First, the development of water ecological civilization construction
(A) "Three Guarantees"
1. Accelerate the construction of flood control safety projects. First, all dangerous reservoirs in the county have basically completed the reinforcement. At present, the last two small reservoirs are being implemented, and the 1 medium-sized reservoirs have been started for reinforcement and continued construction, and the key dangerous reservoirs have been completely rectified;
Second, a number of five river regulation and flood control projects for small and medium-sized rivers have been implemented. At present, there are 6 five-river regulation projects and 3 small and medium-sized river regulation projects under implementation, and 23 kilometers of flood levees have been built.
2. Promote the construction of water supply safety projects. First, the construction of standby water source is carried out, and a water intake is set in Donggushui to divert water into the second water plant in Anfu County as an emergency standby water source. The project is currently under construction and is expected to be completed in 2020;
The second is to carry out the construction of standard water sources. At present, the drinking water sources of the second waterworks in Anfu County and the waterworks in industrial parks have reached the standard.
Thirdly, four key medium-sized irrigation areas were transformed with high efficiency and water saving, with 74 channels1km and 226 canal system buildings, which improved the water utilization coefficient of canal system and improved the agricultural water use conditions of irrigation areas.
3. Implement ecological safety engineering construction. First, intensify the comprehensive control of soil erosion, implement six ecological clean small watershed comprehensive control projects, create seven provincial-level water ecological civilization villages and two water ecological civilization towns, and create clean small watersheds and water ecological civilization villages integrating ecology, sightseeing and tourism;
Second, strengthen the prevention, supervision and law enforcement inspection of soil and water conservation in production and construction projects, and curb the behavior of human activities causing soil erosion and destroying water ecological civilization;
The third is to implement the efficiency and expansion of rural hydropower and the standardization of water conservancy projects, and build ecological, green and safe water conservancy and hydropower projects;
Clean up and rectify small hydropower stations and strengthen the supervision of ecological flow.
(B) "six management" aspects
4. Strengthen the red line management of water resources. First, strictly implement total water consumption control and water use efficiency control, formulate clear annual water use plans for water users, and establish corresponding supervision systems;
Establish a red line for water use efficiency control, formulate an index system for water use efficiency control, and resolutely curb water waste and ineffective water use;
Second, strict development and utilization of water resources, strict implementation of water intake permit, water resources demonstration, water intake and water saving, and planned water use assessment system. , and the comprehensive collection of water resources fees;
Third, do a good job in water quality monitoring of water functional areas and water sources, and strive to protect the water environment. In 20 19, the total water consumption in our county was 249 million m3, and the water consumption for industrial added value of 10,000 yuan was 34m3/ 10,000 yuan. Compared with 20 15, the water consumption per ten thousand yuan of industrial added value decreased by 38.2%. The water consumption per ten thousand yuan gdp is 1.49 m3/ ten thousand yuan, which is 32.3% lower than that of 20 15, and the effective utilization coefficient of agricultural irrigation water reaches 0.5 15, all of which meet the requirements of "three red lines".
5. Strengthen the management of rivers and lakes. First, the system of the length of rivers and lakes has been fully implemented, from the full establishment to the full play, and various rectification actions have been carried out, such as the "four clean-ups" of rivers and lakes, the Qinghe action, the special rectification of the ecological environment in the land-water basin, the construction of the most beautiful coastline, and the construction of the ecological land-water basin, which have solved more than 200 ecological problems affecting rivers and lakes;
Second, vigorously carry out the improvement of reservoir water environment, ban cage culture and fat water fish farming, clean up the garbage in the reservoir area, and do a good job in water purification. More than 95% of the reservoirs in the county are farmed, basically achieving the goal of returning a reservoir of clear water to the people;
The third is to severely crack down on illegal sand mining, and hold a deployment meeting of nine departments, including water conservancy, public security and procuratorate, to jointly rectify illegal sand mining, forming a pattern of "government-led, water conservancy-led, departmental linkage, and joint management." Since the beginning of this year, a total of illegal sand mining cases 12 have been investigated and dealt with, which has maintained the stability of rivers and lakes ecology and river regime.
6. Strengthen the management of water conservancy construction. Since 20 16, our county has included the construction of water ecological civilization in the planning and construction plan in the early planning and design of rural water conservancy, water source engineering, river and lake management, soil and water conservation and other projects, and has budgeted special funds. In the examination and approval of the project scheme, optimize the engineering design scheme to minimize the adverse impact of the project construction on the ecological environment. In 2065438+2008, two epc (general contracting system) water conservancy projects were implemented, namely, the small dike project in Zhangzhuang section of Donggushui in Anfu County and the small dike project in Taishan section of Taishan Mountain, with a total investment of 28.55 million yuan. All water conservancy projects in our county and supervision bidding all implement electronic bidding. During the construction of the main project, the management of construction and supervision enterprises has been strengthened, and the performance contract evaluation of water conservancy construction projects has been strictly implemented, forming a market supervision mechanism of "one place is broken and everywhere is limited" for untrustworthy enterprises.
