In PS, any material is reduced in the same way by loading a non-selection transformation. The specific operation is:

1. Use the rectangle tool to load the material into the selection, as shown in the following figure:

2. Right-click Select-Free Transform and point the mouse at the selected corner. When the cursor shows a two-way arrow, hold down the shift+alt key to pull the selection and reduce the material, as shown in the figure below:
