and abroad who care about and support this project, mobilize and give full play to all positive factors, and serve the popularization and development of bridge in China, improve the technical level of bridge, implement the national fitness plan, and promote the construction of socialist material civilization and spiritual civilization; Carry out international exchanges to serve the expansion and promotion of friendship among people all over the world.
Article 4 China Bridge Association accepts the professional guidance, supervision and management of the State Sports General Administration and the Ministry of Civil Affairs.
Article 5 The meeting place and office headquarters of China Bridge Association are located in Beijing, People's Republic of China (PRC).
Chapter II Scope of Business
Article 6 The business scope of China Bridge Association:
1. Organize, coordinate and guide the development of bridge sports in China, vigorously develop clubs, publicize and popularize mass bridge sports, and strive to improve the technical level of bridge;
Two, the overall management of the national bridge movement, study and formulate the planning, planning, principles, policies and management regulations for the development of bridge movement;
3. To study and formulate the national competition system, competition plan, planning and competition rules and regulations for bridge projects, and organize their implementation after being approved by the State Sports General Administration;
Fourth, popularize bridge knowledge and coordinate organizational theory and technical research;
Five, organize the training of bridge players, coaches, referees and social sports instructors, study and formulate various technical grade standards and their declaration and approval methods, and recommend international referees;
Carry out international exchange on intransitive verbs, draw up an international exchange plan for this project, and organize its implementation after being approved by the State Sports General Administration; Participate in the relevant activities of the World Bridge Federation and the Pacific Bridge Federation and carry out international exchanges;
Seven, select and train the national bridge team, organize to participate in international competitions;
Eight, in accordance with the relevant provisions of the State Sports General Administration and the international bridge organization, manage domestic bridge competitions and activities, organize or entrust member units to undertake all kinds of national and international bridge competitions and activities;
Nine, combined with the project business, to carry out a variety of paid services, to raise funds for bridge development.
Chapter III Members
Article 7 The Chinese Bridge Association implements the membership system, and the members of the association are divided into unit members and individual members.
Article 8 Membership requirements:
1. Unit member: Any organization or institution engaged in mass bridge activities such as bridge associations and clubs can join the China Bridge Association as a unit member. Unit members are divided into association members and club members.
(1) Association members: Bridge associations of all provinces, autonomous regions, municipalities directly under the Central Government, cities with separate plans, prefectures (cities) and counties, and bridge associations of professional sports associations who recognize and support the articles of association of China Bridge Association and are willing to join China Bridge Association may apply to China Bridge Association and become members after approval. Among them, the trade associations of provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and bridge associations shall be approved by the local sports authorities, registered by the civil affairs departments, and have fixed office space and full-time management personnel; Local (city) and county (district) bridge associations are called grass-roots bridge associations, which should be approved by the local sports authorities and registered by the civil affairs departments.
In the above regions and systems, only one association can be recognized by China Bridge Association and become a member of China Bridge Association.
(II) Club members: The Bridge Club is a grass-roots bridge activity organization that carries out mass bridge activities, popularizes bridge knowledge and improves the technical level of bridge. All grass-roots bridge organizations and clubs that recognize and support the articles of association of the China Bridge Association and are willing to join the China Bridge Association may apply to the China Bridge Association and be approved to become club members of the China Bridge Association.
Club members are divided into Class A and Class B. Class A clubs are clubs that train high-level players and are directly managed by China Bridge Association. Class B clubs are clubs that carry out general mass bridge activities and accept the supervision, management and business guidance of China Bridge Association and local bridge associations.
2. Individual members: Anyone who recognizes and supports the articles of association of China Bridge Association, loves bridge sports and wishes to join China Bridge Association may apply to join China Bridge Association and become an individual member of China Bridge Association.
Article 9 Membership procedures:
1. Association members and club members can submit their applications to China Bridge Association directly, or through the members of China Bridge Association. After the approval of China Bridge Association, the Office of China Bridge Association will award membership certificate to it.
