As for whether people have management ability and are suitable for management, it is none of my business. " Anyway, I am the superior and you are the subordinate. You have to answer it, or you have to answer it! " .
In fact, in the process of "decentralization", it is best to listen to the voices and ideas of the grassroots, rather than "what you say can be done, and what you say can't be done", and finally let the grassroots come to the conclusion that "you can't accept it!" . In addition, there is a very realistic problem. Many places have the saying of "accident control index". Originally, I asked 10 enterprise to give 1 accident indicators. Presumably, many grass-roots governments that assume the supervisory responsibilities entrusted by their superiors are very concerned about this issue. For these similar situations, I am expecting a reasonable answer while delegating power.
It is the aspiration of many enterprises that "the law can be done without prohibition", and some government departments have also put forward "power list" in due course. You can see at a glance what you are in charge of, what you approve, what you punish, what you rely on and what your standards are. As a regulated enterprise, just look at these hard bars to know whether your functional department has touched the "red line and bottom line". Prosecuting officials and administrative reconsideration are nothing new now. But are some approved projects really decoupled from the "red top intermediary"? Enterprises that handle affairs know best that the time limit for approval has been shortened, but the cost has gone up, which will naturally remind people of "robbing Peter to pay Paul"; There are also some departments, in the words of the Prime Minister, "Now the masses are doing things, the door is easy to enter, and they can see smiling faces, but they just don't do things for you." Such a "simple administration and decentralization", is it possible for you to let the people "say good and praise good" from the heart?
