The management, treatment and supervision of pesticide packaging waste have never been lacking. In 20 17, the regulations on pesticide management revised by the state put forward that "pesticide production enterprises and pesticide operators should recycle pesticide wastes". At the same time, it is also stipulated that pesticide waste recycling units must have the qualification of hazardous waste management and can only be recycled by qualified units. The expenses shall be borne by the pesticide producers and operators. If the production and operation are unclear, the expenses shall be paid by the local people's government at the county level.
The Ministry of Agriculture and Rural Affairs deliberated and adopted the Management Measures for the Recovery and Treatment of Pesticide Wastes, which was implemented on June 5438+ 10/day with the consent of the Ministry of Ecology and Environment. The "Measures" clarify the subject of obligations for the management and treatment of pesticide wastes and also stipulate the obligations of pesticide users. That is, the people's governments at or above the county level and pesticide producers have the obligation to manage and deal with them, and users have the obligation to collect the wastes generated by using pesticides and transport them to designated recycling places. The Measures also encourage relevant departments to increase investment, subsidies and take preferential measures to support the recovery, storage, transportation, disposal and recycling of pesticide wastes. At the same time, it is also pointed out that agricultural management departments, ecological management departments and producers, operators and users of management, governance and use will be punished according to the Soil Pollution Law and the Environmental Pollution Prevention Law. With the urgent need to protect the environment, the state pays more and more attention to the management of pesticide packaging waste, and the requirements for producers, managers and users are becoming more and more detailed and responsible. Everyone should start from their own, normalize the management, recycling and treatment of pesticide wastes, and make contributions to the construction of green mountains and green waters.