2. Individual members may submit their applications through the unit members of China Bridge Association or directly to China Bridge Association. After approval, the office of China Bridge Association will issue membership cards;
Article 10 Members shall enjoy the following rights:
1. Have the right to vote, be elected and vote;
2. Have the right to participate in various competitions, trainings and activities organized by China Bridge Association;
Three, have the right to hold all kinds of bridge competitions and activities within the jurisdiction or system;
4. Have the right to represent the team of China Bridge Association in international bridge competitions;
Five, unit members have the right to bid for all kinds of competitions and activities;
6. Have the right to get the priority service of China Bridge Association;
Seven, have the right to declare and obtain various technical titles;
Eight, the right to obtain information, technical guidance and consultation of China Bridge Association;
Nine, the right to provide paid services for bridge lovers;
Ten, have the right to criticize and supervise the work of China Bridge Association;
Eleven, members of the association have the right to manage and guide the bridge movement within their respective jurisdictions;
Twelve, members of the Association have the right to supervise and guide the competitions organized by unit members within their respective jurisdictions that can win the master points of the Chinese Bridge Association;
Thirteen, voluntary membership, freedom of withdrawal.
Article 11 Members shall perform the following obligations:
1. Abide by the articles of association of this Association and implement the resolutions of this Association;
Second, safeguard the legitimate rights and interests of this association;
3. Abide by the rules and regulations of the World Bridge Federation and China Bridge Association;
Fourth, actively carry out various bridge competitions and activities;
5. Actively participate in and support all kinds of bridge competitions and activities organized by China Bridge Association.
6. Pay membership dues on time;
Seven, actively develop the unit members and individual members of the Chinese Bridge Association in this region or in this system, and do a good job for them;
Eight, efforts to improve the level of bridges in the region or the system;
9. To undertake the work entrusted by this Association;
10. Report the situation to this Council and provide relevant information.
Article 12 A member may withdraw from his seat under the following circumstances:
1. Members of China Bridge Association are free to quit the association without violating the articles of association and harming the interests of China Bridge Association;
2. If a member of an association or club withdraws from the meeting, he/she shall submit a withdrawal report to the association in written form, return his/her membership card, and withdraw from the meeting after solving financial problems with members such as China Bridge Association;
3. Individual members can directly withdraw from the meeting, or they can ask the Chinese Bridge Association to withdraw from the meeting through the local bridge association.
Thirteenth in any of the following circumstances, the chairman's office meeting voted to cancel its membership:
1. Those who violate the laws of the state are subject to criminal punishment;
Two, a serious violation of the articles of association and the relevant provisions of the Chinese Bridge Association, causing great reputation losses or economic losses to the Chinese Bridge Association;
Three, banned by the local civil affairs department or revoked by the administrative department for Industry and commerce business license.
Article 14 Membership is suspended.
1. A member of the company shall be deemed to have suspended his membership in any of the following circumstances.
(1) Failing to pay the membership dues on time;
(2) Failing to manage and use membership fees according to regulations;
(3) Violating the Articles of Association of China Bridge Association and relevant regulations;
(4) Failing to organize bridge competitions and activities within 6 months;
(5) Do not participate in competitions and activities organized by China Bridge Association within one year.
Two, individual members have one of the following circumstances, their membership is temporarily suspended.
(1) Violating the Articles of Association of China Bridge Association and relevant regulations;
(2) Failing to pay the membership dues on time.
Fifteenth membership is suspended, and the rights and obligations of the members of China Bridge Association are suspended at the same time; When a member withdraws or his membership is cancelled, the rights and obligations of the Chinese Bridge Association to the member are cancelled at the same time.
Article 16 Re-membership.
Members who withdraw from the club or are disqualified and ask to become members of the Chinese Bridge Association again are readmitted. Re-joining members must abide by the provisions of the Measures for the Administration of Members of China Bridge Association.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 17 The highest authority of the Chinese Bridge Association is the members' congress.
I. Composition of the General Assembly:
(1) Representatives of bridge associations and professional sports associations of all provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans who have become members of the China Bridge Association 1 person;
(2) Each Class A club of China Bridge Association has 1 representatives;
(3) The Chinese Bridge Association, the grass-roots bridge association and the B-level club appropriately allocate the number of representatives according to the development of bridge sports in various provinces and cities;
(four) the current and proposed members of the leadership of China Bridge Association.
Two, the functions and powers of the members' congress are:
(a) to formulate, amend and adopt the articles of association;
(2) adopting the flag and emblem of China Bridge Association;
(3) Democratic consultation, election or recall of members of the Committee of China Bridge Association;
(four) to listen to and consider the work report and financial report of the Committee; To hear and consider the work report of the special committee of the Association;
(five) to discuss and adopt important resolutions;
(6) Deciding to terminate.
(seven) to decide on other major issues.
Article 18 A member congress can only be convened when more than two thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the representatives present vote.
