Unicom's "Slimming Plan" has been released?
Following the announcement of the mixed reform plan in mid-August, it is said that a notice of "China Unicom's slimming and streamlining organization implementation plan" recently issued by China Unicom to branches in various provinces, autonomous regions and municipalities directly under the Central Government flowed out in the industry yesterday. According to the news, the above-mentioned implementation plan should be reported to the group company for approval before the end of September, and the adjustment of institutions and corresponding personnel should be completed before the end of 10. However, as of press time, we have not seen the official response or comments of Unicom on the above information.

Unicom's headquarters has been reduced by seven.

According to the scheme information circulated in the industry, the requirements and detailed rules for streamlining the organization, the organizational positioning of the group headquarters, provincial branches, local branches and county branches/grids (grass-roots business units) is first defined. Specifically, the group headquarters is responsible for "strategic management and control+intensive operation+supporting response"; Provincial branches are responsible for "tactical formulation+operation organization+support response"; Local branches are responsible for "market operation+support response"; County branches/power grids (grass-roots business units) are responsible for sales services, mainly responsible for sales services of county-level government and enterprise customers and sales to public customers. According to the local economy, population, income scale and the number of employees in county branches, county branches are divided into three categories for management.

At the same time, information shows that the streamlining of the headquarters of China Unicom Group has achieved initial results. The number of departments has been reduced from 27 to 20; The number of offices decreased from 238 to 127, of which 56 were net decreased and 55 were resigned. The establishment was reduced from 1787 to 89 1, of which there was a net decrease of 347 people and 549 people were out of production.

Next, we will continue to adjust and optimize according to the needs of business development. While further streamlining departments, we will promote the decentralization of headquarters departments and optimize business processes. The headquarters will study and formulate the management measures for organization establishment as soon as possible, and make clear provisions on the management principles, procedures and standards of organization, establishment and number of posts.

The goal of streamlining provincial departments is close to 30%

For provincial branches, the plan requires that the number of management departments at the headquarters of northern provincial branches be optimized to 18 2, and that of southern provincial branches be optimized to 16 2, and encourages provincial branches to further reduce the number of management departments. In principle, the number of production units shall not exceed 8, and the branches of municipalities directly under the Central Government and Hainan Province may be appropriately increased.

For local branches, the plan requires the local branch headquarters to set up a 1 1 3 management department. Encourage small branches in cities and regions to further reduce the number of management departments. As the main body of market operation, local branches should strengthen marketing services. In terms of county branches, provincial branches can divide county branches into three management modes according to local economy, population, income scale of county branches, number of employees and other indicators: management by local branches, management by county branches and management by grid (grass-roots business units).

According to media reports, China Unicom hopes to reduce the number of administrative departments from 3/kloc-0 to 7 12 in a province to about 5 16 through this "slimming" operation, and the overall staff reduction target is close to 30%. At present, provincial companies have not yet formulated specific organizational structure and staffing plans. "Next week, China Unicom will hold a conference to convey the spirit and principles of the slimming fitness plan to all parties to ensure the implementation of the plan." Insiders of China Unicom revealed that "the general principle is to break the iron rice bowl." From the discussion framework, within two years of mixed reform, the number of people leaving the company is controlled at 3%, and the number of people leaving the company is controlled at 1%. It seems that the pressure is not very great. However, at present, there is no formal document for the evacuation of personnel, and the final implementation is still unknown.

Mass layoffs are not expected to happen.

As for the simplification scheme of Unicom's organizational structure circulating in the industry, the analysis believes that its implementation purpose is to sink resources and stimulate team vitality. Xiang Ligang, a well-known observer in the communication industry, pointed out that the organizational optimization and adjustment of China Unicom should have been brewing for a long time, with the aim of improving organizational efficiency. In particular, it is normal for any large enterprise to streamline some non-front-line institutions and let more people concentrate on management.

In an interview with Caixin, an executive of China Unicom Company pointed out that streamlining the organization and laying off employees will help China Unicom improve its operational efficiency and reduce its operating costs. The organizational structure of China Unicom is "too complicated". Every layer is the management, and the real work is the sub-bureaus. Some sub-bureaus don't even work, but the people who work are outsourcing units. From the perspective of competitive demand, China Unicom is forced to run like a cheetah, but it is subject to the current organizational structure. " He said.

As to whether the introduction of the streamlining plan is related to the mixed reform measures of China Unicom, Xiang Ligang thinks that there is no direct one-to-one correspondence between them. He also believes that the so-called slimming plan, the reduction of the number of institutions and the adjustment and merger of internal organizations are all in line with expectations, but it is not expected that large-scale layoffs will occur, and it is expected that the adjusted personnel will be more inclined to be placed in the front line.

It is normal for institutions to improve their management mechanism, and the purpose of adjustment is to create value better.
