Second, the work of safety in production should be people-oriented, establish the concept of safety development, adhere to the principle of safety first, prevention first and comprehensive management, adhere to the principle that the party and government share responsibility, one post and two responsibilities, grasp the responsibility of * * * together, and pursue responsibility for dereliction of duty, adhere to the principle that industry, business, production and operation must be in charge of safety, and who is in charge and who is responsible, improve the responsibility system for safety in production, and implement the main responsibility of production and business units. Third, the people's governments of cities and counties (districts) should strengthen their leadership over work safety, formulate and organize the implementation of work safety plans according to the national economic and social development plans, clarify the responsibilities of supervision and management of work safety of relevant departments, establish and improve the safety production guarantee system, implement the target responsibility system for work safety, the responsibility assessment system and the accident accountability system, and strengthen the supervision and inspection of relevant departments and people's governments at lower levels in implementing work safety.
The people's governments of cities and counties (districts) shall hold a meeting at least once every quarter to listen to the work report on production safety, analyze the situation of production safety in the local area, study and deploy major issues on production safety in the local area, and solve major issues on production safety in a timely manner. Four, the production and business operation entity is the main body of responsibility for production safety, should establish and improve the responsibility system for production safety, strengthen the responsibility for production safety, clear the responsible personnel, scope of responsibility, assessment standards and other contents of each post, improve the supervision and assessment mechanism, and form a responsibility system for production safety for all staff.
The main person in charge of the production and business operation entity shall perform the duties of production safety according to law and be fully responsible for the production safety of the entity.
The person in charge of production safety of the production and business operation entity is responsible for organizing the daily supervision and management of production safety and checking the performance of duties by the production safety management institution; Supervise the implementation of the overall responsibility system for production safety, production safety rules and regulations, technical standards and operating procedures; Supervise the implementation of safety education and training plan; Organize the implementation of safety production risk identification and assessment, management of major hazard sources, investigation and management of hidden dangers of accidents, and emergency treatment of production safety accidents.
Other persons in charge of production and business operation entities shall perform their duties of production safety according to their respective division of labor.
Production and business units should strengthen team building, strengthen post-centered safety production management, establish management systems such as safety disclosure for team and post personnel, set up team safety officers, and clarify the safety inspection responsibilities of each post personnel for the equipment, workplace, safety protection facilities and goods storage they are responsible for. 5. Production and business operation entities shall carry out dangerous operations such as blasting, excavation, hoisting, trial production of dangerous devices and equipment, hot work in dangerous places, work in high places, work in confined spaces, oil tank cleaning, temporary electricity consumption, painting, loading and unloading of dangerous goods, operation of major hazard sources, operation near oil and gas pipelines or high-voltage transmission lines, demolition of buildings and structures, and major maintenance, and perform the following duties:
(a) according to the hazard risk, formulate operation plans, safety precautions and emergency plans;
(two) to confirm that the field operation conditions meet the requirements of safe operation;
(three) to confirm that the qualifications of the operating unit, the qualifications of the operating personnel and the equipped labor protection articles meet the requirements of safe operation;
(four) equipped with corresponding safety facilities, take safety precautions, set up the safety area of the job site, and determine the unified command and supervision of the special person on site;
(5) Before dangerous operation, explain the dangerous factors, operation safety requirements and emergency measures to the operators, and sign them by both parties for confirmation;
(6) Take emergency measures, stop operation and evacuate personnel when finding an emergency that directly endangers personal safety.
Where a production and business operation entity entrusts other units with professional qualifications to carry out dangerous operations, it shall sign a safety production management agreement with the trustee before the operation, clarify their respective safety production responsibilities, and coordinate and manage the safety production work of the trustee in a unified way.
When engaging in dangerous operations, the operators shall obey the unified command and dispatch at the site and strictly abide by the operation plan, operation procedures and safety precautions. Six, the realty service enterprise shall regularly check the key parts and important facilities such as building roofs, external walls and their shelving and hanging objects in its service area, as well as roads, garages, manholes, septic tanks, fire protection, water supply, power supply, gas supply, heating, centralized charging, elevators, sports and fitness equipment, etc. Warn the hidden dangers of accidents found in the inspection and deal with them immediately; If it cannot be handled in time, warning signs should be set up, safety protection measures should be taken, and special supervision should be made clear; If a major accident is found, it shall also report to the town people's government or sub-district office where the property is located and the department responsible for the supervision and administration of production safety in a timely manner.
The realty service enterprise shall publicize the safety of customers and organize relevant personnel of the enterprise to conduct emergency drills.