Article 19 The term of office of the general meeting is five years. If it is necessary to advance or postpone the general election due to special circumstances, it must be voted by the Committee, reported to the State Sports General Administration for examination and approval by the Ministry of Civil Affairs. The extension usually does not exceed 1 year. If it exceeds 1 year, it shall go through the examination and approval procedures again.
Article 20 The Committee is the executive body of the general assembly, leading the Association to carry out its daily work when the general assembly is not in session, and being responsible for the general assembly. The term of office of the Committee is five years.
Article 21 The functions and powers of the Committee are:
First, the implementation of the resolutions of the member congresses;
2. To elect and recall the chairman, vice-chairman, special vice-chairman, treasurer and secretary-general of China Bridge Association;
Third, prepare to hold a member congress;
Four, report the work and financial situation to the members' congress;
5. Decide on the absorption or recall of members;
Six, discuss and decide the honorary position of the association;
VII. Deciding to establish offices, branches and entities;
8. To decide on the appointment and removal of the Deputy Secretary-General and the principals of various institutions;
Nine, leading the organization to carry out the work;
Ten, examination and approval of the national bridge development plan and annual plan;
Xi。 Review and adopt the selection plan of the national team;
Twelve, formulate internal management system;
Thirteen. To consider and decide on other matters.
Article 22 A committee shall be attended by more than two thirds of its members, and its resolution shall be valid only if more than two thirds of the members present vote. The Committee is convened once a year, and it can also be convened in the form of communication under special circumstances.
Article 23 The Association shall set up a meeting of directors, which shall be attended by the chairman, vice-chairman, treasurer, secretary-general, deputy secretary-general and specially invited vice-chairmen designated by the chairman. When the Committee is not in session, the Association shall exercise the functions and powers specified in items 1, 3, 5, 6, 7, 8, 9, 10, 11 and 12 of Article 21 and be responsible to the Committee.
The chairman's meeting can only be held when more than two thirds of the people are present, and the resolution can only take effect when more than two thirds of the people are present to vote.
Article 24 The chairman's meeting shall be held at least once every six months. Under special circumstances, it can be held by communication.
Article 25 The Association shall have a secretariat as the daily office of the Association. Responsible for all business and daily affairs of the association, such as administrative affairs, public relations, financial management, legal consultation, etc.; The legal consultant hired by the office is responsible for the legal consultation of various commercial sports activities of the Chinese Bridge Association, handling legal proceedings related to the Chinese Bridge Association and defending the Chinese Bridge Association.
Article 26 The Association shall employ several honorary chairmen, consultants and specially invited consultants;
Chairman 1, Vice-Chairmen, Special Vice-Chairmen, Treasurer 1, Secretary-General 1, Deputy Secretary-General.
The chairman, vice-chairman, invited vice-chairman, treasurer and secretary-general are elected by the Committee of China Bridge Association for a term of five years.
The Deputy Secretary-General is nominated by the Secretary-General and approved by the Committee for a term of five years.
Deputy Secretary-General (including Deputy Secretary-General) and above association leaders must be reported to the State Sports General Administration for approval.
Article 27 Upon nomination by the Chairman's Association and approval by the general meeting, those who have made significant contributions to the development of bridge in China may be awarded the honorary title of China Bridge Association.
Article 28 The chairman, vice-chairman, invited vice-chairman, treasurer and secretary-general of China Bridge Association must meet the following conditions:
First, adhere to the party's line, principles and policies with good political quality;
Second, it has great influence in the business field of China Bridge Association;
Three, the chairman, vice chairman, invited vice chairman, treasurer, secretary general of the highest age, not more than 70 years of age, the secretary general is full-time;
Fourth, be healthy and be able to stick to normal work;
5. No criminal punishment of deprivation of political rights;
6. Have full capacity for civil conduct.
Article 29 If the chairman, vice-chairman, invited vice-chairman, treasurer and secretary-general of China Bridge Association are over the maximum working age, they can take up their posts only after being approved by the Committee, reported to the State Sports General Administration and approved by the Ministry of Civil Affairs.
Article 30 The term of office of the Chairman and Secretary-General of China Bridge Association shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members of the members' congress, reported to the State Sports General Administration for review, and approved by the Ministry of Civil Affairs before taking office.
Article 31 The legal representative of China Bridge Association is the Secretary-General. The legal representative of this Association shall not be the legal representative of other societies at the same time.
