Support farmers to buy houses in cities: give housing subsidies and other policies.
Releasing farmers' consumption potential and encouraging farmers to buy houses in cities have once again become a major measure to promote the development of the property market in many places across the country.

According to incomplete statistics, this year, at least Yanji, Jilin, Taizhou, Jiangsu, Huanggang, Anhui, Zunyi, Jiamusi, Changchun, Macheng, Nanchong, Xinghua, ningnan county, Liangshan Yi Autonomous Prefecture, Qinglong County, Guizhou, Funing County, Jiangsu, Yancheng, Hunan, and Zhuzhou Tea have been included.

It can be seen that in cities that encourage farmers and migrant workers to buy houses in cities, local governments give preferential policies such as house purchase subsidies and deed tax subsidies. Some policies mentioned that farmers can enjoy the same policies as the urban population, such as household registration transfer, children's enrollment nearby (including transfer), old-age insurance, medical insurance and so on.

Financial subsidies from many places support farmers to buy houses in cities.

Taking shuangliao city, Jilin Province as an example, on September 7, the People's Government of shuangliao city, Siping City, Jilin Province issued the Notice of the Office of the People's Government of shuangliao city on Printing and Distributing the Implementation Opinions on Encouraging Farmers to Purchase Houses in Cities (for Trial Implementation). According to the notice, the real estate development enterprises in the urban area are willing to give the total house payment reduction or 1-3 points discount to eligible farmers who purchase commercial houses in the urban area of shuangliao city. At the same time, farmers who buy houses in cities buy the only commercial housing or second-hand housing (family members include buyers, spouses and minor children), and the government gives full subsidies according to the amount of deed tax paid.

Shuangliao city will also launch a "buy new houses and send coupons" campaign. Farmers will only buy commercial houses or second-hand houses, and the government will give appropriate subsidies by issuing vouchers for household appliances.

On September 2 1 day, xinghua city, Taizhou City, Jiangsu Province issued the Notice on Effectively Responding to the Impact of the Epidemic to Promote the Healthy Development of the Real Estate Industry in our City, which mentioned that the first set of commercial housing (including second-hand commercial housing) was purchased in the urban area from June 1 day to February 3 1 day, 2022.

In addition to housing subsidies, some cities also mentioned that buying a house in a city can enjoy the same policy of urban population. In September this year, the news network of Chaling County, Zhuzhou City, Hunan Province reported that Chaling County introduced 17 measures to promote the healthy development of the real estate industry and encourage farmers to buy houses in cities. It is mentioned that when farmers buy houses in cities (commercial and residential houses and houses), they enjoy the same policies as the urban population, such as household registration migration, children's admission to schools nearby (including transfer), old-age insurance and medical insurance.

Chen Xiao, a senior analyst at Zhuge Housing Search Data Research Center, pointed out that several cities have recently introduced policies to encourage farmers to buy houses in cities. Most of the policies are in the form of providing subsidies and concessions for house purchase. Judging from the cities that have been introduced, they are mainly weak second-tier and third-and fourth-tier cities, which have great inventory pressure and are difficult to remove. The introduction of such policies is also to increase the demand for housing, ease the pressure on inventory and boost market confidence. Focusing the policy on such a large group of farmers is conducive to enhancing the enthusiasm of farmers to buy houses in cities, and to some extent, it can drive some demand to be released.

In addition to farmers, some local governments have also extended the scope of housing subsidies to migrant workers.

The Ten Measures to Support Rigid and Improved Housing Demand and Promote the Stable and Healthy Development of the Real Estate Market issued by Nanchong City, Sichuan Province on September 30 mentioned that medical personnel, migrant workers, imported talents, college graduates and other buyers who buy commercial housing in Nanchong City will be given a one-time financial subsidy according to 3% of the total price of online commercial housing sales contracts, and the total amount of one-time financial subsidies will not exceed 30,000 yuan/set.

On September 5, Gaoxian County, Yibin, Sichuan Province issued the Notice of Gaoxian County Real Estate Market Regulation and Coordination Mechanism Office on Promoting the Stable and Healthy Development of the Real Estate Market, and gave a one-time subsidy to migrant workers who bought new commercial houses of real estate development enterprises in the central towns of Gaoxian County (Frye Town, sha he Town and Luochang Town) according to the 200 yuan/square meter, with a maximum of 20,000 yuan per household; For migrant workers with senior titles, if they buy new commercial housing in the county, they will be given a one-time subsidy according to 300 yuan/square meter, with a maximum of 30,000 yuan per household.

Does encouraging farmers to buy houses in cities play a big role in the property market?

It can be seen that encouraging farmers to buy houses in cities is not a fresh product of property market regulation.

