17 years old is not too late. The national standard does not require the body as high as the national dance, but the better the flexibility and coordination, the more beautiful the movements. And these can be practiced, as long as you are willing to endure hardships (the national standard itself is sports dance, which is very tiring, not to mention practicing flexibility), it is still no problem.

It doesn't matter if there is no foundation. The university has just started to learn, and the major has not been enrolled. I just joined the national standard group of our school. After studying for a year or two, you can compete in colleges and universities in the city. Almost all the students in our group have zero basic knowledge, and many dances are very good. Some of my brothers and sisters also won the top three in the national competition. This is enough to show that the foundation is not a problem. The most important thing is the love and persistence of dance. Of course, some understanding will progress faster.

If you want to study for seven years, you should miss by going up one flight of stairs, right? There is no problem in finding a good teacher. In addition, a good partner is also very important. If your partner is better than you, he/she can make rapid progress with you. It doesn't matter that it is difficult to find a skilled partner with zero foundation. Their progress is more tacit and their styles are closer.

Come on, I wish you success!