Article 32 The chairman of China Bridge Association shall exercise the following functions and powers:
1. Convene and preside over meetings of committees and directors;
Two, check the implementation of the resolutions of the members' congresses and committees;
Three. Signing relevant important documents on behalf of China Bridge Association;
Four, have ordinary voting rights, when the votes are equal, have decisive voting rights.
Article 33 The Secretary-General of China Bridge Association shall be entrusted by the President of China Bridge Association to exercise the following functions and powers:
I. Preside over the daily work of the Association Office and organize the implementation of the annual work plan;
Second, coordinate the work of branches and entities;
3. Nominate the Deputy Secretary-General and the heads of branches and entities and submit them to the Committee for decision;
4. Decide on the employment of all office staff and full-time staff of the Association;
5. Handle other daily affairs.
Article 34 According to the needs of work, China Bridge Association has nine special committees, including Competition Committee, Referee Committee, Technical Committee, Youth Committee, Senior Committee, Publicity Committee, League Committee, Project Development and Market Development Committee and Fund Management Committee. Its responsibilities:
I. Competition Commission:
(1) To formulate laws and regulations on bridge competitions and supervise their implementation;
(two) to formulate and implement the bridge competition plan, rules, regulations and relevant provisions;
(three) to formulate the national competition system at all levels;
(4) To supervise the holding of large-scale bridge events on behalf of China Bridge Association;
(five) to formulate and implement the technical grade standards for bridges;
(six) to adjudicate disputes in various competitions;
(seven) to formulate and implement the training plan for competition management personnel.
Second, the referee committee:
(a) to formulate rules and regulations for the development planning and management of referees;
(2) Organizing referee training, compiling referee training materials, and assisting in organizing referee examination and assessment;
(3) Recommend international referees.
Three. Technical Committee:
(1) Study the latest development of bridge theory;
(2) Studying the rules and means of bridge training;
(three) to formulate and implement the selection methods for national team athletes;
(four) to formulate and implement the training plan for high-level athletes and national reserve teams;
(5) Training bridge coaches;
(six) to formulate technical standards for bridges.
Fourth, the Youth Commission:
(a) to formulate and implement the national youth bridge development plan;
(two) actively promote the bridge into colleges and universities, bridges into classroom activities;
(3) compiling bridge teaching materials, teaching plans and teaching aids;
(4) Organizing youth bridge competitions.

(1) Study the law and trend of bridge development for the aged;
(two) the preparation of bridge teaching materials for the elderly, the preparation of bridge teaching syllabus for the elderly;
(3) Promoting the integration of bridges into community activities;
(4) Organizing and guiding bridge competitions for the elderly.
Intransitive Verb Publicity Committee:
(a) to formulate and implement the bridge publicity plan and establish the social image of the bridge;
(2) Establish a bridge publicity network;
(3) Cooperate with the development of bridge market and expand the influence of bridge;
(four) on behalf of the China Bridge Association issued major issues.
Seven. Union Committee:
(1) Study the development law and trend of bridge professionalization;
(two) to formulate measures for the administration of professional bridge players and coaches;
(3) Organize and represent professional bridge leagues and other competitions.
Eight. Project Development and Development Committee:
(1) Study the characteristics of bridge engineering and make expansion plans and schemes;
(2) actively promoting bridge;
(3) Study the development plan of the bridge, formulate the rules of the bridge and popularize the bridge.
Nine. Fund Management Committee:
(1) Accepting bridge development funds donated by all sectors of society on behalf of China Bridge Association;
(two) determine the investment direction of the bridge development fund to ensure the preservation and appreciation of the fund;
(three) to formulate measures for the use of funds and supervise the use of funds.
Article 35 Each special committee consists of a chairman, vice-chairmen and members. The director is responsible for the work of the special committee.
Chapter V Technical Grading System
Article 36 The Chinese Bridge Association implements a sports technical grading system, a referee grading system and a bridge social sports instructor system among its individual members. Non-individual members of the Chinese Bridge Association can't get the title of corresponding grade awarded by the Chinese Bridge Association in the competition.
Article 37 The technical grade standards and the application, approval and awarding procedures for obtaining the title of technical grade shall be formulated by the China Bridge Association and promulgated separately after being approved by the State Sports General Administration.
Chapter VI Competition
Article 38 The Chinese Bridge Association shall exercise hierarchical management over any competition within its jurisdiction.
