Chapter 1 General Provisions? Article 1 These Measures are formulated in accordance with the Sports Law of the People's Republic of China (hereinafter referred to as the Sports Law) and other relevant laws and regulations, in combination with the actual situation of this province, in order to develop sports undertakings, enhance people's physique and improve the technical level of sports. ? Article 2 Sports work should adhere to the principle of combining popularization with improvement, and promote the coordinated development of mass sports and competitive sports on the basis of carrying out national fitness activities. ? Article 3 People's governments at or above the county level shall strengthen their leadership over sports work, incorporate sports undertakings into national economic and social development plans, and formulate development plans for sports undertakings in accordance with relevant state regulations and local conditions.

The people's governments at or above the county level shall play the leading role of public finance, incorporate sports funds and sports capital construction funds into the financial budget and capital construction investment plan, and gradually increase investment in sports with the development of national economy and society.

Encourage enterprises, institutions, social organizations, other organizations and individuals to establish and support sports undertakings. ? Article 4 The sports administrative department of the people's government at or above the county level or the department authorized by the people's government at the corresponding level (hereinafter referred to as the sports administrative department) is in charge of sports work within its administrative area. Other relevant departments shall manage sports work within the scope of their respective duties.

The township (town) people's government and sub-district offices are responsible for the sports work in their respective areas.

Sports social organizations organize sports activities in accordance with their articles of association, and accept the guidance and supervision of the sports administrative department. ? Article 5 Citizens have the right to participate in sports activities.

People's governments at all levels shall give special protection to the sports activities of teenagers, teenagers and children, and provide convenience for the elderly and the disabled to participate in sports activities. ? Chapter II Social Sports Article 6 People's governments at all levels shall be responsible for implementing the national fitness plan and the implementation plan of this province, and bring them into target management to guide and encourage citizens to actively participate in sports activities and enhance their physical fitness. ? Seventh provincial sports administrative departments shall, according to the relevant national standards, formulate the physical fitness standards and physical fitness monitoring programs of citizens in this province, organize the implementation in conjunction with relevant departments, and regularly publish the monitoring results to the public.

Institutions and personnel engaged in physical fitness testing shall meet the prescribed conditions; The venue and equipment for physical fitness test shall meet the prescribed standards.

Encourage organs, enterprises, institutions and social organizations to organize their own personnel to participate in physical fitness tests. Advocate citizens to receive regular physical fitness tests. ? Article 8 People's governments at or above the county level shall encourage and support the development of urban community sports activities, give full play to the role of individual sports associations, trade sports associations, sports associations for the elderly and other sports social groups, and gradually establish and improve the network of urban social sports organizations with the community as the core. ? Article 9 Sub-district offices and township (town) people's governments shall be equipped with full-time or part-time sports staff to organize residents' (village) sports activities under the guidance of the sports administrative department.

Encourage people who have sports expertise or are enthusiastic about sports to participate in counseling residents' (village) physical fitness activities. ? Article 10 State organs, enterprises, institutions, social organizations and other organizations shall provide necessary conditions for their personnel to carry out physical fitness activities, and actively organize radio exercises, recess exercises or other forms of physical fitness activities.

Trade unions, the Communist Youth League and women's federations shall, according to their respective characteristics, organize workers, teenagers and women to carry out physical fitness activities and sports competitions. ? Eleventh physical fitness activities should be scientific, civilized and healthy.

Newspapers, radio, television, internet and other media should publicize scientific, civilized and healthy sports fitness items and methods, and publish and broadcast public welfare sports fitness content.

It is forbidden to use sports activities to engage in cults, superstitions, gangs, gambling, pornography and other activities that violate the law or endanger the physical and mental health of the people. ? Twelfth people's governments at or above the county level shall, in accordance with the provisions of the state on the land quota for urban public sports facilities, incorporate the construction of urban public sports facilities into the urban construction planning and the overall land use planning, and make rational layout and unified arrangements.

The construction of public sports facilities shall conform to the technical indicators and standards stipulated by the state. The competent department of city planning administration shall solicit the opinions of the competent department of sports administration when examining and approving the planning and design scheme of public sports facilities. ? Thirteenth new residential areas, residential development and construction units shall, in accordance with the requirements of urban residential planning and design specifications, incorporate the construction of sports facilities into the construction plan, so as to achieve synchronous planning and simultaneous construction. If the planning and design scheme fails to reach the specified index, the planning administrative department shall not issue the construction project planning permit.

Small and diverse sports facilities should be gradually added to the completed communities and residential areas.

Township (town) people's governments shall plan and build sports facilities suitable for rural characteristics according to local conditions, and create conditions for rural sports activities. ? Fourteenth public sports facilities can be exempted or reduced from urban construction supporting fees and other related fees according to regulations, and land use can be allocated administratively. ? Fifteenth public sports facilities should be open to the public, and the daily opening hours should be announced to provide convenience for the masses to carry out sports activities.

Public sports facilities should be open free of charge within the specified time; Free opening is indeed difficult, after the approval of the price department at the same level, you can charge a certain fee, but not for profit. Paid public sports facilities should be free or preferential for children, students, the elderly and the disabled.
