Legal analysis: Peacock program refers to overseas high-level students studying abroad. Overseas high-level talents refer to overseas senior experts and returned overseas students in three fields: enterprise science and technology and innovation and entrepreneurship, scientific research and education and health, culture and art and sports. Overseas senior experts are divided into two categories: A and B, and returned overseas students are divided into three categories: A, B and C. In the Measures for the Identification of High-level Professionals in Shenzhen (Trial), Class A talents correspond to national leading talents, Class B talents correspond to local leading talents, and Class C talents correspond to reserve talents.

Legal basis: Measures for the Identification of High-level Professionals in Shenzhen (for Trial Implementation)

Article 5 High-level professionals are identified and produced from outstanding professionals who have worked in Shenzhen, started businesses or reached a working intention with their units. The identification of high-level professionals is not limited by nationality, household registration or region.

Article 6 High-level professionals shall meet the following conditions in addition to the conditions stipulated in the standards for the identification of high-level professionals: (1) Abiding by discipline and law. (two) with good professional ethics, rigorous scientific research style and the spirit of science, truth-seeking, unity and cooperation. (3) high-level professional and technical personnel. China-level leading talents should be under 60 years old (except academicians of the two academies), local leading talents should be under 55 years old, and reserve talents should be under 40 years old; High-skilled talents China family-level talents should be under 50 years old, local-level talents should be under 45 years old, and reserve-level talents should be under 40 years old. For those who have made outstanding contributions, the age conditions may be appropriately relaxed.
