From 20 17 12 19, the subsidy for distributed photovoltaic power generation was lowered by 0.05 yuan to 0.37 yuan/kwh for the first time. Due to the new installed photovoltaic capacity of 53.06GW in 20 17, the market is unprecedentedly hot. On May 3, 20 18 of the following year, the "5.3 1 photovoltaic New Deal" was released, and the distributed photovoltaic subsidy was lowered by 0.05 yuan to 0.32 yuan/kwh again. National subsidy policy for photovoltaic power generation: the subsidy standard for distributed electricity price is 0.42 yuan per kWh (including tax, the same below), and the benchmark on-grid electricity price or electricity price subsidy standard will be implemented for photovoltaic power generation projects from the date of production, with a term of 20 years in principle.
Distributed: the tariff subsidy standard is 0.42 yuan per kWh (including tax, the same below), and the benchmark on-grid tariff or tariff subsidy standard is implemented for photovoltaic power generation projects from the date of production, with a term of 20 years in principle. Photovoltaic power generation first determines the benchmark electricity price, and the price after 2022 will be formulated separately.
legal ground
People's Republic of China (PRC) Electric Power Law Article 48 The State advocates the development of rural hydropower resources, the construction of small and medium-sized hydropower stations and the promotion of rural electrification. The state encourages and supports rural areas to use solar energy, wind energy, geothermal energy and biomass energy to build rural power supply and increase rural power supply.
Notice on Issues Related to the Policy of Power Subsidy for Distributed Photovoltaic Power Generation Article 1 Measures for the Implementation of Power Subsidy for Distributed Photovoltaic Power Generation Projects:
(1) project confirmation. The state subsidizes distributed photovoltaic power generation projects according to electricity consumption, and the subsidy funds are allocated to distributed photovoltaic power generation project units through power grid enterprises. Distributed photovoltaic power generation projects applying for subsidies must meet the following conditions:
1. Complete the filing according to the procedure. The specific filing measures shall be formulated separately by the National Energy Administration.
2. The project is completed and put into operation, which meets the relevant conditions of grid connection, and completes grid connection acceptance and other grid connection work.
(2) subsidy standards. The subsidy standard is determined by comprehensively considering the on-grid electricity price, power generation cost and sales electricity price of distributed photovoltaic, and adjusted in time. The specific subsidy standard will be made clear in a separate document after the National Development and Reform Commission issues the distributed photovoltaic on-grid tariff.
(3) Subsidize the electricity bill. Power grid enterprises shall, according to the user's meter reading cycle, measure the power generation, on-grid electricity and spontaneous self-use electricity listed in the subsidy catalogue of distributed photovoltaic power generation projects as the basis for calculating subsidies.
