The Notice of the National Development and Reform Commission on Printing and Distributing the Administrative Measures on Work-for-Relief (No.2632 of the Development and Reform Office [2019]) is a regulation issued to protect the legitimate rights and interests of enterprises and employees when enterprises withdraw from the market or stop production. The National Development and Reform Commission will include work-for-relief in the unemployment insurance coverage of local governments and enterprises to ensure labor security in the process of economic transformation. According to this method, enterprises can help employees who have lost their jobs to find jobs again by providing work-for-work relief to other enterprises. In addition, the Measures also clarify the procedures and principles that enterprises should abide by, such as openness, fairness, voluntary consultation and management according to law.
What is "work for relief"? Work-for-relief is a temporary relief measure, which is usually applied to the situation that unemployed workers can't enjoy other unemployment insurance subsidies, and enterprises provide jobs instead of directly giving unemployment subsidies.
The promulgation of the Administrative Measures for Work-for-Welfare issued by the National Development and Reform Commission has further protected the legitimate rights and interests of workers and promoted the steady transformation of enterprises and the stability of employment. Enterprises should actively fulfill their corresponding obligations in accordance with the prescribed procedures to provide better employment opportunities for employees.
