Emperor Wendi changed Lingling to general manager of Yongzhou. Lingling was originally named Lingling Na. After Emperor Wendi of the Sui Dynasty unified China, he abolished this system and implemented the state-county system according to the principle of "province is leisure, small is big". Because Yongzhou is known as "eternal mountain and eternal water" in the southwest, Lingling was changed to Yongzhou.
