In terms of moderately adjusting the housing purchase restriction policy, the Notice proposes to suspend the implementation of the housing purchase restriction policy according to the relevant national real estate policies and the actual supply and demand situation in Xingyang real estate market. This means that Xingyang became the first county and city to explicitly suspend the purchase restriction after Zhengzhou proposed to moderately adjust the purchase restriction area.

In attracting all kinds of talents to live and work in peace and contentment, the notice clearly states that eligible young talents, such as full-time doctoral students, master students, undergraduate graduates (technicians and technicians in technical colleges) and junior college graduates (excluding technical secondary schools), will be given housing subsidies of 654.38 million yuan, 50,000 yuan, 20,000 yuan and 654.38+/kloc-0.0 million yuan respectively. In the implementation of differentiated housing credit policy, the Notice also mentioned that the down payment ratio of the first set of housing can be reduced to 20% at the minimum. If the purchaser settles the first home loan, the down payment ratio of the second home will be reduced to 30%; If the first home loan is not settled, the down payment ratio of the second home will be reduced to 40%.

In addition, optimize the provident fund loan policy. Cancel the "individual housing provident fund withdrawal and loans can only choose one" provision. Support "one person buying a house to help the whole family". If the buyer purchases a newly-built commercial house within the administrative area of Xingyang City, he can withdraw the balance in his parents' or children's housing provident fund account (the balance of his spouse's provident fund can be withdrawn before applying for provident fund loan), and the total withdrawal amount shall not exceed the total purchase price.

"Notice" also mentioned that the implementation of housing deed tax subsidies.
