The road administration reform is an embarrassing existence in this institutional reform. Because road officials prefer to say that they only undertake the administrative law enforcement function of transportation.

The reason is that the classification reform of public institutions, the original administrative functions undertaken by public institutions are assigned to the organs of the Transportation Bureau, and public institutions no longer participate in public affairs. However, although the comprehensive administrative law enforcement department is clearly a public welfare institution, it is also clear that it will continue to participate in public management and may become an administrative law enforcement civil servant in the future. On the one hand, they will be diverted to pure institutions and lose their administrative functions, and they will also lose their status and treatment in the future, corresponding to their current positions and become pure institutions; On the one hand, it is diverted to administrative law enforcement units, continues to undertake administrative law enforcement functions, and continues to refer to civil service law management. It is possible to straighten out the mechanism and become an administrative law enforcement civil servant in the future. The treatment and future of the two are completely different. Of course, road officials are more willing to only undertake administrative law enforcement functions, and are more willing to classify themselves as law enforcement officers. According to the provincial-level transportation law enforcement reform plan that has been implemented in this province, the administrative law enforcement functions such as transportation management and highways will be integrated, and a comprehensive transportation law enforcement brigade based on the county will be established. Instead of setting up a provincial comprehensive administrative law enforcement agency, a law enforcement supervision class is set up with an office. The city level is integrated with the municipal districts, and a comprehensive law enforcement agency at the deputy division level is established. At the township level, a comprehensive law enforcement agency was established in conjunction with industry and commerce, justice, health and epidemic prevention, and a team was responsible for law enforcement. According to this plan, all provincial highway and traffic law enforcement bureaus were abolished, and the expressway Law Enforcement Brigade, which was managed vertically, was re-established. Almost all the previously dispersed law enforcement agencies, personnel and personnel at the provincial level were integrated into this expressway law enforcement brigade, and only more than 30 personnel were assigned to other institutions in need. This expressway law enforcement brigade has a bloated organization, complex personnel status and a huge team, but its functions are very single. This is certain and temporary. In the future, we will continue to slim down with the end of the transition period of institutional reform, and reduce the personnel and establishment opposite to its functions in accordance with the functions and standards stipulated in the "three-set plan". A comprehensive law enforcement brigade for transportation at the city and county levels has also been established, with the municipal level as the deputy division level and the county level as the deputy division level. The top leaders are all directors of the Transportation Bureau, and there are several deputy-level and deputy-level captains to undertake specific law enforcement work. At present, the Transportation Management Bureau, the highway section and the road administration brigade are gradually integrated into a newly established comprehensive law enforcement brigade. Where the original vertical management organization has been decentralized, the organization has been revoked and the traffic has been transferred to the local area. The staffing has also been unified and integrated into the local area, which is used for resettlement. At present, this work is in progress, the plan has been decided, the functions have been decided, and the institutions have also cancelled the transfer of two copies. Those who enter the law enforcement team in the future must have the status of participating in public affairs and the qualification of law enforcement. Moreover, the capacity of the county-level law enforcement team is limited. It is obviously unrealistic to transfer all of them to law enforcement agencies and continue to participate in public services. However, it is very contradictory and difficult to divert them to other institutions. Therefore, at present, local governments can only passively undertake, mechanically transfer, and slowly digest later. The reform of township institutions has not yet begun. At present, it is only piloted in some areas, but it will soon be in place at the end of this year or the first half of next year. It is also an established plan to have a team to manage law enforcement, and traffic is no exception. However, the problem at the township level is not big, and it is not difficult to integrate. The function of highway maintenance, which was originally scattered in the institutions under the Transportation Bureau, has been clearly replaced by socialized services and government-purchased services. In the reform of institutional classification, it is no longer possible to set up institutions that undertake such functions. This reform has been advancing, and finally it is time to say "goodbye" completely.
