Legal Analysis: The first special emergency management law in China is the People's Republic of China (PRC) Emergency Response Law, which was adopted by the 29th meeting of the 10th NPC Standing Committee in People's Republic of China (PRC) on August 30th, 2007 and came into force on June 30th, 2007.

Article 1 This Law is formulated in order to prevent and reduce the occurrence of emergencies, control, mitigate and eliminate the serious social harm caused by emergencies, standardize emergency response activities, protect people's lives and property, and safeguard national security, public security, environmental security and social order.

Article 17 The State shall establish and improve the emergency plan system for emergencies.

The State Council formulated the national overall emergency plan and organized the formulation of the national special emergency plan; The relevant departments of the State Council formulated the emergency plan of the national emergency department according to their respective responsibilities and relevant emergency plans of the State Council.

Local people's governments at all levels and relevant departments of local people's governments at or above the county level shall formulate corresponding emergency plans in accordance with relevant laws, regulations and rules, the emergency plans of the people's governments at higher levels and their relevant departments, and in combination with the actual situation in the region.

The emergency plan-making organ shall revise the emergency plan in a timely manner according to the actual needs and changes in the situation. Procedures for the formulation and revision of emergency plans shall be stipulated by the State Council.

Article 37 the State Council shall establish a unified national emergency information system.

The local people's governments at or above the county level shall establish or determine a unified emergency information system in their own areas, collect, store, analyze and transmit emergency information, realize the interconnection with the emergency information systems of the people's governments at higher levels and their relevant departments, the people's governments at lower levels and their relevant departments, professional institutions and monitoring outlets, and strengthen cross-departmental and cross-regional information exchange and intelligence cooperation.

Article 48 After an emergency occurs, the people's government that performs unified leadership duties or organizes the handling of emergencies shall immediately organize relevant departments, mobilize emergency rescue teams and social forces according to the nature, characteristics and degree of harm of emergencies, and take emergency measures in accordance with the provisions of this chapter and relevant laws, regulations and rules.