7. Strengthen the management of water conservancy projects. In 20 17, all five large and medium-sized reservoirs in our county set up management units with independent legal personality to perform management responsibilities. According to the administrative attribute and ownership, the management subject and responsible person of small-scale water conservancy projects are defined, which are publicized on the website of Anfu County People's Government and subject to social supervision. Strict implementation of water conservancy project operation management rules and regulations, all reservoirs in the county have implemented special personnel to be responsible for daily inspections, and established special ledgers and inspection and maintenance records to ensure the clean appearance of the dam.
8. Strengthen water-saving management. First, speed up the construction of a water-saving society. In 20 19, our county successfully established a water-saving society through provincial acceptance, and achieved certain results in saving water in agriculture, industry and life, and the awareness of saving water in the whole society was enhanced, which provided a guarantee for the construction of ecological civilization;
The second is to strengthen agricultural water-saving management. Since the implementation of the 20 17 high-standard farmland construction project, our county has completed the efficient water-saving area of150,000 mu, and completed the installation of water pipelines of about 18 km. By using pipeline irrigation, the infrastructure conditions of farmland water conservancy are effectively improved, the utilization rate of water resources is improved, and the contradiction between supply and demand of water resources is alleviated. At the same time, water-saving measures such as pipeline water delivery, sprinkler irrigation and micro-irrigation were promoted and developed according to local conditions, and a number of water-saving demonstration projects such as Cologne Agricultural Development Demonstration Park in Anfu County, Blueberry Base in Zhou Hu, Pingdu Vegetable Base and Pengshan Village in Yangmen were built.
The third is to strengthen industrial water-saving management. Focusing on industrial water saving, our county has continuously increased the promotion of water-saving equipment, appliances and sewage treatment equipment. Carry out industrial water-saving technology demonstration projects, increase the technological transformation of water-saving industries and water-using enterprises, and give priority to supporting industrial water-saving technology innovation and promotion projects. In recent years, in terms of industrial water saving, our county has mainly promoted the establishment of water-saving enterprises in key water-using industries (all food industries), and five water-saving enterprises have been built in the county 12 key water-using enterprises in food industries;
The fourth is to strengthen water conservation in urban life. There are 7/kloc-0 public institutions at the county level, all of which are water-saving units of public institutions, and four water-saving communities have been built. In 20 19, our bureau successfully established a water-saving organ in the water conservancy industry through water-saving transformation.
9. Strengthen emergency monitoring and management. Accelerate the monitoring, early warning and forecasting of floods and droughts and the building of emergency response capacity. In 20 16, 29 automatic monitoring stations for water level and rainfall of key small (2) reservoirs were built, 45 automatic monitoring stations for simple river water level were built in 20 17, and 3 automatic monitoring stations for simple rainfall in rural primary and secondary schools were built 13. 20 1 1 small (1) automatic monitoring stations for water level and rainfall of reservoirs were upgraded, and 46 automatic monitoring stations for water level and rainfall of general small (2) reservoirs were built in 20 19.
"Five major reforms"
10. Promote the work of "river length system". First, the organizational system has been fully established. The county * * * has determined 7 county-level river lengths, 19 township river lengths, 256 village-level river lengths and 66 1 reservoir length. The river length system is fully implemented in the inner river reservoirs (including rivers, ditches and streams) in the county, and the last mile of the river length system has been opened. Counties and townships have set up offices to undertake the daily work of the river length system. At the same time, nine lawyers were appointed as county chief river chief, county deputy chief river chief and county river chief legal commissioner, providing scientific reference for river chief to perform his duties. The county party committee and the government issued the "Implementation Plan for Fully Implementing the Lake Length System in Anfu County", which included five large and medium-sized reservoirs such as Wugong Lake into the scope of the lake length system, and the river length system covered all waters in the county.
Second, all supporting systems have been introduced. Six systems, including county-level meeting system, information work system, work supervision system, assessment accountability system, work supervision system and acceptance system, have been established and improved, and a supporting system for river patrol by river captains and custodians has been introduced in combination with the actual situation. Innovate the assessment mechanism and incorporate the river length system into the comprehensive assessment system for the scientific development of towns and villages in the county. The performance of duties by the river chief is an important part of the annual assessment and debriefing of leading cadres. Established a geographic information platform for rivers and lakes and a mobile app for Hechangtong, installed river monitoring facilities, and actively explored "smart river chiefs".
1 1. Deepen the reform of water conservancy project management system. In 20 18, our county completed the management system reform of small-scale water conservancy projects, and all the 1357 small-scale water conservancy projects included in the reform scope were registered and issued with property rights certificates, including 90 small reservoirs, 7 dikes with an area of over 1,000 mu, 546 small-scale hydropower stations 10, 96 rural drinking water safety projects and 66 mountain ponds. All small water conservancy projects have fully implemented the main body of responsibility and management funds.
Second, the existing problems and deficiencies
Our county has accelerated the construction of water ecological civilization, but there are also some difficulties and problems that cannot be ignored.
First, the whole society lacks understanding of the construction of water ecological civilization. Some cadres and the masses unilaterally believe that the construction of water conservancy facilities is the construction of water ecological civilization, and their ideology is still at the level of simple flood control and flood fighting, increasing grain production and income, and their understanding of the internal relations and coexistence of water resources, water environment, water safety and water culture is still unclear.
