Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the relevant provisions of the Constitution of People's Republic of China (PRC) and the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy and in combination with the ethnic and regional characteristics of Mengcun Hui Autonomous County. Article 2 Mengcun Hui Autonomous County (hereinafter referred to as Autonomous County) is a place where Mengcun Hui people practice regional autonomy within the jurisdiction of Hebei Province.

The organs of self-government of autonomous counties are the people's congresses and people's governments of autonomous counties. Article 3 The organs of self-government of autonomous counties shall ensure the implementation of the Constitution, laws and regulations in their counties, put the overall interests of the country in the first place, actively complete various tasks assigned by state organs at higher levels, and make contributions to the socialist modernization of the country. The organs of self-government of the fourth autonomous counties adhere to the socialist road, the people's democratic dictatorship, the leadership of the * * * production party, Marxism-Leninism and Mao Zedong Thought. Oppose bourgeois liberalization. Adhere to reform and opening up, self-reliance, hard work, and concentrate on building socialist spiritual and material civilization. Article 5 The organs of self-government of autonomous counties exercise the functions and powers of local state organs as stipulated in Section 5 of Chapter III of the Constitution, and at the same time exercise the right of self-government in accordance with the limits of authority as stipulated in the Constitution, the Law on Regional National Autonomy and other laws. Article 6 Autonomous County People's Congress shall, according to the characteristics of laws and autonomous counties, formulate separate regulations as supporting regulations for autonomous regulations, which shall be implemented after being submitted to the Standing Committee of the Provincial People's Congress for approval. Article 7 The organs of self-government of autonomous counties shall, without violating the principles of the Constitution, laws and regulations, proceed from the reality of autonomous counties and adopt special policies and flexible measures to accelerate the development of various construction undertakings such as economy, education, science and technology and culture.

Resolutions, decisions, orders and instructions of state organs at higher levels, if not suitable for the actual situation of autonomous counties, may be modified or stopped with the approval of the state organs at higher levels. Article 8 The organs of self-government of autonomous counties maintain and develop socialist ethnic relations of equality, unity and mutual assistance among all ethnic groups. It is forbidden to discriminate against and oppress any ethnic group, and it is forbidden to undermine ethnic unity and create ethnic divisions. Article 9 The organs of self-government of autonomous counties shall safeguard the freedom of religious belief of citizens of all ethnic groups and protect their normal religious activities. No social organization or individual may force citizens to believe in or not believe in religion, and may not discriminate against citizens who believe in or not believe in religion. It is not allowed to use religion to engage in activities that disrupt social order, harm citizens' health or interfere with the national education system.

Religious groups and religious affairs in Autonomous County are not dominated by foreign forces. Chapter II The organs of self-government and other local state organs of autonomous counties Article 10 The people's congresses of autonomous counties are the organs of power of autonomous counties.

Among the deputies to the people's congresses of autonomous counties, the proportion of Hui deputies shall be appropriately higher than the proportion of their population. Other ethnic groups should also have appropriate representation. The number of deputies to the Autonomous County People's Congress shall be determined by the Standing Committee of the People's Congress of Hebei Province. Eleventh Autonomous County People's Congress Standing Committee is the permanent organ of the Autonomous County People's Congress, responsible for the Autonomous County People's Congress and report its work.

The Standing Committee of the Autonomous County People's Congress shall have a Hui citizen as the director or deputy director. Twelfth Autonomous County People's Government is the executive organ of the Autonomous County People's Congress, the county-level state administrative organ under the leadership of the People's Government of Hebei Province, and is responsible for and reports on the work of the Autonomous County People's Congress and the People's Government of Hebei Province. When the Autonomous County People's Congress is not in session, the Autonomous County People's Government shall be responsible for the Standing Committee of the Autonomous County People's Congress and report on its work.

Autonomous County People's government to implement the county magistrate responsibility system. Thirteenth Autonomous County People's government is composed of county magistrate, deputy county magistrate, director of the office, director and director of the committee.

The county magistrate of an autonomous county is a Hui citizen. Other members of the Autonomous County People's government and the cadres of the departments under the organs of self-government of Autonomous County, the Hui cadres should be higher than their population proportion. Fourteenth cadres of the organs of self-government of autonomous counties should remain relatively stable, and the members of the Standing Committee of the National People's Congress and the people's government, except in special circumstances, will remain unchanged at the expiration of their terms of office. Fifteenth autonomous county people's courts and people's procuratorates shall exercise their functions and powers in accordance with the relevant provisions of the Constitution and laws. Its leading members and staff should include Hui citizens. Chapter III Construction of Cadres and Workers in Autonomous County Article 16 The organs of self-government of autonomous counties shall set up capable working bodies according to the principles stipulated by the state. The determined staffing shall be submitted to the provincial people's government for approval.

The organs of self-government of autonomous counties shall, according to the relevant provisions of the state organs at higher levels and the actual needs, determine the institutional setup and staffing of public institutions. The organs of self-government of seventeenth autonomous counties take various measures to actively train cadres of all ethnic groups, paying special attention to training cadres of ethnic minorities and women. Vigorously cultivate all kinds of professionals and skilled workers in science and technology, economic management, and gradually establish professional and technical teams of all ethnic groups. Article 18 The organs of self-government of autonomous counties and their subordinate enterprises and institutions shall make overall plans for urban and rural areas when recruiting personnel. With the approval of the provincial people's government, ethnic minorities can be recruited from rural areas in the total number of places assigned by state organs at higher levels.

Enterprises and institutions affiliated to state organs at higher levels in autonomous counties shall recruit personnel mainly in autonomous counties.

The organs of self-government of autonomous counties independently supplement the staffing of natural attrition vacancies.