Article 39 National official competitions, international invitational tournaments held in the name of China Bridge Association and competitions entrusted by World Bridge Federation or Taiya Bridge Federation shall be directly managed by China Bridge Association.
Article 40 The matches between members of the Chinese Bridge Association must be reported to the Chinese Bridge Association for the record; A member of a company leaving the country to participate in or hold various forms of international competitions and invitational tournaments in China must report to the China Bridge Association for approval.
Article 41 Members of China Bridge Association and club members may apply for holding competitions with corresponding master points of China Bridge Association.
Article 42 All competitions that win the Master's score of China Bridge Association shall be managed by China Bridge Association in a unified way, and the members of the provincial, regional and municipal associations of China Bridge Association shall be responsible for supervision, inspection and business guidance.
Chapter VII Principles of Asset Management and Use
Article 43 The sources of funds of China Bridge Association are:
1. Membership fee income;
Second, donations at home and abroad;
Third, the distribution of the State Sports General Administration;
Income from activities or services provided within the approved business scope;
5. interest;
6. Other lawful income.
Article 44 The Association shall collect membership fees in accordance with relevant state regulations.
Forty-fifth associations and their members can provide paid services in various competitions and activities in accordance with relevant state regulations.
Article 46 The funds of China Bridge Association must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among members.
Article 47 The Chinese Bridge Association shall establish a strict financial system to ensure the legality, truthfulness, accuracy and completeness of accounting information.
Article 48 An association shall be equipped with accountants with professional qualifications, and accountants shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.
Article 49 The asset management of China Bridge Association shall implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. Where the source of assets belongs to state appropriations or social donations or subsidies, it shall be subject to the supervision of audit institutions and the relevant information shall be announced to the public in an appropriate way.
Article 50 Before the Chinese Bridge Association changes its legal representative, it must accept the financial audit organized by the Ministry of Civil Affairs and the State Sports General Administration.
Article 51 No unit or individual may occupy, privately divide or misappropriate the assets of China Bridge Association.
Article 52 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VIII News Publicity
Article 53 The right to broadcast, report and television
1. China Bridge Association and its member units have the right to broadcast, report and televise the competitions and activities within their jurisdiction. Without the permission of China Bridge Association or relevant member units, any media shall not broadcast, report, broadcast on TV or interview without authorization.
Games and activities directly managed by China Bridge Association can only be reported and broadcast after domestic and foreign film and television departments sign contracts with China Bridge Association.
2. Without the approval of China Bridge Association, no unit or individual may enter the venues of competitions or events sponsored by China Bridge Association for video recording, audio recording and interview activities.
Article 54 China Bridge Association is responsible for the reporting and reception of overseas competitions or the examination and approval of the production, exchange, transfer and distribution of audio-visual products.
Chapter IX Procedures for Amending the Articles of Association
Article 55 Any amendment to the constitution of China Bridge Association must be approved by the Committee and submitted to the members' congress for deliberation.
Article 56 The Amendment to the Constitution of China Bridge Association shall take effect within 15 days after it is adopted by the members' congress, and shall be submitted to the State Sports General Administration for approval, and approved by the Ministry of Civil Affairs.
Chapter X Termination Procedure and Property Disposal after Termination
Article 57 If the Chinese Bridge Association is dissolved by itself or needs to be cancelled due to division or merger, the Committee or the chairman shall propose a termination motion.
Article 58 The motion to terminate the association must be voted by the members' congress and submitted to the State Sports General Administration for approval.
Fifty-ninth before the termination of the association, a liquidation group shall be established under the guidance of the State Sports General Administration and the relevant competent departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 60 The Association shall be terminated after the cancellation of registration by the Ministry of Civil Affairs.
Article 61 Under the supervision of the State Sports General Administration and the Ministry of Civil Affairs, the remaining property after the termination of the Association shall be used for the development of undertakings related to the purpose of the China Bridge Association in accordance with relevant state regulations.
Chapter II XI Supplementary Provisions
Article 62 The flag and emblem of the China Bridge Association shall be examined and approved by the members' congress, and shall be uniformly produced and distributed by the China Bridge Association. Without permission, no unit or individual may copy and use it.
Article 63 All activities of the daily offices and special committees of the China Bridge Association shall be carried out in strict accordance with the provisions of the articles of association.
Article 64 The right to interpret the Articles of Association belongs to the Committee of China Bridge Association.
Article 65 The Articles of Association shall come into force on April 6, 2008.
