The State Post Bureau of the People's Republic of China, established in 2008 (deputy ministerial level), is a state bureau managed by the Ministry of Transport of the People's Republic of China and a state administrative organ. The State Post Bureau undertakes the supervision responsibility of the postal and express delivery industries, promotes the establishment of a universal postal service system covering urban and rural areas, promotes the establishment and improvement of universal and special service guarantee mechanisms, puts forward the postal service price policy and basic postal service price suggestions and supervises their implementation, participates in international postal organizations on behalf of the country, handles intergovernmental postal affairs, formulates postal foreign cooperation and exchange policies and organizes their implementation, and handles postal foreign affairs and work involving Hong Kong, Macao and Taiwan in accordance with regulations.
According to the "Notice of the State Council on Establishing the Management Organs of State Ministries" (Guo Fa [1998] No.6), the State Post Bureau is established. The State Post Bureau is the competent organization of the national postal industry, and manages the national postal enterprises managed by the Ministry of Information Industry. In August, 2005, the State Council issued "Postal System Reform Plan" (Guo Fa [2005] No.27), requiring the postal service to separate government from enterprise. The main objectives of the reform include: reorganizing the State Post Bureau as the management organization of the postal industry; June, 5438+October, 2007 10, the reorganized State Post Bureau was officially listed as the national postal regulatory agency managed by the Ministry of Information Industry. In September 2008, the State Council implemented the reform of multi-ministerial system, and established the State Post Bureau (deputy ministerial level) as the State Bureau under the management of the Ministry of Transport according to the Notice of the State Council on Establishing the State Bureau under the Management of Ministries (Guo Fa [2008]12).
