On the morning of February 2, Luoyang held the sixth press conference of "Implementation of Key People's Livelihood Projects in 2022" to announce to the public the situation of accelerating the renovation of old urban communities and answer questions from reporters.

According to reports, since 2065438+2009, Luoyang has carried out the renovation of old residential quarters 1800, benefiting 204900 residents. Among them, 777 communities and 83,230 renovation projects in Luoyang, which are listed as key livelihood projects in 2022, have all started, and 694 communities and 76,698 households have been renovated, completing the renovation task ahead of schedule.

At the press conference, Bao, member of the party group and deputy director of Luoyang Housing and Construction Bureau, released specific measures to promote the transformation of old communities:

First, organize groups into pieces to promote the transformation of old residential areas from "scattered" to "whole". Luoyang divided 1850 old residential district into 182 district, defined the overall planning and annual tasks, and planned the overall style and renovation content. According to the principle of "adjacent location, neighbors facing each other, cultural connection and life-related", the old residential areas in the district will be organized to promote the utilization of space resources and the enjoyment of public facilities by tearing down walls and merging hospitals and opening barriers.

The second is to improve the function and promote the transformation of old residential areas from "outside" to "inside". Focus on the basic functions of water, electricity, gas, heating, road, network, security and governance in old residential areas, and give priority to solving the problems that need to be solved urgently, such as residential functions and security, to meet the basic living needs of residents and public safety needs. While improving the infrastructure of old residential areas, Luoyang actively promotes public services such as pension, child care, culture, medical care, food assistance, housekeeping, express delivery, fitness, etc., and builds a mature community with complete functions and a 15 minute life circle, medical circle, reading circle and fitness circle. Adhere to the continuous transformation as the starting point, fill in the shortcomings of community facilities such as pension, child care, fitness, medical care and food assistance, and build a complete 15-minute living circle. In 2022, 55 Party building houses, 187 property houses, 23 health service centers, 20 kindergartens and 43 Le Yang residences will be renovated simultaneously, 1465, 438 electric bicycle charging piles and 749 automobile charging piles will be installed, and 95 14 parking spaces will be added.

The third is to enhance the connotation, promote the transformation of old residential areas and seek common ground while reserving differences. Select 16 old residential block with historical and cultural protection value in counties and districts as the transformation pilot. The content of promoting basic transformation should be completely changed, and the content of improving and upgrading transformation can be completely changed to set a high-quality example. Lianhuasi Street in the old city, No.3 Geological Exploration Hospital in Luolong District and Long Rui Community Reconstruction Project were selected by the Ministry of Housing and Urban-Rural Development as the contact points for the renovation of old communities in 20021and 2022 respectively. Combining the characteristics of Luoyang, the ancient capital of the 13th Dynasty, and on the basis of the main characteristics of "modern tang style" city, we pay attention to the integration of regional characteristics.

The fourth is to overcome difficulties and promote the transformation of old communities to improve "quality" and "efficiency". In 2022, Luoyang declared about 365 million yuan of central and provincial subsidy funds and applied for 202 million yuan of development and reform funds; Guide pipeline franchise enterprises to adopt pipeline expansion and upgrading, from supply to direct supply, free transfer after transformation, etc., with an investment of about 80 million yuan; Promote the commercialization of idle resources, the operation of supporting facilities, the contracting of parking spaces, the collection of advertising fees and the appreciation of service fees in the transformation area, and successively issue special bonds of about 654.38+76.8 million yuan; Combined with the collection, use and renewal mechanism of residential special maintenance funds, residents will be guided to invest about 60 million yuan.

Fifth, take multiple measures to promote the transformation of heating efficiency in old residential areas from "quantity" to "quality". Strengthen the construction of heating pipe network and take measures to stabilize the heat source. The heating pipe network in the central city is 6.85km, and there are new (renovated) heat exchange stations 10, with an additional heating area of10.08 million square meters, and the central heating penetration rate is 96.4%. By the end of February 2022, the central heating area in Luoyang reached 77.45 million square meters. Steadily push forward the action of "Central Heating Rectification", formulate and issue "Policy Interpretation 2 1", and complete the handover of 28 "Rectification" communities.

In addition, in 2022, Luoyang invested more than 56 million yuan in special rectification funds and completed 70,038 problem manhole covers, accounting for 233.46% of the provincial task target. The electronic file and remote monitoring system of manhole cover was built, and 6734 sets of intelligent equipment were installed to realize dynamic monitoring and effectively build the safety of people's feet; 85 public toilets 100 were built or rebuilt in counties and districts, including 85 new toilets100 and rebuilt toilets, all of which reached the second-class and above standards. At present, there are 3.74 public toilets per square kilometer in the central city, and there is one public toilet every 500 to 800 meters in the main and secondary roads. The layout of urban public toilets is more reasonable, and the relevant indicators remain in the forefront of the province.
