On February 7th, 2022, at 65438, the Comprehensive Group of Joint Prevention and Control Mechanism of the State Council issued the Notice on Further Optimizing and Implementing the Prevention and Control Measures of COVID-19 Epidemic. The Shanghai Municipal Party Committee and Municipal Government attached great importance to it, immediately organized special research and quickly deployed and implemented it. On the afternoon of the 7th, the city's conference on epidemic prevention and control put forward clear requirements on scientifically and accurately implementing 10 measures, further optimizing epidemic prevention and control, and better coordinating epidemic prevention and control with economic and social development. The Municipal Prevention and Control Office will take the lead in working with relevant departments to refine and decompose one by one according to national requirements, and effectively and orderly implement various optimization measures.

The first is about scientifically and accurately dividing risk areas. At present, the city has designated high-risk areas according to buildings, units, floors and households, and it is required not to expand to communities, streets, towns and other areas at will, not to adopt various forms of temporary closure, and not to adopt "silent" management at will. Scientifically determine the risk areas, minimize the number of people under control, and do not delimit high-risk areas without community communication risks.

The second is about further optimizing nucleic acid detection. The city has made it clear that it will no longer carry out full-time nucleic acid testing by administrative region. Except for employees in high-risk positions and high-risk areas, other personnel are willing to check in principle; If there is no record of nucleic acid detection within 7 days, no yellow code will be given. From 65438+February 8, this city will no longer implement "landing inspection", "three inspections in three days" and "four inspections in five days" for those who come to Shanghai and return to Shanghai; Those who come to Shanghai and return to Shanghai within 5 days are no longer marked with "within 5 days after coming to Shanghai" and "place code", and access to relevant public places is no longer restricted. We have optimized and adjusted epidemic prevention requirements in some places. Except for places with special epidemic prevention requirements such as old-age care institutions, child welfare institutions, medical institutions, schools (including kindergartens), closed entertainment places and catering service places will no longer check the negative certificate of nucleic acid test from 9: 00 on February 9. The city will continue to retain normalized nucleic acid testing sampling points and provide free testing services.

The third is about the optimization and adjustment of isolation mode. For close contacts, the city has made it clear that from February 8, 65438, those who meet the conditions of home isolation will be adjusted from "5-day centralized isolation +3-day home isolation" to "5-day home isolation", or they can choose centralized isolation voluntarily. From February 9, 65438, asymptomatic infected persons and mild cases with home isolation conditions in this city can choose home isolation or voluntary centralized isolation for treatment. We have asked all districts and units to strengthen the life, medical care, medication and other services for people who are isolated at home, respond to the concerns of the masses in a timely manner, and solve practical difficulties.
