You can create a new transparent canvas for a circle, then enter the text, type ● (a special symbol of sogou, if not, you can type it), and then enlarge it to an appropriate size. The remaining steps are the same as above.

Oval ones are more troublesome. First, the canvas can be white, just like a circle. Then, you can draw it as an oval with a thin face. Then, cut out the figure, buckle the ellipse and put it on the transparent canvas. The rest is the same as above

There is also an ink dripping effect. The template can be found online, or it can be made into an oval shape, and then PS is used to make the ink drop effect. Well, I made a seal with ink dripping effect, so I can show it to the landlord.
