According to the current file management method, each county bureau should be equipped with a full-time file manager, but as far as I know, there are several county bureaus that are part-time file management for office secretaries. The office secretary has a lot of things to do, so she can't put more energy into file management, which leads to the department's filing is not in place. Moreover, most of the part-time archivists in county bureaus don't personally organize the archival materials formed every year, but invite archivists from other units to organize them centrally, which will undoubtedly bring trouble to the confidentiality and search of archives, and the high mobility of secretarial posts is not conducive to the sustainable development of archives management. Second, the knowledge structure of managers is unreasonable. The archivists of county bureaus are generally half-way monks, with little professional background and low degree of specialization in file management. However, the current file management not only requires managers to know some modern information knowledge and computer application technology, but also requires managers to be familiar with the professional knowledge of file management. However, at present, there is a serious mismatch between the education background and major of the file managers in grass-roots county bureaus, which leads to the nonstandard management of file arrangement, especially the incomplete index of file catalogue, which makes it impossible to find relevant files quickly when necessary and serve tobacco enterprises well. Third, modern management science is not universal. Moreover, in the tobacco archives management, the county bureau pays more attention to preservation than utilization, ignores the role of archives, and is unwilling or unaccustomed to providing services for tobacco management through archives, so as to improve work efficiency and reduce work costs, resulting in a large number of information resources being idle. In the information age, it has become a trend to realize the rational allocation, development and utilization of archival information and enjoy information resources to the maximum. It also puts forward higher requirements for tobacco file management. The existence of the above problems seriously restricts the improvement of tobacco file management level. The author tries to discuss from the following aspects: First, strengthen training and improve the professional quality of file managers. County Bureau should organize archivists to carry out professional training, and conduct targeted training for archivists in the relevant provisions of archives management, collection, collation and storage of documents, accounting, monopoly, infrastructure, audio-visual and physical archives, filing and collation of electronic documents, and development and utilization of archival information resources. Through training, they can fully realize the importance of archives in their work, enhance the sense of responsibility of enterprise archives managers, further improve their sense of service, safety and innovation, and lay a solid foundation for standardizing enterprise archives management and improving their professional quality and ability. The second is to strengthen the basic work of archives and realize the standardization and standardization of archives management. First, do a good job in document processing.
