Aerospace science and technology realized that the burden reduction work is a concrete action to implement the major deployment of the CPC Central Committee and the State Council on deepening the reform of state-owned enterprises, a concrete measure to promote the supply-side structural reform, promote the slimming and fitness of central enterprises, and improve quality and efficiency. It is an important political task and a major reform task. Aerospace science and technology must stress politics, take the overall situation into account, abide by the rules, unify thoughts and actions with the major decision-making arrangements of the CPC Central Committee and the State Council, enhance the sense of responsibility, mission and urgency in promoting the reduction work, and grasp it comprehensively, forcefully and thoroughly. Although good results have been achieved in the pre-cleaning and rectification of enterprises, the problem of "scattered small and weak" is still outstanding, and it is urgent to speed up structural adjustment. Decompression is the inherent need of the development and reform of space science and technology. We must firmly grasp the policy window, make solid and in-depth progress, and promote enterprises to accelerate transformation and upgrading and achieve high-quality development.
Second, improve the work system and carefully organize and promote it.
The first is to strengthen organizational leadership. A decompression leading group headed by party secretary and chairman was set up to lead and promote decompression work. All directly affiliated units at all levels shall set up corresponding leading groups and working institutions to be responsible for specific organization and implementation. The leading group directly studies the reduction work plan, directly organizes and coordinates the task list and work plan, directly mobilizes the deployment, directly urges the progress and directly promotes the reduction work.
The second is to strengthen the top-level design. Organize affiliated enterprises to carefully sort out their development strategies, comprehensively sort out and systematically plan according to the advanced level and competitiveness standards of the industry, study and formulate eight work measures, such as intensifying the cleanup of non-main businesses and "scattered small and weak" enterprises, vigorously promoting the integration of internal resources, strictly controlling the addition of new legal persons, optimizing the organizational structure of enterprises, accelerating the construction of smart enterprises, and improving the level of supervision and control, and sort out the list of 245 enterprises that have been compressed.
The third is to strengthen the assessment constraints. The reduction work is included in the "military order" task, and the annual reduction special assessment score is deducted for units that have completed the reduction less than the number of tasks assigned 1; For the units with less than 1 or more assigned tasks that have completed the burden reduction task, the annual business performance assessment will be downgraded; Units that have overfulfilled their tasks will be given extra points in the annual assessment.
Decompression is characterized by tight working hours, heavy tasks, many clues, strong policies and many intertwined problems. To complete the task of reducing blood pressure within the specified time, we must adhere to the policy of enterprises and achieve "five implementations":
The first is to implement the reduction method. Organize all enterprises to reduce "one enterprise, one policy", and specify eight specific reduction methods, such as liquidation cancellation, absorption and merger, capital reduction, capital increase by original shareholders, transformation of subsidiaries into branches, property right transfer, capital increase by external shareholders and bankruptcy.
The second is to implement the work plan. According to different ways, define 4-8 iconic control nodes, set standard operation time, and implement relevant responsibilities to units and people to ensure the strict implementation of the work plan.
The third is to implement the coordination mechanism. The system of weekly report and monthly meeting has been established, and relevant secondary units report weekly work reports signed and approved by main leaders, and timely report and coordinate specific problems in the decompression process. The leaders of the group company hold regular meetings every month to check and supervise the progress of the work and coordinate and solve major problems. The headquarters will establish a green channel, and the documents will be processed at any time, and will not be processed all night.
The fourth is to implement the acceptance criteria. The acceptance of depressurization must obtain the certificate of industrial and commercial change or cancellation, the certificate of property right transaction or the notice of court judgment to ensure that the depressurization work is implemented.
The fifth is to implement the responsibility of maintaining stability. Adhere to the research and deployment, inspection and implementation of stability work and reform work, scientifically identify, evaluate, respond to and control stability risks, and ensure smooth and orderly pressure reduction work.
