National fitness regulations
Chapter I General Provisions Article 1 These Regulations are formulated for the purpose of promoting the development of national fitness activities, safeguarding citizens' legitimate rights and interests in national fitness activities and improving citizens' physical fitness. Article 2 The local people's governments at or above the county level shall incorporate the national fitness program into the national economic and social development plan at the corresponding level, build public sports facilities in a planned way, increase investment in the construction of grassroots public sports facilities in rural and urban communities, and promote the balanced and coordinated development of the national fitness program.

The state supports, encourages and promotes the development of sports consumption and sports industry that are compatible with people's living standards. Article 3 The State promotes the construction of grass-roots cultural and sports organizations, and encourages mass sports organizations such as sports social organizations and sports private non-enterprise units to carry out national fitness activities. Article 4 Citizens have the right to participate in national fitness activities according to law.

Local people's governments at all levels shall protect citizens' right to participate in national fitness activities according to law. Fifth the State Council sports authorities are responsible for the national fitness work, and other relevant departments in the State Council are responsible for the relevant national fitness work within their respective functions and duties.

The competent department of physical education of the local people's government at or above the county level (hereinafter referred to as the physical education department) is responsible for the national fitness work within its administrative area, and other relevant departments of the local people's government at or above the county level are responsible for the relevant national fitness work within their respective functions and duties. Article 6 The State encourages donations and sponsorships to the cause of national fitness.

Natural persons, legal persons or other organizations that provide donations to the national fitness cause shall enjoy tax concessions according to law. Chapter II National Fitness Program Article 8 the State Council formulates a national fitness program, which specifies the objectives, tasks, measures and guarantees of national fitness work.

The local people's governments at or above the county level shall, according to the actual situation in their respective regions, formulate plans for the implementation of national fitness in their respective administrative regions.

Article 9 The State shall regularly monitor citizens' physical fitness and investigate the state of national fitness activities.

The investigation on the state of national fitness activities is organized and implemented by the sports authorities in the State Council. Local people's governments at or above the county level shall revise the implementation plan of national fitness according to the results of citizens' physical fitness monitoring and national fitness activities. Chapter III National Fitness Activities Article 12 August 8 every year is National Fitness Day. The people's governments at or above the county level and their relevant departments shall strengthen the publicity of national fitness on National Fitness Day.

State organs, enterprises, institutions and other organizations shall, in light of their own conditions, organize their own personnel to carry out national fitness activities on National Fitness Day.

The sports administrative department of the people's government at or above the county level shall organize free fitness guidance services on the National Fitness Day.

Public sports facilities should be open to the public free of charge on National Fitness Day; The state encourages other sports facilities to be open to the public free of charge on National Fitness Day. Thirteenth the State Council sports authorities should regularly hold national mass sports competitions; Other relevant departments and national social organizations in the State Council can hold corresponding national mass sports competitions as needed.

Local people's governments shall regularly hold mass sports competitions within their respective administrative areas. Article 14 The sports administrative department of the people's government at the county level shall organize and carry out national fitness activities suitable for rural productive labor and cultural life during traditional festivals and slack seasons.
