Third, in July 2009, according to the provisions of the "Deepening the Reform Plan of the Non-commissioned Officer System" issued in the same period, the whole army and the Armed Police Force fully implemented the new non-commissioned officer system. The rank of non-commissioned officers was adjusted from level 6 to level 7. They are junior noncommissioned officers, intermediate noncommissioned officers and senior noncommissioned officers.