As early as the end of 20 15, when the Political Bureau of the Central Committee held a meeting, it was proposed to dissolve the real estate inventory, speed up the urbanization of migrant workers, promote the housing system reform aimed at meeting new citizens, expand effective demand and stabilize the real estate market. It is necessary to expand effective supply, maintain effective investment, and strive to fill the shortcomings.

Under the background of "destocking" at that time, accelerating the citizenization of migrant workers and encouraging qualified migrant workers to buy houses became an important measure.

According to the article published by Xinhuanet in February 2065438+2006, Shanxi, Shandong, Gansu and other provinces have clearly issued policies to encourage and guide farmers to buy houses in cities. For example, Shandong will give farmers policies such as deed tax subsidy, fee reduction, loan discount and property fee subsidy to buy houses in cities, making them a long-term and stable housing consumer group.

2016 February 19, China agricultural bank also launched the "farmers' housing loan" product, which is the first individual housing loan product specifically for farmers in China, and is committed to meeting the needs of farmers to buy commercial housing in cities.

Judging from the effect, according to Xinhuanet, as of July 3 1 20 16, Anhui Agricultural Bank has issued 23,329 "farmers' housing loans" with an amount of 699 1 100 million yuan to help farmers buy houses in cities.

The effect of "destocking" of Anhui real estate has also been highlighted. Take Lu 'an as an example. In 20 15, the area of commercial housing for sale in urban areas reached 6.63 million square meters. In the first quarter of 20 16, more than 20,000 square meters of commercial housing16 were sold in the urban area of Lu 'an, doubling year-on-year. Among them, the proportion of farmers buying houses exceeded 50%, and the decontamination period was shortened from 28 months to 18 months.

According to Jaco, Dean of the Branch of 58 Anjuke Real Estate Research Institute, in 20 16 years, a large number of third-and fourth-tier cities went out of stock, which has consumed a large number of farmers' demand for housing in the county. At the same time, the wave of returning home in previous years attracted a large number of young people who bought houses in their third-and fourth-tier homes. Therefore, the purchasing power that can be effectively attracted by this round of encouraging farmers to buy houses in cities has been greatly reduced compared with a few years ago.

Jaco pointed out that after the last round of destocking, housing prices in third-and fourth-tier cities followed closely, which eventually led to a significant increase in market enthusiasm and led to a simultaneous increase in the enthusiasm of housing enterprises for land acquisition in small and medium-sized cities. As a result, the inventory of third-and fourth-tier cities is on the rise, and the background of market cooling makes it difficult to destock. Therefore, farmers are encouraged to buy houses to stimulate demand and accelerate destocking.

How to ensure "keeping people by housing"?

However, while attracting farmers to buy houses, how to protect farmers in cities is also one of the hot topics at present.

Previously, a commentary published by Economic Daily pointed out that recently, some cities in China have introduced policies and measures to encourage farmers to buy houses in cities, and many cities and counties have introduced preferential policies such as tax reduction and exemption for farmers buying houses and subsidies for buying houses. The original intention of such policies, on the one hand, is to cope with the downward pressure on the real estate market and tap the potential of farmers to buy houses to get rid of inventory, on the other hand, it is also intended to try to "retain people with houses" and alleviate the situation of insufficient urbanization rate and population loss in the local area.

However, enhancing the attractiveness of a city is an all-round systematic project. Only relying on subsidies and other policies to attract farmers to buy houses in cities, with the diminishing preferential effect, I am afraid it is difficult to really retain farmers and realize policy expectations. Whether farmers want to go to cities depends on whether they can get employment opportunities and raise their income level. On this basis, they are willing to stay by buying a house.

In addition, it is only the first step for farmers to buy a house in the city. If they don't work hard to improve the industrial facilities and business environment, improve the security of employment, education and medical care, and fill the shortcomings in environmental infrastructure and public service facilities, the effect of encouraging farmers to buy houses will be greatly reduced.

On August 18 this year, the front page of Farmers Daily also published a commentary article "Encouraging farmers to buy houses in cities cannot be ignored". The article points out that encouraging farmers to buy houses in cities is obviously pinning the hope of "destocking" in the county real estate market on farmers. Nowadays, the downward pressure on the new economy is increasing, and many counties and cities hope to attract farmers into the city through various means to activate the economy and expand demand. But if we want to "recruit people by housing" and "retain people by housing", we must fully protect the rights and interests of farmers and leave them a way out.

As mentioned above, the county seat, as the "head of the township at the end of the city", is a natural carrier connecting the city and serving the countryside. When formulating policies and introducing measures, we must have a more overall consideration of urban-rural integration, and we must not "treat the headache only", let alone "take medicine in rural areas when the city is sick". Only by getting rid of the serious dependence on "land finance" as soon as possible, making great efforts to improve internal strength, constantly improving industrial facilities and business environment, optimizing economic structure, developing real pillar industries, and letting farmers who buy houses in cities live and work in peace and contentment, is the fundamental way to solve the county economic problems.
