On July 12, the General Office of the State Council agreed and published the Work Plan of the National Development and Reform Commission on Vigorously Implementing Key Projects to Promote Employment and Income Increase of Local People (hereinafter referred to as the Work Plan).

The "Work Plan" pointed out that vigorously implementing work-for-relief in key projects is not only an important measure to promote effective investment, stabilize employment and protect people's livelihood, stimulate county consumption and stabilize the economic market, but also an effective means to promote people to enjoy the fruits of reform and development and improve the quality of workers.

The "Work Plan" proposes to promote the implementation of key government investment projects. When planning and implementing key projects invested by the government, all regions and departments should follow the principle of "using the right place and using the right place", and help local people find jobs nearby by implementing "work for relief" to increase employment and income as much as possible.

The "Work Plan" makes it clear that the field of work-for-relief construction and the implementation of key projects should cover transportation, water conservancy, energy, agriculture and rural areas, urban construction, ecological environment and post-disaster recovery and reconstruction.

Implementing work-for-relief in seven major areas

The "Work Plan" proposes to promote the implementation of key government investment projects. When planning and implementing key projects invested by the government, all regions and departments should follow the principle of "using the right place and using the right place", and help local people find jobs nearby by implementing "work for relief" to increase employment and income as much as possible.

At the same time, the "Work Plan" proposes that key projects that encourage non-government investment actively expand employment capacity through work instead of relief.

The "Work Plan" defines the construction areas and the scope of key projects for the implementation of work-based relief. Specifically:

In the field of transportation, it mainly includes: high-speed railway, general-speed railway, intercity and urban (suburban) railway, urban rail transit, expressway, border roads, ports and shipping facilities, airports, comprehensive transportation and logistics hubs, etc.

In the field of water conservancy, it mainly includes: reservoir construction, new construction and supporting transformation of large and medium-sized irrigation areas, river flood control and so on.

In the field of energy, it mainly includes: electricity, oil and gas pipelines, renewable energy and so on.

In the field of agriculture and rural areas, it mainly includes: high-standard farmland, modern agricultural industrial park and other industrial infrastructure, improvement of rural living environment, and agricultural non-point source pollution control.

In the field of urban construction, it mainly includes: urban renewal, urban underground common ditch, urban drainage and waterlogging prevention, urban gas pipeline aging transformation, affordable housing, advantages and disadvantages of county towns, supporting infrastructure of industrial parks, urban sewage and garbage treatment facilities, education, health, culture, sports and tourism services.

In the field of ecological environment, it mainly includes: afforestation, desertification land control, degraded grassland control, comprehensive control of soil erosion and rocky desertification, protection and restoration of rivers and lakes wetlands, accurate improvement of forest quality, and water ecological restoration.

In the field of post-disaster recovery and reconstruction, it mainly includes: infrastructure recovery and reinforcement, production conditions recovery, living environment recovery and so on.

Increase the payment scale of labor remuneration as much as possible.

The Work Plan puts forward four key tasks, namely: forming an annual list of key poverty alleviation projects; County-level organizations mobilize local people to participate; Do a good job in training migrant workers accurately; Pay labor remuneration in full and on time.

In terms of forming an annual list, the work plan proposes that relevant departments should, in conjunction with the development and reform departments, list key projects at the national level that are suitable for work-based relief according to national medium-and long-term development plans and special plans, and comprehensively consider the characteristics of engineering projects and the work needs of local people to form annual lists of projects in different fields, so as to guide local governments to establish lists of projects that are suitable for work-based relief and implement dynamic management.

The Work Plan requires that all regions and departments should focus on the construction tasks and employment links suitable for manual and labor-intensive construction in key projects to be started in 2022, and pay close attention to organizing and implementing the work-for-relief program.

In terms of organizing and mobilizing the masses to participate, the work plan proposes that the owners and construction units of key projects should specify the positions, quantity, time and labor skills requirements that can be provided in the county where the project is located, and inform the relevant county-level people's governments of the employment plan.

The people's government at the county level where the project is located shall establish a labor communication and coordination mechanism with the owner and the construction unit, carry out policy propaganda and a thorough investigation of the labor situation in a timely manner, organize and mobilize the local rural labor force, urban low-income population and groups with employment difficulties to participate in the work, give priority to absorbing returning migrant workers, get rid of poverty and become rich, and prevent the monitored objects from returning to poverty.

In the training of migrant workers, the work plan proposes to carry out labor skills training and safety production training in a targeted manner, relying on the implementation of special investment projects for work-for-poverty relief, and cultivate skilled labor in advance for key projects.

In terms of timely and full payment of labor remuneration, the work plan requires that the relevant local people's governments should urge the project construction unit to expand the number of jobs for work instead of relief as much as possible, reasonably determine the remuneration standard for work instead of relief, and increase the scale of payment of labor remuneration as much as possible.

The Work Plan also requires that the construction unit should establish a unified and standardized employment roster and labor remuneration payment ledger, and send them to relevant departments at the county level for filing. Resolutely put an end to default, deduction and fraud in the payment of labor remuneration.

Expand the scale of work-for-relief investment and increase financing support.

The "Work Plan" emphasizes that the preliminary work of the project should be clear about the requirements of work instead of relief; The responsibility of all parties should be compacted in the project construction; Strengthen the supervision of the whole chain in all fields before and after the event.

In order to ensure the implementation of the policy, the work plan proposes to increase investment. We will expand the scale of work-for-relief investment and implement a number of investment projects in the central budget for the construction of supporting facilities for key projects. The proportion of labor remuneration will increase from the original 15% to more than 30%, and it will be raised as much as possible.

The "Work Plan" also proposes to encourage various financial institutions to increase financing support for the implementation of work-for-relief projects according to laws and regulations. Guide private enterprises, social organizations and other social forces to organize and implement public welfare projects in the form of work-for-relief.

In addition, the "Work Plan" clarifies that relevant departments should include the effectiveness of work-for-relief work in key projects in this field into the existing relevant assessment scope. Where the supervision work is active and effective, we will give preferential support by arranging special investment for work relief.