Second, there is a lack of long-term planning and funds. For example, the construction of small and medium-sized rivers, comprehensive improvement of river basin ecology, rural drinking water safety projects, etc., are limited to capital construction in planning and design, lacking follow-up planning and fund preparation, and it is often difficult to keep up with the later maintenance, so it is difficult to achieve the goal of comprehensively improving water environment and improving water ecology.
Third, the situation of water pollution prevention and control is not optimistic. Rivers, tributaries and pits distributed in rural areas should have played an important role in improving the surrounding ecological environment, but the problems such as direct discharge of domestic sewage and dumping of domestic and construction waste into rivers have not been completely improved, and agricultural non-point source pesticides and fertilizers have caused certain pollution to surface water and groundwater. In addition, some small reservoirs are polluted by livestock manure or feed fish, and the water quality is still in class V or worse, so it is difficult to meet the standards for a while.
Fourth, the waste of water resources is still serious. Agriculture is a big water user. Compared with the total water consumption of our county in 20 18 years, the agricultural water consumption accounts for 77% of the total water consumption. Agricultural water shortage and extensive water use coexist, and the utilization rate of irrigation water in farmland is only about 50%, so there is a huge space for agricultural water saving. Meanwhile, schools, families, industries, etc. Waste a lot of water resources, lack of effective publicity on water conservation, and strengthen the propaganda atmosphere of water ecological civilization construction.
Fifth, the mechanism of water ecological civilization construction is not perfect. For example, the ecological compensation mechanism has not yet been established, and the financing channels and subjects of ecological compensation are single, mainly relying on government transfer payments and special funds. Resource mining enterprises have insufficient investment in soil and water conservation and restoration of quarrying and sand mining, and lack due punishment for the destruction of water ecological environment. Individuals or enterprises destroy water ecological environment, and the government pays the bill, which is serious.
Three. Work arrangement and next step plan for next year
In accordance with the general tone of water conservancy reform and development of "water conservancy projects make up the shortcomings and the water conservancy industry is strongly supervised", we will continue to take the construction of water ecological civilization as the guide and promote the construction, management and reform of ecological water conservancy.
First, accelerate the construction of ecological water conservancy projects. Highlight the shortcomings of rural water conservancy projects and actively plan and accelerate the construction of a number of ecological water conservancy projects. Complete reservoir reinforcement, five river regulation and flood control projects and small and medium-sized river regulation projects;
Actively declare a number of flood control projects, strive to solve the outstanding problems of flood control in towns and villages, and reach the planned flood control standards. Implement the construction of drinking water projects and actively promote the integration of urban and rural water supply. Vigorously promote the construction of irrigation areas, on the basis of the existing water-saving supporting transformation of irrigation areas, plan the continuous construction supporting and water-saving transformation of Wugongshan Irrigation Area in Anfu County, and solve the long-standing problems of aging channels and low efficiency of agricultural water use.
The second is to strengthen the comprehensive prevention and control of soil erosion. Actively carry out the construction of ecologically clean small watersheds, and strictly investigate the behavior of "building without approval" and "putting water and soil conservation facilities into operation without acceptance" in production and construction projects. Carry out the independent creation of water ecological civilized villages, strengthen the renovation of rural water ecosystem and improve the rural living environment;
Strengthen the dredging and renovation of rural rivers and lakes, and strive to build a smooth network system of rivers and lakes.
The third is to improve the supervision ability of rivers and lakes. Promote the system of river length and lake length to be more "practical", further strengthen organizational leadership, conscientiously implement the "Regulations on Implementing the System of River Length and Lake Length in Jiangxi Province", and promote river length at all levels to perform their duties;
Focusing on the "Qinghe Action", the special rectification of the ecological environment in the Lushui River basin and the "four chaos", we will promote the rectification of ecological environment problems affecting rivers and lakes. Promote the normal management of rivers and lakes and do a good job in the demarcation of rivers and lakes;
Strengthen the management of river-related construction projects. Strictly control illegal sand mining and promote the standardized operation of state-owned sand and gravel companies.
The fourth is to strengthen the supervision and management of water resources. Promote water-saving construction in counties and establish water-saving units, enterprises, communities and schools. Accelerate the comprehensive reform of agricultural water price and promote agricultural water saving. Implement the strictest water resources management system, strengthen the management of water intake permit, and focus on solving the problems of unlicensed water intake and inadequate collection of water resources fees. Accelerate the clean-up and rectification of small hydropower, carry out the construction of green small hydropower, implement "one station, one policy", and focus on solving the problems of ecological flow and cut-off rivers and lakes.
The fifth is to improve the ability to control water according to law. Promote the supervision and law enforcement of rivers and lakes, strengthen the law enforcement of water administration, and severely crack down on all kinds of behaviors that destroy water ecology and water environment;
Strengthen joint law enforcement, with the help of the power of the ecological inspection office, increase horizontal linkage with the procuratorate, public security organs and other industries, and give full play to the joint force of law enforcement.
