According to the institutional reform plan of the State Council approved by the first session of the Eighth National People's Congress, the State Sports Commission (hereinafter referred to as the State Sports Commission) shall be retained. According to the requirements of establishing socialist market economic system and deepening sports reform, the functional allocation, internal structure and staffing plan of the State Sports Commission are determined.

I. Functional transformation

Through reform, we will gradually separate the functions of "managing sports" and "running sports", further strengthen the macro-management of sports undertakings, weaken the micro-management, promote the socialization of mass sports and improve the scientific and technological level of sports.

(1) Reform the management system of sports events. Further expand the pilot project of individual sports associations to manage sports events, transfer the direct management rights of non-key projects and some key projects to the corresponding associations, and further implement the specific management rights of the national team to relevant associations and training bases.

(2) Reform the competition management system. In terms of competition management, in addition to the overall arrangement of large-scale comprehensive sports games at home and abroad by the State Sports Commission, general sports games and individual competitions are gradually handed over to relevant localities, departments and corresponding individual sports associations. At the same time, it is necessary to promote the combination of sports competitions with economic and commercial activities, so that sports competitions can benefit and serve the society.

(three) in accordance with the principle of separation of political duties, transfer some technical, auxiliary and service work to the corresponding institutions.

(4) Strengthen mass sports work. Focus on improving mass sports policies and regulations, improve the network of township, town, community and various grassroots sports organizations, guide the training of mass sports backbones, and organize and guide the implementation of the national fitness plan. Adhere to the direction of socialization of mass sports, and gradually establish a new mechanism of mass sports with social and personal input as the mainstay and state subsidies as the supplement.

(5) Strengthen the overall planning and classified guidance of competitive sports, adhere to the principle of "keeping one head steady, putting one piece together" and highlighting Olympic events, earnestly strengthen the overall planning and classified guidance of competitive sports, do a good job in the rational distribution of sports events, fully mobilize the enthusiasm of all parties, ensure key points in funding investment, develop advantageous events and give full play to the diversification and social functions of sports.

(six) to strengthen the investigation and study of various international sports organizations and countries and regions, actively carry out international sports exchanges with Hong Kong, Macao and Taiwan, and do a good job in macro-management of foreign-related and Hong Kong, Macao and Taiwan-related sports.

(seven) to strengthen the investigation and study of sports economy and business activities, formulate corresponding policies and regulations, cultivate and develop the sports market, make full use of their own advantages, and enhance the self-development ability of sports.

Second, the main responsibilities

The State Sports Commission is the functional department in charge of national sports work in the State Council, and its main responsibilities are:

(a) to implement the party's basic line, implement the principles and policies of the CPC Central Committee and the State Council on sports work, and formulate policies and regulations on sports work.

(two) to guide and promote sports reform, study and formulate the development strategy and development goals of sports work; Prepare the development plan and annual plan of sports undertakings, check the implementation, and organize the exchange of experience.

(three) to guide and inspect the sports work of local people's governments at all levels and coordinate the development of regional sports; Guide and cooperate with all departments, industries and social organizations to actively carry out sports activities and do a good job in sports work in schools, enterprises, organs, troops and rural areas.

(4) to formulate a national sports competition system, be responsible for the overall balance of national sports competitions, and guide the work of national sports competitions.

(five) unified planning of the national sports layout, study and guide the construction of excellent sports teams and amateur training, coordinate with relevant departments to formulate policies and standards for sports teams' salaries and rewards, and coordinate with local governments to strengthen the ideological and political work of sports teams.

(six) to implement the relevant foreign-related policies of the central government and carry out international sports cooperation and exchanges with Hong Kong, Macao and Taiwan; Organize to participate in and hold major international sports competitions; Guide and manage the sports system, foreign affairs of folk sports and sports exchanges with Hong Kong, Macao and Taiwan.

(seven) to organize and guide sports publicity and publication and scientific research; Under the guidance of the State Education Commission, it is responsible for the planning of high and secondary physical education, the development of sports undertakings, and the training of sports cadres and professionals.

(eight) with the relevant departments to plan and coordinate the layout of sports facilities, sports facilities and equipment standards.

(nine) to study and formulate policies and regulations on sports economy and business activities, to manage the sports market in a centralized manner, and to lead and manage the directly affiliated units.

(ten) responsible for the qualification examination and business guidance of national sports associations.

(eleven) to undertake other tasks assigned by the State Council.

Third, internal institutions.

According to the above responsibilities, the State Sports Commission has 12 functional departments and party committees.

Responsible for message processing, secretarial affairs, file management, confidential confidentiality, letters and visits, information integration, meetings, organization and coordination of various large-scale activities, administrative affairs management, assisting the leaders of the Committee to do a good job in comprehensive coordination of the work of various departments, and handling matters assigned by the leaders of the Committee.
