At present, economic and technological development zones are divided into national economic and technological development zones and local economic and technological development zones (i.e. provinces, cities and counties). Except for national economic and technological development zones, other local economic and technological development zones only need the approval of local governments.
Different administrative levels:
The purpose of setting up economic and technological development zones in different places is to develop the economy. According to different emphasis procedures, the administrative level is different, but generally speaking, the administrative level of economic and technological development zones at all levels is half a level higher than that of local administrative regions at the same level. For example, a state-level economic and technological development zone is established in a prefecture-level city, but its administrative level is the same as that of a prefecture-level city, and the executive head of the economic and technological development zone in a prefecture-level city is usually the deputy mayor of the prefecture-level city or the relevant director himself. At the county level, the deputy county magistrate is responsible.
The policy is different:
The purpose of establishing the economic and technological development zone is to develop the economy, with the focus on giving play to the pivotal role, that is, radiating internal and external effects, communicating economic ties between China and foreign countries, promoting economic development and foreign trade in the mainland through external introduction and internal connection, and making contributions to economic prosperity; Therefore, it enjoys more favorable economic conditions than local administrative regions, such as reducing income tax, remittance tax, customs duty, import tax and industrial and commercial tax, simplifying administrative examination and approval procedures, providing preferential loans, and giving priority to the development of production and living facilities such as transportation, telecommunications, water supply and power supply that are not available in local administrative regions.
